ANNUAL TOWN MEETING, MARCH 2, 1903. COMMONWEALTH OF MASSACHUSETTS.

Milford, March 2, 1903.


At a legal meeting of the inhabitants of the town of Mil- ford, qualified by law to vote in elections and in town affairs, holden this second day of March, A. D., 1903, at six o'clock in the forenoon, the said inhabitants proceeded as follows :-


The meeting was called to order by the town clerk, who read the warrant and the officer's return thereon.


Article 1. Balloting, the meeting made choice of Lowell E. Fales as moderator, the voting list being used.


[55 ballots cast, of which 50 were for Lowell E. Fales and 5 for William P. Clarke.]


The polls were opened at 6.30 A. M.


Voted: To close the polls at 4.30 P. M.


Due notice having been given, the polls at 4.30 P. M. were declared closed.


Charles W. Carroll, who had been appointed to check the list, was duly sworn in by the town clerk.


S. A. Eastman and D. J. Sullivan, ballot clerks, and W. G. Pond and M. G. Lynch, deputy ballot clerks, were duly sworn in by the town clerk.


Voted: That the moderator appoint a committee of 25 to act as a finance committee to make a report on appropriations for the year ensuing, and to report at adjourned meeting Friday, March 6, 1903, at 7.30 P. M.

Voted: That action on all articles in the warrant after Article 2 be postponed until next Friday evening, at which time the remaining articles are to be taken up, and that after the vote is declared the meeting stand adjourned until next Friday at 7.30 P. M.


During the voting the ballot-box was opened by the unanimous consent of the moderator and town clerk for the purpose of taking out, sorting and counting the ballots. First at 8.51 A. M., when it registered 520; then at 11.35 A. M., when it registered 1042; then at 2 p. M., when it registered 1475; and at the close of polls, when the box registered 1825.

In pursuance of a vote passed at the annual town meeting held March 2, 1903, the inhabitants of the town of Milford met in the Town Hall, and proceeded as follows :-


The meeting was called to order by Lowell E. Fales, mod- erator.


The warrant was then read by the town clerk.


Under Article 2 James J. Crowley was chosen field driver. I. N. Davis, George S. Whitney, and Henry E. Morgan were chosen fence viewers. Michael McKeague, William H. Bourne and Charles W. Wilcox were chosen park commissioners. James J. Crowley was chosen poundkeeper. Thomas Gilmore, Fruit street, was chosen tree warden.

Article 5. Voted: That the matter of street lighting be left with the selectmen, to make such contract as they may deem best.


Article 6. Voted: That the treasurer be and is hereby authorized to borrow money at any time during the municipal year in various amounts not exceeding fifty thousand dollars ($50,000) in all, and give the negotiable notes of the town therefor, payable within one year from the date of their in- currence, the same to be paid out of the taxes assessed for the year 1903.


Article 7. Voted: That the taxes become due Sept. 10, and that all taxes paid on or before that time shall be dis- counted 2} per cent, and interest at the rate of one half of one per cent per month be added to all taxes not paid by Sept. 10. That on or before Nov. 1, the collector shall issue his war- rants to qualified officers for the immediate collection of all unpaid bills for poll taxes only, and all unpaid taxes on per- sonal property, and immediately after the first day of Februa- ry next, shall enforce payment of all unpaid taxes on real es- tate by sale of property or otherwise, and that the collector be authorized to use all means of collecting taxes which a town treasurer when appointed collector may use.


Voted: That the collector be paid for collecting the first seven tenths of the taxes committed to him one half one per

cent; for the next two tenths, one per cent, and for the re- maining one tenth, five per cent of all taxes collected or abated.

Article 9. Voted: That the selectmen be authorized to take charge of all legal proceedings for or against the town.

Article 12. Voted: That the engineers be authorized to purchase a chemical combination wagon for use in the fire de- partment, and that the sum of eighteen hundred dollars ($1800) be raised and appropriated therefor.


Article 13. Voted: That an electric light be located at the corner of Water and South High streets, and that the sum of one hundred dollars, ($100) be raised and appropriated for the same.


Article 14. Voted: That the selectmen be instructed to purchase forthwith, two lots of land, one at the "Plains," so called, and the other, in the southerly part of the town, for the purpose of erecting on each, under the supervision of the school committee, a four-room school-building and such other appurtenances as may be necessary., and that the sum of twenty-four thousand dollars be appropriated for the purchase of said land, and the erection of said buildings.


Voted: That the treasurer be and is hereby authorized to borrow money, not exceeding twenty-four thousand dollars, and issue negotiable notes or bonds of the town therefor, payable in United States money, gold coin, payable two thousand dol- lars each year for twelve years, with interest not exceeding three and three fourths per cent per annum, payable semi- annually, for the purposes mentioned in said article. (Yes, 285; No, None.)


Voted: That these schools be built by the day, and by resident labor.


Article 15. Voted: That the sum of three hundred dol- lars ($300) be raised and appropriated for the care and trans- planting of shade trees, shrubs, and flowers, to be expended under the direction of the tree warden.


Article 14. Voted: To take up Article 14.


Voted: To reconsider the vote whereby it was voted under this Article that "these schools be built by the day and by resident labor."


Article 16. Voted: To pass over the article.


Article 17. Voted: That the assessors be authorized to publish a report of valuation and taxes, other than polls, for

the year 1903, and that the sum of four hundred dollars ($400) be raised and appropriated for the same.


Article 18. Voted: To pass over the article.


Article 19. Voted: That the sum of two hundred dol- lars ($200) be raised and appropriated for the purposes stated in the article.


Article 20. Voted: To reduce the number of constables to be elected at the annual town meeting from fifteen (15) to five (5), and that so much of the vote passed at a special town meeting held January 19, 1891, under Article 4, in relation to the number of constables to be elected, as is inconsistent here- with, is hereby rescinded.


Article 21. Voted: That the selectmen be authorized to make a contract with the Milford Water Company for its water supply for a period of one year.


Voted: To pass over the remainder of the article.


Voted: To take up Article 4.


Voted: To raise and appropriate the sum of five thou- sand dollars ($5000) for water for fire purposes.

To either constable of the town of Milford, in said county,


Greeting :


In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said

town, qualified by law to vote in elections and in town affairs, to meet at the Town Hall, in said town, on Tuesday, the third day of November, 1903, it being the first Tuesday after the first Monday, punctually at six o'clock in the forenoon, at which time the polls will be open for said voters to give in their ballots to the selectmen of the said town, for governor, lieutenant-governor, secretary, treasurer, auditor, attorney- general, councillor, (seventh councillor district,) a senator for the fifth Worcester senatorial district, and two representa- tives for the tenth Worcester district to the General Court of Massachusetts; register of probate and insolvency, register of deeds, (Worcester district,) county treasurer, county commis- sioner for three years, county commissioner to fill vacancy; also upon said ballot the voters will give in their votes "Yes" or "No" in answer to the acceptance of Chapter 454, Acts of 1903, entitled "An act to provide for joint caucuses or prima- ries of all political and municipal parties", all on one ballot designating the office intended for each person voted for.


The polls may be closed at four o'clock in the afternoon on said day of meeting.


And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the public meet- ing houses and at the post-office in said town; also cause an attested copy to be published in the Milford Gazette, a news- paper printed in said town, two Sabbaths at least before the time set for said meeting.

Pursuant to the within warrant, I have notified the in- habitants of the town of Milford, herein described, to meet at the time and place, and for the purposes within mentioned, by posting up attested copies of this warrant at each of the pub- lic meeting houses, and at the post-office in said town, and I have likewise caused an attested copy of this warrant to be published in the Milford Gazette, a newspaper printed in said town, two Sabbaths before the time set for said meeting.

In pursuance of the foregoing warrant the inhabitants of the town of Milford qualified by law to vote in elections and in town affairs, met in Dewey Hall in said town on Tuesday, the third day of November, in the year of our Lord one thousand nine hundred and three, and were called to order by the town clerk, who then read the warrant and the officer's return thereon.


In accordance with the provisions of Chap. 11 of the Re- vised Laws, the sealed package said to contain 2700 ballots, specimen ballots, and cards of instructions, was delivered to Joseph F. Hickey, the presiding election officer. The seal was then publicly broken, the package opened, and the blocks of ballots delivered to the ballot-clerks and their receipts therefor given to the town clerk; five of each kind of cards of

instructions, and five specimen ballots were posted in the hall outside the rail.


The ballot-box required by law to be used in elections was then opened in public meeting and shown to be empty. The register of the box was then set at 0000 and the box locked, and the keys thereof delivered to Oliver D. Holmes, constable in attendance at said meeting.


S. C. Sumner and D. J. Sullivan acted as ballot-clerks, and during their absence S. Alden Eastman and M. G. Lynch, deputy ballot clerks, acted in their stead, each of them having been sworn to faithfully perform the duties of his office by the town clerk.

Buckley, Frank L. Kimball, Thos. F. Connors, W. G. Pond, E. J. Lar- kin, C. A. Carpenter, F. C. Morgan, and Thos. Joyce, appoint- ed tellers by the selectmen, were then sworn to faithfully per- form the duties of their office by the town clerk.


The polls were opened at 6.07 A. M. for the reception of ballots.
