Personnel Board Report
January 18, 1964
To the Honorable Board of Selectmen and the Citizens of Milford:
The Personnel Board is pleased to submit its report and wel- comes the opportunity of expressing its appreciation for the cour- tesies that have been shown them and of the co-operation that they have received from the Selectmen, other Town officials and Town employees.
The year 1963 marked the end of the three years' plan of providing regularly scheduled percentage increases to all Town employees.
This program, while it did not accomplish everything that the Personnel Board hopes to accomplish, it did at least provide salary increases that kept pace with the rise in the cost of living and what is more important it has placed the Board in a position where we can now recommend salary increases only where we feel that they are justified.
The Board is desirous of maintaining a wage scale that we feel the Town can afford to pay, a wage scale that is equal to the prevailing rate of pay in industry for similar work and a wage level that puts the Town in a position to be selective in choosing com- petent and qualified personnel as replacements are needed or as additional people are required.

For the past three years in our contacts with Town officials, employees and citizens we have stressed the fact that some inequi- ties were still present in the wage schedule of the Personnel Wage and Salary Administration Plan.
These inequities still exist because of the difficulty that we are experiencing in assessing the relative importance of Town de- partments and establishing a wage that will reflect this importance.
This year we have made some progress in correcting these con- ditions and we have also made an intensive study of fringe benefits, benefits that contribute so much to good employee relations. In this category we are recommending this year the adoption of more liberal vacation privileges and are making preparations for the introduction of a sick leave plan that will cover and specifically supervise the benefits that all employees may expect when away from work because of illness.
This work has been both complex and difficult and it is our opinion that in order to evaluate jobs more accurately and establish wages more efficiently, we must have available to us, more concise information than is now available.
As it is now we are dependent on the employees for this information.
Our Town employees in the course of a year's time supervise the receipt and expenditure of more than 2/2 million dollars and in our opinion consideration should be given to running the Town with the same type of supervision and controls that a business of this size would employ.
We earnestly suggest that serious thought should be given and sincere efforts made to provide tighter control over the Town Gov- ernment employee set-up.
To accomplish this end and in the interest of efficiency and economy we first recommend that a qualified outside agency be engaged to make a thorough study of the activities of every Town department to determine what the work load is and the number of people required to carry out the duties of each department.
We further recommend that serious consideration should be given to consolidating departments, where possible, and to the establishment of a central authority who would supervise the pur- chase of all supplies for all departments and this we feel would result in a substantial saving to the Town.
We further recommend that the townspeople give immediate consideration to the appointment of a Town Manager or Executive Selectman whose duty it would be to supervise the activities of all

departments and employees and who would supply the control that is needed in a Town of this size, if its affairs are to be conducted in an efficient and economical manner.
We believe that these recommendations merit your immediate consideration.
We feel that this is your Town and that its control should be in your hands as tax payers and voters.
Past experiences have taught us that it would be wise to give more than a passing thought to our particular and unique form of Town Meeting and that we should take more than a casual look at the pressures that are being applied by the State Legislature with respect to wages over which Towns should rightfully have the sole jurisdiction.
Home rule is important if Towns are to establish and maintain wage schedules that are consistent with the importance of the job, the capabilities of employees, and the ability of the Town to pay.
The Personnel Board is making a determined and conscientious effort to carry out its duties and we will certainly appreciate the co-operation and assistance of citizens who are in accord with our thinking.

Welfare Physician's Report

Gentlemen:
I respectfully wish to submit the following report on my activities as Town Physician for the period from January through December 1963.
During this past year, I have treated patients on General Wel- fare in the various rest homes in town, in their homes, and in my office.
Throughout the past year, I made an average of six calls weekly to the Milford Medical Home which during 1963 was filled to capacity. The Medical Home continues to fulfill an urgent need for the elderly of our community who require nursing home care.
In this connection, I am very pleased to report that through the co-operation of the entire staff and of visiting physicians the Medical Home has been operated with a maximum of efficiency. The patients have received the best possible care. I am deeply grateful to the nursing staff and the other personnel who have done their work with enthusiasm and devotion, which is attested to by the fact that the majority of the nurses now on duty have been part of the personnel for many years.
I wish to commend the Board of Public Welfare for the com- pletion of many worthwhile projects at the Milford Medical Home and Infirmary. Of primary importance is the elevator which is now being installed.
I wish also to express my appreciation for the pleasant rela- tions and co-operation extended to me by Mr. James Ahearn, Mr. Emilio Pighetti, and the members of the Welfare Board, and to the entire personnel of the Welfare Department.
