The scarcity of materials and excessive costs in con- nection therewith, resulting from the steel shortage, has made the installation of the New Air Whistle impractical if not prohibitive during 1949. It is expected that materials will be more readily available and the cost more within reason during the coming year. This work will be completed as soon as conditions and prices permit.

Report of the Dog Officer
To the Honorable Board of Selectmen :
The following is my report as Dog Officer for the Town of Milford for the fiscal year ending December 31, 1949.
During the year I have investigated and adjusted dog complaints from all parts of the town.
On July 1, 1949 there were turned over to me 80 unlicensed dogs. After interviewing and notifying the owners all license fees were paid.
During the year of 1949 there were 978 dog licenses issued and 4 kennel licenses issued in the Town of Milford.

Report of the Tree Warden and Gypsy Moth Superintendent
I hereby submit my annual report on the care, re- moval of trees and brush and the planting of new trees.
During the year I have removed twenty-six trees in various sections of the town, and during the week of April eleventh I bought and planted forty new trees.
Brush was removed from most of the back roads as far as the appropriation lasted.
On April eighteenth and nineteenth I sprayed for the Spring Tent Caterpillar. The week of May twenty- third I completed the first spraying program and as usual I had a barrier zone sprayed by airplane in the outlying districts. On July fifteenth and sixteenth I sprayed for Fall Webworm and Elmleaf Beetle as far as the appro- priation allowed.
I have been out scouting with the state crew several times this last summer and am happy to report that as yet we have not found any elm trees with the Dutch Elm disease. We have been very fortunate in this respect as trees with the Dutch Elm disease have been found in the nearby towns of Hopkinton, Holliston, Ashland and Fra- mingham.
At this time I wish to thank the various departments for their cooperation during the past year.

To the Honorable Board of Selectmen :
The following report on inspection of wiring for the past year is respectfully submitted.

Inspection has been very much increased with the number of new houses being built.
There has also been a great deal of remodeling of business establishments.
I have noticed, on my inspections, that bad wiring, especially in old houses, has been greatly improved.
According to a ruling in the Electrical Code, in- stallation of oil burners and stokers must be inspected. I urge that installers of burners comply with the law.

Report of the Board of Health
To the Honorable Board of Selectmen and the Citizens of the Town of Milford:
The Board of Health respectfully submits the follow- ing report for the year ending December 31, 1949.
ORGANIZATION AND APPOINTMENTS
The Board organized for the year on March 8, 1949, with Dr. Nicholas J. Capece again the Chairman and Frank Calzone and Harris Tredeau the other two mem- bers. The following appointments were made: Clerk.and Agent, Louis A. Marino ; Physician, Dr. John R. Cicchetti ; Dentist, Dr. John A. Cleary; Nurse, Alice Fitzpatrick; Plumbing Inspector, Charles J. Ferrante and John F. Power, additional Inspector; Burial Agent, Oscar Ayotte; Meat and Slaughtering Inspector, Jeremiah Macchi; Per- son to Receive and Report Contagious Diseases, Louis A. Marino.
Twenty-four regular meetings, three special meet- ings and several conferences were held during the year.

PORTABLE BABY INCUBATOR
A Portable Baby Incubator was procured for emer- gency transportation to a Hospital Center for the care of Premature Infants with equipment and routines ap- proved by the Massachusetts Department of Public Health.
TRAINING COURSE FOR FOODHANDLERS
The annual Foodhandlers' training course was con- ducted in March under the supervision of Theodore Shepardson, District Sanitary Officer of the Department of Public Health.
Lectures were given, motion pictures shown and demonstrations made in proper methods in sanitation and cleanliness. Practically every Eating and Drinking establishment was represented at these classes.
CLEAN-UP CAMPAIGN
The Board co-operated with the Highway Depart- ment in the Clean-Up program. A publicity campaign was conducted through the newspaper and posters were dis- tributed throughout the business area.
ANTI-RABIC CLINIC
An Anti-Rabic Clinic was conducted in July with Dr. Joseph Fabbricotti in charge.
105 dogs were inoculated for rabies. A tag denoting that the dog was inoculated was given to each owner and a receipt.
GARBAGE CONTRACT
The contract for the collection of garbage was awarded to the present collector for one year for $1800.
ADDITION TO PLUMBING REGULATIONS
The Board adopted an addition to the Drainage Sys- tem under Plumbing Rules and Regulations permitting the use of copper tubing.

DEATH OF DR. JOHN A. CLEARY
The Board of Health has sustained a loss through the untimely death of Dr. John A. Cleary on September 7, 1949, that leaves us with a feeling of sincere sorrow and deep appreciation for his splendid efforts in main- taining the high standards of our Dental Clinic.
During the three years as a school dentist he was a conscientious and faithful worker, efficient, capable and loyal public servant, loved and respected by all those with whom he came in contact in his professional and civic life.

PHYSICIAN'S REPORT
Certain grade of Parochial Schools were examined for signs of infections and contagious diseases, paying attention to teeth, throat, ears and nutritional deficien- cies, congenital or acquired anatonical abnormalities were also noted. When any of the above mentioned defects were found, the parents or guardianship were informed by note or telephone and advised to report condition to their family physician.

HEALTH NURSE'S REPORT
Total enrollment of St. Mary's and Sacred Heart Schools 1084.
Follow-up work was done on children that failed in the Massachusetts Vision Test.
The Red Cross Home Nursing Course, instructed by the Red Cross Nurse, Mrs. Allison Anderson, was completed by eleven of the St. Mary's High School students. Two credits were given for this course.
Crippled Children's clinic is held the third Friday of the month in Worcester Memorial Hospital. Any child who has any crippling defects may attend this clinic. A note from the family physician is necessary for attend- ance at the clinic.
Only a few appointments were given and taken care of at the Mental Health clinic at Wrentham, due to the shortage of help. However, the Travelling Clinic from Wrentham, after a long absence, is expected to visit Milford this year.
The Dental Clinic is held every week-day A. M. at the Board of Health rooms. Appointments to the clinic are given to the first four grades of all schools in the town. Emergency cases are also taken care of.

Report of Inspector of Animals
December 31, 1949
Honorable Board of Selectmen:
I hereby submit my report as Animal Inspector for the Town of Milford for 1949.
There were thirty cases of dog bites for 1949, all dogs involved were quarantined and observed as re- quired by law, no cases of Rabies occurred. I would like to inform all owners, breeders and handlers of dogs that it is required by law that a dog that has bitten anyone be immediately quarantined and observed for a period of fourteen days and that no one is allowed to destroy the animal during the quarantine.
The annual livestock and barn inspection for 1949 has been completed and 135 Cows, 40 Heifers, 4 Bulls, 12 Goats, 200 Swine, and 20 Horses were inspected and found to be free of any contagious or infectious diseases. The premises where the animals were stabled were in- spected and all found to be satisfactory.
In conclusion I wish to thank the Townspeople for their co-operation and good will.

Report of the Board of Sewer Commissioners 1949
To the Citizens of Milford:
We respectfully submit herewith our report on operation, maintenance and construction work of the sewerage facilities of the Town.
Collecting System
During the year 38 connections by particular sewers were made to the system, bringing the total of connected estate to 2144. Our system now contains 28.89 miles of sewers, which includes the following extensions con- structed this year:
Alteri Court 225 feet
West Maple Street 258 feet
The extension on West Maple Street serves the new housing development.
Bids were received on these extensions on May 3, 1949 from 13 sewer contractors, the work being awarded to the low bidder, Rosa and Todisco Construction Co., who successfully completed the work June 3, 1949.
Flushing of the sewers was accomplished to the extent of available appropriation.
Pumping Station
Work on installation of new screens and pumping equipment at the Charles Street Pumping Station started in 1948, was completed in March 1949.
Treatment Plant
A motor driven comminutor has been installed at the entrance screen chamber of the treatment works

and it is expected that this will result in much improved operation of the plant by its continuous action in cutting up screenings which have previously been the source of considerable trouble and nuisance in the Imhoff tanks and the main sewer. A small amount of other repair work was accomplished within the limited appropriation-but a considerable amount of deferred maintenance repairs remain to be accomplished as funds are made available.
While treatment plant operation has continued in a routine manner, there have arisen numerous complaints of odors from householders situated southerly from the plant. These complaints resulted in an investigation by the State Department of Health and a letter to the Board from the State Department of Health stating that offen- sive odors from the plant were such as to cause a nuisance and creat objectionable conditions in the neighborhood, and their request that action be taken to remedy the conditions.
The Board has retained the services of Haley and Ward, Engineers, to study the situation, and the results will be presented to the Town by the Board, at an early date.
