It was moved and seconded that the Town transfer the sum of $11,200.00 from the construction of Band Shell Account and that said sum be used to purchase an outdoor Mobile Stage Band Shell, fully equipped and that said money be expended under the super- vision of the Board of Selectmen.


A motion was made and seconded to "pass over the article." A voice vote was doubted by Moderator Curran. A standing vote showed 58 voting in favor of "passing over the article" and 54

voting as opposed, therefore, the motion to "pass over the article" carried.


Unanimous consent asked to take up Article 8 before Article 7.


Article 8. To see if the Town will vote to appropriate a sum of money for the purpose of construction and originally equipping and furnishing a new library building on land owned by the town, located at Walnut Street, and determine whether the money shall be provided for by taxation, by transfer from available funds in the treasury, and by borrowing under authority of Chapter 44 of the General Laws; said appropriation to be used in conjunction with any funds granted to the town under the provisions of the Public Works Acceleration Act, or take any action relative thereto.


It was moved and seconded that the sum of $130,000.00 be hereby appropriated for the purpose of constructing and originally equipping and furnishing a new library building on land owned by the town located at Walnut Street, old Park School, and that to meet said appropriation the sum of $10,000.00 be transferred from free cash in the Excess and Deficiency Account and that the treas- urer, with the approval of the Selectmen, be and hereby is author- ized to borrow the sum of $120,000.00 under the provisions of Section 7 of Chapter 44 of the General Laws and to issue bonds or notes of the town therefor payable in accordance with said Chapter 44 so that the whole loan shall be paid in not more than twenty years from the date of issue of the first bond or note; said appro- priation to be supplemented by any funds received from the Federal Government towards the cost of construction of the project.


The following report of the Library Building Committee was read by Joseph DiAntonio, Chairman of the Committee:


"On January 17, 1963, this Committee was appointed to inves- tigate and recommend the best possible means of obtaining proper library facilities for the Town of Milford.


It must be understood that it was not the function of this Committee to determine whether a need existed for better facilities, since this was already established by a previous committee, with the approval of the Board of Library Trustees, and the Town Meeting.


To this end, the better part of seven months has been devoted to an intensive study of the problem and alternate solutions.


After formally organizing on January 29, 1963, our committee met with Librarian Henry Pyne and members of the previous Library Building Committee, who availed us of facts and informa- tion which they had compiled from their study.

Having thus acquainted ourselves, in a general manner, with background data, the Committee then proceeded to make a thor- ough first-hand inspection and study of Memorial Hall to appraise the feasibility of expanded Library facilities within the present structure.


With this possibility in mind, and at the request of this Com- mittee, an inspection of Memorial Hall was made by Mr. R. J. McCarthy, State Building Inspector for the Department of Public Safety, on February 19, 1963.


Immediately following this inspection, a meeting was held with the Board of Library Trustees in order to acquaint ourselves with the considerations and opinions of said Board, relative to increased Library facilities.


The Library Building Committee then met with Mr. Donald Phillips of the Wendell T. Phillips Associates, Architects, who acquainted us through his professional knowledge, of the alternate measures available, and at our request, drew up a set of plans and an estimate of costs for alterations to the present Memorial Hall. Architect Phillips did this without charge, as a service to the Town of Milford.


As a result of Mr. Phillips' estimate of costs for alterations to Memorial Hall, and his report concerning the drawbacks of such a program, the Building Committee decided that this plan was neither practical nor far-sighted, but rather, at best, a stop-gap measure to be proposed only as a last resort.


The Committee then enlisted the aid and counsel of Depart- ment of Education Division of Library Extension. Our Committee requested and were furnished with a report by a library specialist and a guideline representing the estimated minimum space needs of the Milford Public Library. This guideline for determining minimum space requirements was specifically drawn for Milford, according to nationally accepted standards, wherein library build- ings are planned for a minimum of twenty (20) years expansion of service and community growth, and for enlargement, if and when deemed necessary.


As a result of the definitive information made available by the Division of Library Extension, the Library Building Committee concluded that the only practical and reasonably permanent solu- tion to the problem would be a completely new Library facility.


Having established this premise, the Committee then pro- ceeded to investigate possible library sites.


The Spruce Street site was found to be too small to merit con- sideration. Several sites within close proximity to Memorial Hall

were investigated, but the cost of purchasing and razing these ideal locations was deemed prohibitive and the Committee was reluctant to propose the taking of taxable property.


Areas close to the present High School and Town Park were also investigated, but the Committee felt that any further encroach- ments on the Town Park would be undesirable.


After all investigations proved negative, the Committee inves- tigated the Park'School site on Walnut Street. This site was found to be acceptable for the construction of a Library which would meet all of the requirements set forth by the Division of Library Exten- sion. Since it is an abandoned school site, the land could be taken by a vote of Town Meeting, without any cost to taxpayers, save the cost of razing the old Park School. In addition, it is the only avail- able site which could be taken without the loss of tax revenue to the Town of Milford.


The Library Building Committee was fortunate in obtaining a grant of Seventy-two thousand ($72,000.00) dollars from the Fed- eral Government towards the construction of a new public library. Our Committee is of the opinion that the construction of a new public library would give the Town of Milford the opportunity to tremendously improve its Library facilities with a substantial por- tion of the cost to be contributed by the Federal Government.


Our Committee is also of the opinion that a new modern Library on this site will be not only aesthetically satisfactory, but will be ideally situated to serve the needs of the many pupils who attend public schools in the immediate area, as well as pupils who attend St. Mary's Central High School.


This Committee firmly believes that for the amount of motorists who would use this facility, there is ample and unrestricted parking on the northerly side of Walnut Street, and the adjoining streets.


The building of a new Library on this site would also make possible, for the first time, the training of pupils in the correct use of modern Library facilities.


As a result of consultations with Mr. Donald Phillips, this Committee is of the opinion that the new Library would not require any additional personnel, to be properly administered, but would make possible, without seriously affecting the tax structure, facili- ties never before available to the Town of Milford.


The net effect on the tax rate would be fifty cents ($.50).


To date, the preliminary plans drawn for the new facility, have been done at no cost to the Town of Milford.

Due to a lack of funds, this Committee could not proceed beyond preliminary plans without authorization from the Town Meeting.


These plans are preliminary only with respect to interior arrangements which can be altered to suit the requirements of the Library Trustees and the Librarian, without affecting the overall estimated cost.


In seeking a federal grant under the Public Works Acceleration Act, our Committee was informed that in order to receive any con- sideration under this act, a set of preliminary plans had to be sub- mitted without delay. Mr. Phillips graciously consented to draw these plans which were instrumental in obtaining the grant of seventy-two thousand ($72,000.00) dollars.


This Act of the Accelerated Public Works Program makes possible projects, which meet an essential public need, which would not have been undertaken without the Federal Grant.


In order to take advantage of this grant, it is necessary for the Town Meeting to act favorably on the proposal so that construction could begin within the prescribed time limits of the Act.


After carefully examining the preliminary plans, it was appar- ent to this Committee that in terms of linear feet of shelving, amount of floor space, reader space, staff work space, estimated additional space needed, storage space, total floor space and overall facilities, that these plans equalled or exceeded the Guidelines for Determining Space Requirements recommended by the Massa- chusetts Division of Library Extension.


Since the Master Plan has not been formulated and since there is no prospect of it being submitted within the immediate foresee- able future, it is doubtful that the Master Plan itself would make any detailed recommendations as to location and type of structure needed.


Therefore, at a special Town Meeting to be held on August 28, 1963, this Committee will recommend the construction of a new Library facility on town owned land on Walnut Street, on the site of which the Park School now stands.


We earnestly solicit the support of the people of Milford in this worthwhile project which will give the townspeople a modern Library facility of which they may be proud.


The Library Building Committee would like to take this oppor- tunity to officially express their gratitude and appreciation to Mr. Donald Phillips, who gave of his time and professional service unsparingly, and at no cost to the Town of Milford.
