REPORT OF THE DIRECTOR OF PHYSICAL EDUCATION

Dear Mr. Hilyard


I am pleased to report on the Athletic Program in the Douglas Memorial High School. This program functions primarily during the spring months due to the lack of winter facilities.


Every opportunity is given the pupils to participate in outdoor athletic activities during the year when weather conditions permit. Activities are carried on under the safest possible conditions with strong emphasis on supervision of all play.


For the second successive year the girls softball team has been active. They have enjoyed considerable success completing the sea- son with three victories and three losses against such competition as Uxbridge, Webster and Mendon. The enthusiasm shown for this sport is very gratifying; with the proper encouragement it could grow into a major activity. The hard work and perseverance on the part of the players and all others concerned is to be commended.


Baseball is still the major sport in Douglas keeping some fifty boys active during the last year. Mr. Ahern, who has since left, kept some twenty-eight boys from the junior high participating in intra- mural baseball.


On the high school level, seventeen boys took part in varsity competition. Games are played under the most desirable conditions, with the best possible equipment, and umpiring. Considering the fact that we have no "feeder system" in our lower grades, we have been most successful. Against superior opposition the Douglas team com- piled a season record of six wins against six losses. A few "breaks" could have made our position more impressive. Our record was as follows:

ANNUAL SCHOOL REPORT


Our third request to enter the Blackstone Valley League was rejected this year. Upon the suggstion of Mr. Hilyard, the formation of a new league was attempted. However, enough schools were not interested in this venture at the present time, therefore, we will operate independently for another year. Much groundwork has been done and we look forward to entering a league in the near future.


I wish to express my sincere thanks to the members of all the participating teams for their cooperation and sacrifices. We regard their efforts highly, especially in these days of commercialized temp- tations. These youngsters are worthy of your moral support. We urge parents and friends to come and offer further encouragement.


My appreciation goes to the School Board, Mr. Hilyard, Mr. Schuster, Mr. Gagne, and our many friends for their help. A special vote of thanks is extended to the "little fellows" like the bat boy, scorers, and innumerable "little helpers" who help make our pro- gram operative.

To any Constable of the Town of Douglas in said County.


In the name of said Commonwealth of Massachusetts, you are hereby directed to notify the inhabitants of the Town of Douglas who are qualified to vote in elections and Town Affairs to meet in the Town Hall in said Douglas, on MONDAY, the eleventh day of February, 1952, A.D. at TEN o'clock in the forenoon, then and there to act on the following articles, to wit:


Article 1. To elect a Moderator, a Town Treasurer, a Town Clerk, a Collector of Taxes, two Constables, an Agent of the Moses Wallis Devise, a Tree Warden, each for a term of one year; One Trustee of the Simon Fairfield Public Library, one Selectman, one Assessor, one Member of the Board of Public Welfare, one Water Commissioner, one Cemetery Commissioner, two members of the School Committee, one Recreation Commissioner, each for a term of three years.


Article 2. To choose all other Town Officers for a term of one year including an Inspector of Wires. ,


Article 3. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 81 Highway Maintenance, or take any action in relation thereto.


Article 4. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Construction, or take any ac- tion in relation thereto.


Article 5. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Maintenance, or take any action in relation thereto.

Article 6. To see if the Town will vote to raise and appropriate a sum of money to pay the Town's proportionate share of the Wor- cester County Retirement System.


Article 7. To see if the Town will vote to fix the salary and compensation of all elective officers of the Town as provided by Section 108 of Chapter 41, General Laws, as amended, and including that of:


Moderator, Town Treasurer, Town Clerk, three Selectmen, three members of the Board of Public Welfare, three Assessors, Col- lector of Taxes, Agent Moses Wallis Devise, three Trustees, Pub- lic Library, Tree Warden, three Cemetery Commissioners, six members of the School Committee, three Water Commissioners, two Constables, three members of the Recreation Commission and raise and appropriate a sum of money therefor.


Article 8. To consider the report and recommendations of the Finance Committee and to see what sums of money the Town will raise and appropriate to defray the necessary and usual expenses of the several departments of the Town including appropriations for Selectmen's Clerical hire, Treasurer's Clerical hire, Town Clerk's Clerical hire, Blanket Insurance (so called) Special Workmen's Compensation Insurance Account, Insurance on Fire Department Equipment and Personnel, Fire Department Equipment, Veterans' Benefits, for the observance of Memorial Day, for the care of Ceme- teries, for the upkeep of the Town Clock (so called), a sum of money to the Town of Northbridge for the use of Town Lockup, Inspector of Wires, Equipment Insurance, and Civilian Defense for the fiscal year of 1952.


Article 9. To hear and act upon the reports of the several Town Officers and any outstanding committees and to choose any Committee or Committees the Town may think proper.


Article 10. To see what disposition the Town will make of the Dog Fund.


Article 11. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue for the financial year beginning January 1, 1952, to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General laws as amended.


Article 12. To see if the Town will vote to have a Reserve Fund and raise and appropriate a sum of money therefor, or take any other action in relation thereto.

Article 13. To see if the Town will vote to transfer a sum of money from the Overlay Reserve Fund to the Reserve Fund, or take any action in relation thereto.


Article 14. To see if the Town will vote to transfer a sum of money from the Machinery Rentals Fund to the Machinery Mainte- nance Account, or take any other action in relation thereto.


Article 15. To see if the Town will vote to transfer a sum of money from the Workmen's Compensation Insurance Fund to the Special Workmen's Compensation Insurance Account or take any other action relating thereto.


Article 16. To see if the Town will authorize the Assessors to use any Free Cash in the hands of the Town Treasurer to reduce the Tax Levy in 1952.


Article 17. To see if the Town will vote to instruct the Board of Selectmen to dispose of any Real Estate held by the Town by Foreclosure of Tax Titles and authorize and empower its Treasurer to give a deed for the same in the name and behalf of the Town or take any other action pertaining thereto.


Article 18. To see if the Town will vote to make any adjustments in salaries of Town Employees (elective or appointive) retroactive to January 1, current.


Article 19. To see if the Town will vote to transfer a sum of money from the Water Department Surplus Fund to the Interest Account, or take any other action in relation thereto.


Article 20. To see if the Town will vote to transfer a sum of money from the Water Department Surplus Fund to the Debt Ac- count, or take any other action in relation thereto.


Article 21. To see if the Town will vote to raise and appropriate a sum of money for the purchase of special equipment and supplies for the Tax Collector, and Health Department, or take any action pertaining thereto.


Article 22. To see if the Town will vote to purchase a new police cruiser and authorize the Selectmen to sell the present police cruiser and apply the proceeds from said sale towards the purchase price of a new 1952 police cruiser, or take any other action in relation thereto.


Article 23. To see if the Town will vote to raise and appropriate a sum of money for the purpose of installing drainage pipes on Man- chaug Street, or take any other action in relation thereto.

Article 24. To see if the Town will vote to make an initial out- lay for the purpose of renovating the Heating System at the Town Garage and transfer a sum of money from Surplus Revenue in the hands of the Treasurer therefor, or take any other action in rela- tion thereto.


Article 25. To see if the Town will vote to purchase Special Mow- ing Equipment for the Highway Department and transfer a sum of money from Surplus Revenue in the hands of the Treasurer therefor, or take any other action in relation thereto.


Article 26. To see if the Town will vote to purchase a new snow plow and new transmission for the grader for the Highway De- partment and transfer a sum of money from Surplus Revenue in the hands of the Treasurer therefor, or take any other action in rela- tion thereto.


Article 27. To see if the Town will vote to appropriate a sum of money, to be raised in the tax levy of 1952, by transfer from avail- able funds or borrowing as provided by Chapter 44, General Laws as amended, for the purpose of laying water mains of not less than six inches in diameter on Manchaug Street to the Catholic Cemetery, and on West Street to the Evergreen Cemetery, or take any other action in relation thereto.


Article 28. To see if the Town will vote to raise and appropriate a sum of money to pay unpaid bills in the following departments: Welfare Department, New Town Hall Maintenance, Snow Roads, Moth Department, Fire Department, Forest Fires, Industrial Schools, and Health Department, or to take any other action in relation thereto.


Article 29. To see if the Town will vote to appropriate a sum of money, to be raised in the tax levy of 1952, by transfer from avail- able funds or borrowing as provided by Chapter 275 of the Acts of 1948, for the purpose of removing and replacing the "electrical sys- tem" in the East Douglas Grammar School, or to take any action in relation thereto.


Article 30. To see if the Town will vote to raise and appropriate a sum of money for the purpose of making a preliminary survey of the present school building facilities and of the future building needs of the Town of Douglas School System, said survey to be conducted by a "School Survey Committee" comprising of the 6 members of the School Committee and 3 citizens of the town representing the taxpayers, the latter to be nominated and elected by those attending

the business session of the Town Meeting, or take any other action in relation thereto.


Article 31. To transact any other business that may legally come before said meeting.
