Christmas Town Lighting for 1949

Gentlemen:
We respectfully submit our report of the expend- itures and results for the Christmas Town Lighting for 1949.
Special mention should be made of the outstanding job performed by the Mercantile Bureau Chairman, Mr. Edwin F. Lilley, Jr., and his committee.

The amount of $1,000.00 was appropriated at the March Town Meeting.
Your committee awarded the contract to the lowest bidder, the Rubenstein Electrical Supply Co., in the amount of $950.00. An additional expenditure of $15.00 was necessary for the removal and re-installation of one string of lights due to the erection of a 22 ft. sign by the new Gloria Chain Store.
We feel that this expenditure is warranted by the fact that Milford was one of the best lighted and decorat- ed towns in the State of Massachusetts.

Report of the Town Forest Committee
In our report of last year we dwelt on what had been accomplished with the $300.00 appropriated. It consisted of time and expense in definitely determining the land bounds of the Town Forest. With information thus ob-

tained and a similar appropriation of $300.00, we have this year spent the money in cleaning and clearing grown- up wood roads on the forest land. With this meager amount, we were able to clear and trim about two miles of these old paths or roads.
We strongly recommend the continuance of this work, adding a little each year, thereby making additional territory for picnic parties, and development for increased public use of this town-owned woodland.
Town Forests have long been recommended by public officials. Two of the most recent highly regarded officials being Ex-President Franklin D. Roosevelt, and our pres-, ent governor, Paul E. Dever.
Nature has given Milford a natural, beautiful lay-out for a town forest, and without any undue expense, by do- ing a little work each year, this land can be improved, so that in the near future we will all be pleased and sur- prised with what has been accomplished in the growth of our Town Forest, and the benefits it offers all our citizens.
In the work thus far done, we have relieved to a great extent the possibility of disastrous forest fires by opening roads to admit fire apparatus.
Then too we know of the present endeavors of sev- eral fraternal and social societies who are sponsoring troups of Boy Scouts. Our Town Forest offers such organ- izations the best possible opportunities for advancement of scout-work.
For these reasons and many others we recommend the continued advancement of the development of our Town Forest, and urge favorable action on the Article in the Town Warrant for the appropriation of $300.00 for general expenses of the Town Forest Committee.

Report of the Planning Board
To the Citizens of the Town of Milford :
The Board recommends that the necessary appropri- ation be made to carry and enforce construction regula- tions in regards to building construction in the Town of Milford.

The past year Robert W. Holbrook, Chairman of the Board, and very active in town recommendations resigned to re-enter the U. S. Army.
The present board again recommends the purchase of adequate radio equipment for use in Police, Fire, and Highway Departments vehicles.
Various discussions in regards to additional parking areas were held during the year.
The Planning Board for 1949 consisted of Robert W. Holbrook, Chairman, resigned; Sidney Solomon, Robert . A. Grillo, and Robert V. Shea.

Report of the Milford Housing Authority
Under Chapter 200 of the Acts of 1948 authority was given for the construction of rental housing by local housing authorities whose notes and bonds are guaran- teed by the Commonwealth and the receipt from the Commonwealth of an annual subsidy. Preference in ten- ancy is given to the low income veterans of World War II with a secondary preference to low income veterans of any other war. Occupancy is restricted exclusively to veterans.
In line with this legislation, the Town of Milford at a special Town meeting on June 24, 1948 voted "That the Town in cognizance of the acute shortage of housing establish and organize a Housing Authority in accordance with General Laws (Ter. Ed.) Chapter 121, and amend- ments thereto." (Chapter 200 of the Acts of 1948).
At a special meeting of the Board of Selectmen the next day, June 25, 1948, the following were appointed to the first Milford Housing Authority: Pasquale Tusoni, Fred W. Clarridge, William F. Broderick and James R. Crivello. On June 29, 1948, the Board of Selectmen ac- cepted the resignation of Fred W. Clarridge and unani- mously appointed James E. Birmingham to succeed him. On July 12, 1948, Laurence S. Jaques was appointed by the State Housing Board. On July 22, 1948 the Certifi- cate of Organization was received, the Milford Housing Authority proceeded to organize and appointed Laurence S. Jaques as its Chairman, J. Frank Cahill, Executive Director and Attorney William P. DiVitto, counsel for the Authority. At a later meeting Mrs. Mary F. Introini was appointed as Clerk and Special Investigator. At the March 1949 election, the following were elected to the Milford Housing Authority : James E. Birmingham, William F. Broderick, James R. Crivello and James E. Kellett. On December 6, 1949, Mr. Jaques resigned and the State

Housing Board on December 16, 1949 appointed William F. Fitzpatrick to succeed him.
On June 1, 1949 the project for Milford was approved and the contract for the construction of 45 units was awarded to the lowest bidder, The Wexler Construction Company of Brookline, Massachusetts, for the sum of $417,671.27. On June 8, 1949 commenced one of Milford's greatest construction development in its history with Wendell T. Phillips as Architect.
The first 22 units were occupied on December 19, 1949 and on December 31, 1949, 33 tenants were in occu- pancy. Charles T. Costigan was appointed Project Ad- ministrator on December 15, 1949.
Project 200-1A for the construction of 24 additional units was approved on October 26, 1949 and the lowest bidder, The Wexler Construction Company of Brookline, Massachusetts, was awarded the contract for the sum of $227,400.00. Work on this project was commenced on November 1, 1949. It is expected that the entire project of 69 units will be completed about June 1, 1950.
The Milford Housing Authority wishes to acknowl- edge the assistance and cooperation it has received from the Board of Selectmen and other officials of the Town of Milford, and to especially acknowledge the valuable services which were rendered by Laurence S. Jaques and Pasquale Tusoni while they served as members of the Authority.
