The business of the meeting being accomplished, the re- turns were filled out and signed by the selectmen and counter- signed by the town clerk, then sealed in open meeting and delivered to the town clerk to be forwarded to the secretary of the Commonwealth.
The ballots cast and the list of voters used at the polls and by the ballot clerks were then sealed up and endorsed by the selectmen and all the election officers. The ballots were then delivered into the custody of the town clerk, and also the check lists, in conformity with law in such cases made and provided. The unused ballots remaining, all soiled and can- celed and certified by the ballot clerks to be such, were se- cured in an envelope, sealed and delivered to the town clerk, as provided by law.
At 7.10 p. M. it was voted: To dissolve the warrant.

ADJOURNED SPECIAL TOWN MEETING, NOVEMBER 11, 1901.
COMMONWEALTH OF MASSACHUSETTS.

Milford, Nov. 11, 1901.
In pursuance to a vote passed at the Town meeting held November 5, 1901, the inhabitants of the Town of Milford met in the Town Hall, and proceeded to act upon the various arti- cles in the warrant.'
The meeting was called to order by Lowell E. Fales, mod- erator.
The warrant was then read by the town clerk.
Article 3. Declared illegal by the moderator. Passed over.
Article 4. ' Voted: That the report of the selectmen on the laying out of Orrin street be accepted and allowed.
Voted: That the sum of one hundred and fifty dollars be appropriated for the laying out of Orrin street.
Article 5. Voted: That a committee of seven be appoint- ed by the moderator to investigate a system of sewerage and report at the next meeting.
The moderator appointed Geo. P. Cooke, A. A. Jenkins, J. F. Hickey, Dr. M. W. Knight, D. J. Crohan, J. Allen Rice and James F. Stratton as the committee.
Article 6. Voted: That the treasurer be and hereby is authorized to borrow four hundred dollars and give the nego- tiable notes of the Town therefor, payable on or before September 10, 1902, at interest not exceeding four per cent per annum, for the purpose of placing a fire-escape on the Town farm building. 44 voted in the affirmative and none in the negative.
Voted: That the matter of putting on the fire-escape be left in the hands of the overseers of the poor.
Article 7. Declared illegal by the moderator. Passed over.

TOWN WARRANT, DECEMBER 9, 1901.
COMMONWEALTH OF MASSACHUSETTS.
Worcester, ss.
To either constable of the Town of Milford in said county, Greeting:
In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said Town, qualified by law to vote in elections and in Town affairs, to meet at the Dewey Hall, Town Hall, in said Town, on Monday, the ninth day of December, A. D. 1901, punctual- ly at 7.30 o'clock in the evening, to act upon the following ar- ticles, namely :-
Article 1. To choose a moderator to preside at said meet- ing.
Article 2. To see if the Town will vote to appropriate the sum of $250 for damages for land taken from Hale, Heath et als., to widen Congress street.
Article 3. To see if the Town will vote to appropriate $250 to repair the roof of the Hook and Ladder House, or take any action in relation thereto.
Article 4. To see if the Town will vote to appropriate two thousand ($2000) dollars for use of the highway depart- ment, or take any action in relation to the same.
And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the public meet-

ing houses and at the post-office in said Town ; also cause an attested copy to be published in the Milford Daily News, a news- paper printed in said Town, two Sabbaths at least before the time set for said meeting.

SPECIAL TOWN MEETING, DECEMBER 9, 1901.

Milford, December 9, 1901.
In pursuance of the foregoing warrant, the inhabitants of the Town of Milford, qualified by law to vote in elections and in Town affairs, met in Dewey Hall, in said Town, on Mon- day, the ninth of December, A. D. 1901, at 7.30 o'clock in the evening, and were called to order by the town clerk, who then read the warrant and the officer's return thereon.
Article 1. The meeting made choice of Lowell E. Fales as moderator, the check list being used; 21 ballots cast, all of which were for Lowell E. Fales.
Article 2. Voted: To appropriate the sum of two hun- dred and fifty dollars for land damages on Congress street.
Article 3. Voted : That the sum of two hundred and fifty dollars be appropriated to repair the roof of the Hook and Ladder house, and that the selectmen have charge of the ex- penditure of the money.
Voted : To pass over the remainder of the article.
Article 4. Voted: That the sum of two thousand ($2000) dollars be appropriated for the use of the highway depart- ment.

BY-LAWS
RELATING TO JUNK DEALERS AND DEALERS IN SECOND-HAND ARTICLES.
COMMONWEALTH OF MASSACHUSETTS.
Worcester, ss.
To the Honorable the Justices of the Superior Court.
Respectfully represent the inhabitants of Milford in their corporate capacity that at a special meeting of said inhabi- tants held on Monday, July 8, 1901, the warrant of said meet- ing contained an article to see if the Town would adopt a by- law or by-laws to regulate the purchase, sale or barter of junk, old metals, and second-hand articles, as more fully ap- pears by a copy of said article in the certificate hereto an- marked "A."
Under said article it was voted by the Town to adopt the by-laws, a copy of which is hereto annexed, marked "B," and said inhabitants hereby petition that said by-laws as accepted, be approved by this Honorable Court.

Milford, August 24, 1901.
I hereby certify that an adjourned special meeting of the inhabitants of the Town was held on July 15, 1901, and that the warrant under which said meeting was called contained the following article :-
"A." "Article 7. To see if the Town will establish a by- law or by-laws to regulate the purchase, sale, or barter of junk, old metals and second-hand articles, in accordance with the provisions of Sections 28 to 31, inclusive, of Chapter 102 of the Public Statutes." Action was taken under this article as follows, viz .:- "B." "Voted :-
Sec. 1. That the selectmen may license suitable persons to be dealers in, and keepers of shops for the purchase, sale or barter of junk, old metals, or second hand articles, subject to

the provisions of Sections 124 to 127, inclusive, of Chapter 102 of the Public Statutes; and may revoke such license at pleas- ure.
Sec. 2. That every shop keeper shall keep a book in which shall be written, at the time of every purchase of any such article, a description thereof, the name, age and resi- dence of the person from whom, and the day and hour when, such purchase is made; that such book shall, at all times, be open to the inspection of the selectmen, constables, and police officers of the Town; that every keeper of such shop shall put, in some suitable and conspicuous place on his shop, a sign hav- ing his name and occupation legibly inscribed thereon in large letters; that such shop and all articles of merchandise therein may be, at all times, examined by the selectmen, constables and police officers of the Town; and that no keeper of such shop shall directly or indirectly, either purchase or receive, by the way of barter or exchange, any of the articles aforesaid of a minor or apprentice, knowing or having reason to believe him to be such; and that no article purchased or received shall be sold until a period of at least one week from the date of its purchase or receipt has elapsed.
Sec. 3. That whoever, not being so licensed, keeps such shop or is such dealer in such town, or being licensed keeps such shop or is such dealer in any other place or manner than that designated in his license, or, after notice to him that his license has been revoked, shall forfeit twenty dollars for each offense; and whoever violates any rule, regulation or restriction con- tained in his license shall forfeit a sum not exceeding Twenty Dollars for each offense.
Sec. 4. That these by-laws shall not take effect until they have been approved by the Superior Court and such ap- proval entered and recorded, as provided in Section 21 of Chapter 27 of the Public Statutes."
