Board of Public Welfare Town Hall Milford, Massachusetts
Gentlemen:
I respectfully submit the following report:
During the year 1963, the Milford Public Medical Home has operated efficiently besides making numerous improvements to the already attractive building.
I also wish to announce that the construction of the New Addition and Elevator to the Milford Public Medical Home, so voted by the townspeople, is now nearing completion and will be operating the early part of 1964.
I would like to take this opportunity to thank my entire staff for their grand co-operation extended me throughout the year, and to extend my sincere appreciation to Mr. James L. Ahearn and his entire staff and the members of the Board of Public Welfare for their kind support through the year.

Town Counsel's Report
During the year Town Counsel Anthony N. Compagnone re- signed as the Town Counsel. I was appointed by the Board of Selectmen on November 4, 1963. On behalf of the people of Milford I congratulate Attorney Anthony N. Compagnone for his seven and a half years of wonderful service to the people of Mil- ford, the Town Departments and the Board of Selectmen.
In the few weeks of my term several claims for personal injuries were filed against the Town. I settled one case which was pending in the Third District Court in Milford. I successfully argued for the Town in the Worcester Superior Court a demurrer brought by the Counsel for Werber & Rose in case pending there. I also tried a case in which suit was brought by the City of Wor- cester against the Town of Milford for welfare assistance given residents who had settlement in the Town of Milford. We are awaiting the decision of the Court.
In addition I have had many conferences with the officials of the Town, the various Department heads; and I have given advice and rendered written opinions when they have been requested of me.

Annual Report of the Board of Selectmen
The Board of Selectmen organized on March 8th, 1963 and Anthony E. Allegrezza was elected Chairman of the Board. The year of 1963 saw the continuance of many fine services to our townspeople and the addition of others. We had the privilege of supporting programs of vital importance and benefit to our young as well as to those of our citizens in the higher age brackets. It was in complete unanimity that we wholeheartedly gave our support to the Blackstone Regional Vocational School, being aware of the dire need for educational aid to those of our area who would be otherwise neglected.
This Board also felt that any improvement in our municipal swimming pool facilities that could be reasonably obtained within our financial structure would be in the best interest of all of us.
Your Board is also pleased to note at this time that your Personnel Board is functioning in a manner that is compatible with the needs and wellbeing of all town personnel. It is our hope that their recommendation will be accepted at the annual Town Meetings.
We also would remind again the people of this community of the inadequacy of our present Zoning By-Laws. It is the hope that the advent of the Master Plan will at least be a step in the right direction toward the solution of these inadequate and outmoded laws.
Your Board was pleased to observe the completion of the initial portion of the construction of Congress Street and to initiate and accelerate the second phase of this project. We were pleased to set in motion the construction of Highland Street. In addition we were able to install new lighting on Pearl Street.
In keeping with our desire for continual and steady progress this Board was instrumental in attracting a new industry to the Town of Milford. We were pleased to announce that during our term the Benjamin Moore Paints, Inc., set up their new plant in the Milford Industrial Park. This new industry will offer more employment for the Town of Milford and help strengthen our economy.
Financially in 1963 we were able to keep our tax rate stable and in fact lower it by $1.00, and this in the face of legislative action which would dictate expenses not otherwise approved by town meeting.
