Gentlemen:


I hereby submit my report as Animal Inspector for the Town of Milford for the year ending December 31, 1963.

There were 26 cases of dogs investigated and quarantined for having bitten people, however no sign of Rabies was reported in any of the cases.


As required for the Commonwealth of Massachusetts, and in accordance with Section 19, Chapter 129 of General Laws, all barns and livestock in the town were inspected and found to be satis- factory.


In conclusion I wish to thank the Board of Health and the citi- zens of Milford for their cooperation during 1963.

The Honorable Board of Selectmen Town Hall Milford, Massachusetts


Gentlemen:


It is my pleasure to submit the following report of arrests and other duties performed by the Milford Police Department during 1963.


Sgt. John J. McGrath, Director of the Auxiliary Police, has continued the fine progress with this unit for the year 1963. They are a most essential unit in an emergency, for without their assist- ance the Department would be sorely taxed.


Facilities in the Department are so small that we are unable to carry out our duties in a modern manner. The law states that we should have adequate and private facilities for Juveniles; that we do not possess and do not have the room to provide. We have no room for lockers, inspection, roll call, nor the storage of records that are so important to every citizen of our town. Particularly do we lack facilities for complete and private interrogation of suspects.


The Town voted to proceed with plans for a Police Station. The Police Station Building Committee has proceeded and plans have been secured with the aid of the Federal Government and the Committee will have articles in the Town Warrant to proceed with construction. I sincerely hope that they will meet the approval of the Town Meeting.


Also I recommend that the pay scales be raised to compare more favorably with those in other Cities and Towns.


I recommend that the necessary steps be taken to increase the width of West Street from Congress Street to Union Street and also the Cape road from West Street to Green Street.


Traffic has increased greatly on both streets because of the Funeral Home on West Street and also the increased business activity on the Cape road.


Your Department has continued the policy of sending men to the various Police Schools with Officers Volpe and doCurral gradu- ating from the State Police Academy at Framingham and with Officer DiAntonio completing a two week Special Course in inter- rogation given by the F.B.I. and Officer Small completing a firearms

Instructors Course, also given by the F.B.I., to further their knowledge of Police Science and increase the efficiency of your Police Department.


It pleases me to report that during the year 1963 there was not a fatal accident in our Town. I sincerely hope that with your help, both motorist and pedestrians, that we will continue this fine record during 1964.
