Voted : That the Treasurer be and is hereby authorized to borrow money at any time during the municipal year in various amounts not exceeding fifty thousand dollars ($50,000) in all, and give the negotiable notes of the town there- for, payable within one year from the date of their incurrence, the same to be paid out of the taxes assessed for the year 1897.

Voted : That the taxes become due Sept. 10, and that all taxes paid on or before that time shall be discounted 2} per cent., and that one half of one cent per month be added to all taxes not paid by Sept. 10, and that the Collector be au- thorized to use all means of collecting taxes which a Town Treasurer when appointed Collector may use.
Voted : That the Collector be paid for collecting the first seven tenths of the taxes committed to him one half of one per cent. ; for the next two tenths, one per cent., and for the re- maining one tenth, five per cent. of all taxes collected or abated.

In pursuance to the foregoing Warrant, the inhabitants of the Town of Milford, qualified by law to vote in elections and in Town affairs, met in the Town Hall in said Town on Tuesday, the twenty-third day of March, in the year of our Lord one thousand eight hundred and ninety-seven, for the purpose of electing One Representative to fill the vacancy caused by the death of B. Alden Nourse of Westboro.
The meeting was called to order by the Town Clerk, who read the warrant and the officer's return thereon.
In accordance with the provisions of Chapter 417 of the Acts of 1893 and amendments thereto, the sealed package said to contain 3000 ballots, specimen ballots, and cards) of instruc- tion were delivered to George S. Whitney, the presiding election officer, and his receipt therefor given to the Town Clerk. The

seal was then publicly broken, the package opened, and the blocks of ballots delivered to the ballot-clerks, and one of each kind of cards of instructions posted in each voting compartment, and five specimen ballots and five of each of the cards of instruc- tions were posted in the hall outside the rail.
The ballot-box required by law to be used in elections was then opened in public meeting and shown to be empty, and ex- amined by the election officers and found to be empty. The register of the box was then set at 0000 and the box locked, and the keys thereof delivered to Oliver D. Holmes, constable in attendance at said meeting.
S. C. Sumner and R. H. Cochran, appointed inspectors by the Selectmen, acted as ballot-clerks, and during their absence D. J. Sullivan and S. Alden Eastman, deputy inspectors, acted in their stead, each of them having been sworn to faithfully per- form the duties of their office by the Town Clerk.
Patrick H. Curran, who had been appointed by the Select- men to check the list at the polls, was duly sworn to faithfully perform the duties of his office by the Town Clerk.
The polls were opened at 8.05 A. M.
The polls were declared closed at sundown.
The Selectmen and Town Clerk acted as Tellers.
During the voting the ballot box was opened 3 times by the consent of the Selectmen and Town Clerk, first at 2.30 P. M. when it registered 808 ; then at 5 P. M. when it registered 900, and again at the close of the polls 6.10 P. M. when it registered 935.
The names of those on the list of voters, both at the polls and at the table of the ballot-clerks, which liad been checked and audibly counted, were found to be as follows :

Thirteen (13) ballots were found defective and so marked.
The Tellers having canvassed the votes given in and found the total number of ballots cast to be 935, of which 13 were de- fective and so marked, the remainder having been sorted and

counted, declaration thereof was made in open meeting and re- corded as follows :
For Representative in General Court :
John S. Nason of Westboro, 404 votes ; George L. Smith of Westboro, 518 votes.
The business of the meeting being accomplished, the re- turns were filled and signed by the Selectmen and countersigned by the Town Clerk, then sealed in open meeting and deliv- ered to the Town Clerk to be forwarded to the Secretary of the Commonwealth.
The ballots cast and the list of voters used at the polls and by the ballot-clerks were then sealed up and endorsed by the Selectmen and Town Clerk. The ballots were then delivered into the custody of the Town Clerk, and also the check lists, in conformity with law in such cases made and provided. The un- used ballots remaining, all soiled and canceled and certified by the ballot clerks to be such, were secured in an envelope, sealed, and delivered to the Town Clerk, as provided by law.
Voted : To dissolve the Warrant.

At a special meeting of the inhabitants of the Town of Mil- ford, qualified by law to vote in elections and in Town affairs, holden this the 26th day of April, A. D. 1897, at 12 o'clock (noon), for the purpose of filling the vacancy which exists in the Board of Assessors, caused by the death of J. Barney Leonard, the said inhabitants proceeded as follows :
The meeting was called to order by the Town Clerk, who then read the warrant.
Article 1. The meeting made choice of Lowell E. Fales as Moderator, the check list being used, (9 votes being cast and all were for Lowell E. Fales.)
The polls were opened at 12.05.

P. H. Curran, who had been appointed to check the list at the polls, and S. C. Sumner and R. H. Cochran, inspectors, and D. J. Sullivan and S. Alden Eastman, Dept. Inspectors, were duly sworn to faithfully perform the duties of their offices by the Town Clerk.
Due notice having been given, the polls at 4.30 P. M. were declared closed.
During the voting the ballot box was opened twice by the unanimous consent of the Moderator and Town Clerk for the purpose of taking out the ballots and sorting and counting the same.
First at 3.25 P. M. when it registered 482 ; then at close of polls (4.30), when it registered 540.

The ballot box and the count of the ballot-clerks both agreed.
The names of those in the list of voters which had been checked, were audibly counted and found to be five hundred and forty (540).
Article 2. The ballots having been sorted and counted the Moderator declared the following officer elected : Assessor, Frank E. Mann, Purchase street.
The following is the number of votes cast for the several candidates for Assessor :
John J. Finnigan, 102 votes ; Michael J. Kelly, 210 votes ; Frank E. Mann, 223 votes ; Blanks, 5.
The ballots cast and the list of voters used at the polls and at the tables were then sealed up and endorsed by the Moder- ator, Town Clerk and Selectmen (the Selectmen and Town Clerk acted as Tellers) and delivered into the custody of the Town Clerk, as provided by law.

In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said Town, quali- fied by law to vote in Elections and in Town affairs, to meet at the Town Hall, in said Town, on Tuesday, the second day of November, A. D. 1897, it being the first Tuesday after the first Monday, punctually at six o'clock in the forenoon, at which time the polls will be opened for said voters to give in their ballots to the Selectmen of said Town for Governor, Lieutenant Governor, Councillor (Seventh Councillor District), Secretary, Treasurer and Receiver-General ; Auditor and Attorney-General of the Commonwealth ; a Senator for the Fifth Worcester Senatorial District, and two Representatives for the Tenth Worcester District, to the General Court of Massachusetts ; One County Commissioner, One County Treasurer (Worcester District) ; and one Register of Deeds (Worcester District), all on one ballot designating the office intended for each person voted for. The polls may be closed at four o'clock in the afternoon on said day of meeting.
At 2 o'clock in the afternoon on the above mentioned second day of November, at the same place, there will be a meeting of

the above described inhabitants to act upon the following articles, namely :-
Article 1. To choose a moderator to preside at said meet- ing.
Article 2. To see if the Town will accept the list of Jurors as reported by the Selectmen.
Article 3. To see if the Town will authorize the Treasurer to use any unexpended appropriations or funds in his hands un- appropriated to pay the expenses of the Town under Chap. 298, Acts of 1889, and Highway, or take any action in relation thereto.
Article 4. To see if the Town will appropriate $500.00 for new hose for the Fire Department, or take any action in relation to the same.
