CHAPTER 111,-ACTS OF 1890.


In all the public schools in the Commonwealth, the last regular session prior to Memorial Day, shall be devoted to exercises of a patriotic nature.

CHAPTER 207.


SECT. 23. Whoever willfully interrupts or disturbs a school or other assembly of people met for a lawful purpose, shall be pun- ished by imprisonment in the jail, not exceeding thirty days, or by a fine not exceeding fifty dollars.


CHAPTER 203.


CONCERNING INJURY TO PUBLIC SCHOOL PROPERTY.


Whoever willfully and maliciously or wantonly and without cause, destroys, defaces, mars or injures a schoolhouse, church, or other building erected or used for purposes of education or religious in- struction, or for the general diffusion of knowledge, or an out- building, fence, well or appurtenance of such schoolhouse, church or other building, or furniture, apparatus or other property belonging to or connected with sucli schoolhouse, church or other building, shall be punished by fine not exceeding five hundred dollars, or by imprisonment in the jail not exceeding one year.

WARRANT FOR ANNUAL TOWN MEETING, MARCH


1, 1897.


COMMONWEALTH OF MASSACHUSETTS.


Worcester, ss.


To Either Constable of the Town of Milford, in said County,


Greeting :


In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said Town, quali- fied by law to vote in Elections and in Town affairs, to meet at the Town Hall, in said Town, on Monday, the First day of March, A. D., 1897, punctually at eight o'clock in the forenoon, to act upon the following articles, namely :-


[The polls may be closed at four o'clock in the afternoon on said day of meeting.]


ARTICLE 1. To choose a Moderator to preside at said meet- ing.


ARTICLE 2. To choose all necessary town officers for the year ensuing. A Town Clerk, Town Treasurer, Tax Collector, Auditor, Three Selectmen, Three Assessors, Three Overseers of the Poor, Two Members of the School Committee, Three Trustees of Public Library, (One to fill vacancy,) One Member of the Board of Health (for 3 years,) Two Trustees of Vernon Grove Cemetery, and Fifteen Constables; to be voted for on ballots prepared and furnished in accordance with the provisions of Chapter 417 of the Acts of 1893, and amendments thereto ; also upon said ballots the voters will give in their votes "Yes" or "No," in answer to the question, "Shall licenses be granted for the sale of intoxicating liquors in this Town?"

ARTICLE 3. To hear and act upon the reports of the Select- men, School Committee, Overseers of the Poor, Treasurer, En- gineers of Fire Department, Tax Collector, Trustees of Public Library, Trustees of Vernon Grove Cemetery, and any other Officers and Committees of said Town.


ARTICLE 4. To raise and appropriate such sum or sums of money as may be necessary to defray Town expenses for the year ensuing.


ARTICLE 5. To see what action the Town will take in regard to lighting its streets, and appropriate money for the same.


ARTICLE 6. To see if the Town will authorize the Treas- urer to borrow money in anticipation of the Taxes of the current year.


ARTICLE 7. To determine when all Taxes shall be collected and paid into the Treasury the year ensuing, and to fix the com- pensation of the Collector of Taxes for collecting the same.


ARTICLE 8. To see if the Town will raise and appropriate one hundred and fifty dollars toward defraying the expenses of Memorial Day.


ARTICLE 9. To see if the Town will authorize the Select- men to take charge of all legal proceedings for or against the Town.


ARTICLE 10. To see if the Town will appropriate any money to remove from the Arsenal at Watertown and mount the two cannons given by the United States to the G. A. R. Post 22, or take any action in relation thereto.


ARTICLE 11. To see if the Town will appropriate any money to repair or rebuild the Central street sewer from the Elec- tric Light Station to South Bow street, or take any action in relation thereto.


ARTICLE 12. To see if the Town will accept and allow the report of the Selectmen on the laying out, grading, and extension of Fruit street from South Main street to Depot street, appro-

priate any money to construct the same, or take any action in relation thereto.


ARTICLE 13. To see if the Town will accept and allow the report of the Selectmen on the laying out and grading of Poplar street, appropriate any money to build the same, or take any action in relation thereto.


ARTICLE 14. To see if the Town will accept and allow the report of the Selectmen on the laying out and grading of a way leading from Pearl street to School street through land of L. A. Cook and heirs of Peter Cook, appropriate any money to build the same, 'or take any action in relation thereto.


ARTICLE 15. To see if the Town will instruct the Selectmen to keep Memorial Hall Building permanently insured for a reasonable amount and make an appropriation for the same.


ARTICLE 16. To see if the town will appropriate Three Hundred Dollars to paint buildings at Town Farm and put in water closets, or take any action in relation to the same.


ARTICLE 17. To see if the Town will accept and allow the report of the Selectmen in regard to laying out or relocating Spruce street from Congress street to a stone fence post at land formerly of John O'shea, appropriate any money therefor or take any action in relation thereto.


ARTICLE 18. To see if the Town will vote to appropriate the sum of One thousand dollars in addition to the two thousand dollars already appropriated for the purpose of building a town barn, or take any action in relation to the same.


ARTICLE 19. To see what action the Town will take in rela- tion to the payment of the Town Bonds ($25,000) which become due on the tenth day of August next.


ARTICLE 20. To see if the Town will appropriate any money to build a sidewalk on the easterly side of North street, or take any action in relation to the same.


ARTICLE 21. To hear the report of the committee on en- larging and remodeling the Town House, see if the Town will

accept and allow the same, appropriate any money to carry out the recommendations of the committee, or take any action in rela- tion thereto.


ARTICLE 22. To see if the Town will authorize the Select- men to locate an Electric Light at some suitable point in the Town Park and appropriate money for the same.


ARTICLE 23. To see if the Town will authorize the Select- men to locate an Electric light at some suitable point on Walnut street, and appropriate money for the same.


ARTICLE 24. To see if the Town are in favor of building a street from the easterly end of Granite street crossing the Hop- kinton Railroad and bridging the Charles River to a point on the westerly side of East Main street.


And you are hereby directed to serve this Warrant by post- ing up attested copies thereof at each of the Public Meeting Houses and at the Post-Office in said town ; also cause an attested copy to be published in The Milford Daily News, Milford Daily Journal, Milford Gazette, and Milford Times, newspapers printed in said Town, Two Sabbaths at least before the time set for said meeting.


Hereof fail not and make due return of this Warrant with your doings thereon, to the Clerk of said Town at the time of meeting aforesaid.

At a legal meeting of the inhabitants of the Town of Mil- ford, qualified by law ,to vote in elections and in town affairs, holden this, the first day of March, A. D. 1897, at eight o'olock in the forenoon, the said inhabitants proceeded as follows :-


The meeting was called to order by the Town Clerk, who then read the warrant.


Article 1. Balloting, the meeting made choice of Lowell E. Fales as moderator, the voting list being used.


(After eleven votes had been cast it was voted to close the polls. All votes cast were for Lowell E. Fales.)

The polls were opened at 8.15 A. M.


Voted : That when this meeting adjourn, it adjourns until next Friday evening, March 5, at 7.30, to do the remaining town business.


Voted : To close the polls at 4.30 P. M.


Due notice having been given, the polls at 4.30 P. M. were declared closed.


P. H. Curran, who had been appointed to check the list by the Selectmen, was duly sworn to faithfully perform the duties of his office by the Town Clerk.


C. A. Sumner and D. J. Sullivan, inspectors, and S. Alden Eastman and F. T. Quirk, deputy inspectors, who had been ap- pointed by the Selectmen, were duly sworn to faithfully perform the duties of their office by the Town Clerk.


Voted : That the moderator appoint a committee of 25 to act as a finance committee, and they to report next Friday even- ing.

During the voting the ballot-box was opened by the unani- mous consent of the Moderator and Town Clerk for the purpose of taking out the ballots and sorting and counting the same. First at 10 A. M., when it registered 373 ; then at 11 A. M., when it registered 592; then at 11.35 A. M., when it registered 716; then at 1.15 P. M., when it registered 1221 ; then at 2.53 P. M., when it registered 1600; and then at the close of the polls (4.30 P. M.) when the ballot-box registered 1809.

Milford, March 5, 1897.


In pursuance to a vote passed at the annual Town meeting, held March 1, 1897, the inhabitants of the Town of Milford met in the Town Hall, and proceeded to act upon the various articles in the Town Warrant.


The meeting was called to order by L. E. Fales, moderator. The Warrant was then read by the Town Clerk.
