REPORT OF THE SUPERINTENDENT OF SCHOOLS


To the School Committee and the Citizens of the Town of Milford:


Herewith I submit respectfully the eighty-fifth Annual Report of the School Department and my seventeenth as Superintendent of Schools.


During the past year two reports were received dealing with the evaluation of part or all of the Milford School System. The first of these reports was from the New England Association of Colleges and Secondary Schools, and I am happy to report that Mr. Tosches, Principal of the Milford High School, has been informed that at the seventy-eighth annual meeting of the New England Association of Colleges and Secondary Schools, Milford High School was elected to continue membership in the association. The second report was received earlier in the year from the Center for Field Studies of the Harvard University Graduate School of Education. This report was based upon the comprehensive and exhaustive study of the entire Milford Public School System.


Both reports have been the subject of considerable study by administrative personnel, including the School Committee. The so-called Harvard Report, encompassing eighty-three pages, was widely distributed throughout the community, and copies were placed in all of our local school libraries and the Milford Public Library. The Milford Daily News covered the entire report on a serial basis, printing a portion of the report at a time until the entire report had been presented to the people of our community. Radio Station WMRC also gave liberal coverage of the report in several programs broadcast to the station's listeners.


I join with the members of the School Committee in extending sincere thanks to all those who assisted in publicizing and dis- seminating the report.


In both the evaluative report of Milford High School and the so-called Harvard Report numerous recommendations were made. These matters have been receiving, and will continue to receive the attention and consideration of the administrative personnel of the department.


I congratulate the members of the School Committee for the great amount of time they have devoted to the consideration of these recommendations during formal meetings of the committee, during sub-committee meetings and in private personal deliberations.


Some recommendations have already been adopted, some are under consideration, and some will be acted upon at a later date.

In the past, it has been the custom to separate matters dealing with Plant and Program in the Annual Report. However, in con- sideration of the two studies referred to previously, an objective analysis indicates that as we view the present, as well as the imme- diate and forseeable future, the matter of Plant and Program must be considered together. There is a definite logical and reasonable inter-relationship which suggests that these matters be considered in unison, rather than separately or independently.


On the broad basis, the Program ( offered to our pupils) is as good as it can be within the framework, capabilities and limitations of our physical plant.


In general, this basic fact is borne out and substantiated in both of the evaluative studies referred to earlier and it is docu- mented in detail by the so-called Harvard Study and Report.


It is true that there are other recommendations which, upon adoption, will improve and enhance our School System, but the fundamental recommendation involved a reorganization of our Plant facilities so as to improve our Program. The basic recom- mendation when adopted would involve:


1. A new high school building housing grades 9 through 12.


2. Conversion of the present high school building to a facility housing grades 6 through 8.


3. The present Stacy Jr. High School building housing pre-primary through grade 5.


4. Retention of the Plains School building for pre-primary, special and elementary grades.


5. Retention of the Oliver School building for elementary grades.


6. A possible abandonment of our small two and three-room outly- ing school buildings.


7. The retention of the beautiful new Memorial Elementary School building to serve pre-primary, special and elementary grades through grade 5.


In order to implement these recommendations, which are truly in the best interest of Milford in general and the children of tomor- row most specifically, I recommend respectfully and strongly that:


1. The School Committee and the administration of this depart- ment continue vigorously with present and past efforts to acquire land at the earliest possible date to be used for future school building construction.

2. Upon acquisition of a suitable parcel of land by the Town, we proceed to plan for the construction of a new high school building.


3. We proceed to plan the alterations to the present high school building in order to convert it for use to serve grades 6 through 8.


4. The administration and School Committee be alert to other new building needs and requirements which may arise with com- munity expansion and/or development.


Gifts


The Milford Area Association for Retarded Children has very generously presented to the three special classes of the Department the sum of $150.00, to be used to purchase additional equipment or classroom aids.


Personnel


I strongly recommend that the School Committee continue its effort to adjust our salary schedule so as to be reasonably competi- tive with our neighboring communities in order to attract and hold better teaching talent. The children of Milford most certainly are deserving of at least the better, if not the best of teaching talent available. We shall not place ourselves in a position where better qualified teachers might be tempted to leave our school system for neighboring communities because of our unwillingness to compete salary-wise.


I take this opportunity to publicly express my thanks and appreciation to the members of the School Committee for their cooperation and the great contribution they have been making to our School System in general. It has been a pleasure to work with the gentlemen of the School Committee; I am appreciative of their assistance and cooperation.


Again, the School Department was able to fill the needs of the teaching force by engaging well qualified teachers who give promise of meeting with success in their duties.


The School Committee is to be congratulated for their profound interest in bringing to our teaching force personnel of high caliber.
