WARRANT.


COMMONWEALTH OF MASSACHUSETTS.


MIDDLESEX, SS.


To LORENZO E. BROOKS, Constable of the Town of Lincoln, in said County, Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Lincoln, duly qualified to vote in town affairs, to meet at the Town Hall, on Monday, March 1st, next, at One o'clock, P. M., to act on the following articles, viz :


Art. 1. To choose a Moderator, to preside at said meet- ing.


Art. 2. To act on the Reports of the Town Officers and the Committee chosen to examine the Treasurer's accounts, and to choose an Examining Committee for the ensuing year.


Art. 3. To choose all necessary Town Officers, includ- ing two members of School Committee, one for two and one for three years, also a member of the Sinking and Trust Fund Commissioners for three years.


Art. 4. To act on the revision of the Jury Box.


Art. 5. To make provision for the support of the Poor, from and after the first day of April next.


Art. 6. To hear and act upon the Report of any Com- mittee chosen by the Town that may be ready to report.

Art. 7. To determine the manner of repairing the High- ways and Bridges of the Town the ensuing year.


Art. 8. To make such grants and appropriations of money as the Town shall judge necessary for the Support of Schools, for the Support of the Poor, for the Repairs of Highways and Bridges, for Burial Grounds, for the Public Library, for the Payment of the Town Debt and the interest thereon, and for other necessary and contingent expenses and charges.


Art. 9. To determine the manner of collecting Taxes the ensuing year.


Art. 10. To see if the Town will procure a suitable Book-case, in which to store its many books which have accumulated in the Town Clerk's office.


Art. 11. To see if Town will have the bell rung the ensuing year.


Art. 12. To give in their votes by ballot, in answer to the question, "Shall licenses be granted for the sale of intoxicating liquors in this town?" The check list shall be used as provided by Section 5, chapter 100, of the Public Statutes.


Art. 13. To see if the Town will purchase a new hearse.


ART. 14. To see if the Town will cause Sandy Pond water to be introduced into the Centre School building.


ART. 15. To see if the Town will purchase suitable hose to connect with the hydrants, to be used in case of fire along the line of water pipes.


ART. 16. To see if the Town will authorize their Treas- urer, under the direction of the Selectmen, to borrow money in anticipation of taxes, if necessary.


ART. 17. To see what action the Town will take in regard to discontinuing old and locating new gravel pits, in the northern part of the town.


ART. 18. To see if the Town will reimburse William F. Wheeler and Charles S. Wheeler for expenses incurred for

the hearing before the County Commissioners, in July last.


And you are directed to serve this Warrant by posting a copy thereof at each of the Post Offices, and the meeting- house of the First Parish, eight days, at least, before the time of meeting, and making seasonable return hereof, with your doings thereon, to the Town Clerk. Hereof fail not.

REPORT OF THE SELECTMEN, ASSESSORS, AND OVERSEERS OF THE POOR, FOR THE TOWN OF LINCOLN.


1885-6.


As was made evident at the close of Town meeting, last March, our Town Treasurer is unable to report cash on hand in such un- stinted measure as has been his privilege in many former years. While it may be unwise to have too much idle money in the treas- ury, in our opinion it is equally unwise to leave it bare.


No man can do business in the most enjoyable and economical manner, unless he has ready cash to meet his just demands at sight, and we hold that the same is true with a town. A town should so regulate its appropriations and expenditures as to keep its rate of taxation about the same each year.


The matter of the furniture and fixtures formerly used in the Town library, which was referred to the Selectmen, was amicably settled.


The person chosen last year as a member of the School Commit- tee, having declined to serve, the vacancy was filled by the ap- pointment of Charles S. Smith, for one year. It will be necessary at the next Town meeting to chose two persons to serve on the School Committee-one for two and one for three years.


Near the commencement of the current year, your Assessors examined the valuation of real estate in the town, and made sev- eral changes, which appeared apparent.


In the Department of Poor, as was mentioned in our last year's report, we have one addition, that of Mrs. Mary A. Souza, who is insane, and in the Taunton hospital. Owing to circum- stances which were apparent, April 1, 1885, your Overseers were obliged to pay $900 for the support of the Poor for the current

year, being an increase of $150 over the contract price of the pre- vious year. The support of a child a portion of the year, together with several other expenses, troubles and tramps, convinces us that our ever-faithful contractor is making very little if any money under the present contract.


Hereto annexed you will find a detailed account of the receipts and expenditures of the Town of Lincoln, for the year ending Jan. 31, 1886.

The washing rains of the summer of 1885 left the roads so bad that extraordinary outlays of money were necessary to put them in fair condition, and having used up our money in this way we were obliged to neglect some much needed repairs ; but the roads at the commencement of the winter were in very fair condition.


The repair of the Weston road was carried on at an expense of $1,410.35, which puts the road from Kidder Brothers to the lane leading to F. A. Wheeler's house, in good condition. From this

last point to the Weston line there should be some repairs, which can be made from the ordinary appropriation.


Guide boards and posts have been provided, as will be more fully explained in our report upon guide boards.


The new road near the library is so far completed as to be safe for travel, and we hope a very little work on it when the spring opens will make it satisfactory.


We recommend the appropriation of the sum of $3,000 for the repairs of the highways and bridges for the ensuing year.

REPORT OF THE TRUSTEES OF THE PUBLIC LIBRARY.


LINCOLN, Feb. 10, 1886.


The Trustees of the Public Library submit their annual report. We are indebted to the book committee for valuable assistance in the selection of a considerable number of books, which the liberal grant of the town has enabled us to purchase. We are also in- debted to Senator Hoar and others, for Congressional and other documents. We would earnestly recommend the citizens of the town, if they have any books or papers, either printed or manu- script, relating to the history of the town, to deposit them in the library, where they will be labelled or catalogued, and be at any time accessible to the owners.


The social intercourse allowed on Saturday evenings is fully ap- preciated by young and old ; and it would add very much to the gratification of those in attendance, if the giver of the library could be present with them.
