WARRANT.
COMMONWEALTH OF MASSACHUSETTS.
MIDDLESEX, SS.
To either of the Constables of the Town of Lincoln, in said County, GREETING.
In the name of the Commonwealth of Massachu- setts, you are hereby required to notify and warn the inhabitants of the Town of Lincoln, duly qualified to vote in town affairs, to assemble at the Town Hall, on Monday, March fifth, next, at one o'clock, P. M., to act on the following articles, viz. :
ART. 1. To choose a Moderator to preside at said Meeting.
ART. 2. To act on the Reports of the Town Offi- cers and the Committee chosen to examine the Treas- urer's Accounts, and to choose an Examining Committee for the ensuing year.
ART. 3. To choose all necessary Town Officers, Committees and Commissioners.
ART. 4. To consider the Jury List prepared by the Selectmen for revision and acceptance by the Town.
ART. 5. To make provision for the support of the Poor, from and after the first day of April, next.
ART. 6. To hear reports of Committees and Com- missioners whose duty or privilege it is to report at this meeting, and act thereon.
ART. 7. To determine the manner of repairing the Highways and Bridges of the Town, the ensuing year.

ART. 8. To appropriate money for all necessary purposes, including the Sinking Fund, or enact anything in relation to the same.
ART. 9. To determine the manner of collecting taxes, also the compensation of the Collector, for the ensuing year ; and to see whether the Town will authorize the Collector to use all means of collecting taxes which a Town Treasurer, when appointed Col- lector, may use.
ART. 10. To give in their votes by ballot, in answer to the question, "Shall licenses be granted for the sale of intoxicating liquors in this town ?" The check list shall be used, as provided by Sec. 5, Chap. 100, of the Public Statutes.
ART. 11. To see if the Town will purchase a new hearse, or pay the expense of one from out of town, when needed by an inhabitant of Lincoln, or enact any- thing in relation to the same.
ART. 12. To see if the Town will amend the School By-Laws.
And you are directed to serve this Warrant by post- ing an attested copy thereof at each of the Post Offices and the Meeting House of the First Parish, eight days, at least, before the time of meeting, and making seasonable return hereof, with your doings thercon, to the Town Clerk. Hereof fail not.

REPORT OF THE SELECTMEN, ASSESSORS, AND OVERSEERS OF THE POOR, FOR THE TOWN OF LINCOLN. 1887-8.
To the Inhabitants of Lincoln :
The Selectmen, in accordance with a vote of the town, making February 1st the end and beginning of its fiscal year, make a brief report, together with a statement of the receipts and expenditures of the town, for the year just closed. Nothing of importance - save a suicide by drown- ing and an occasional house-break - has occurred during the year to mar the tranquillity of this, in other respects, the most quiet and peaceful of towns,- entertaining all due respect for what may have been published in the Record in favor of other towns as being the most desirable place to live in,- in our opinion Lincoln, by merit, is entitled to the prize. The Town House and High School building have been newly insured for three years in companies where fifty per cent. of the premium will be returnable. At the request of a petition, signed by many of our inhabitants, we caused a door to be cut through between the two lower rooms in the town house, which make the rooms much more conve- nient for the purposes for which they are used. The expenditures of the town have been less by more than one thousand dollars than they were one year ago.
As Assessors : We report an increase of personal property taxed in excess of the previous year of $84,637, and of real estate in increase of $10,050, and were it not for enlarged State and County taxes we could have reported a greater reduction in our rate of taxation. Although it is a pleasure to us to report low taxes, it is our judgment, that while we have people in our midst who are both able and willing to help us pay our town debt, it is for our interest to permit them to do so.

As Overseers of the Poor : We report that no bills have been presented to the town since April 1st, for the support of Marianna A. Souza, and we infer that she has been cared for by friends. Mr. Daniel H. Sherman cares for George Tower and John McGrath, and for the tramps from April 1st, 1887, to April 1st, 1888, for four hundred dollars. The town pays the bills for Patrick Kenna and Sarah C. Hartwell at the hospitals direct,- unless some new ward is presented before April 1st next - a saving of nearly two hundred dollars will accrue to the town in this department. A list of the receipts and expenditures of the town, for the past year, follows :

ROAD COMMISSIONERS' REPORT.
The Road Commissioners report that the expenses on account of Highways and Bridges for the year ending February 1, 1888, have been $2,402.21.
With this sum the roads and bridges have been kept in about the same condition as they were a year ago ; not much improved as they should be from year to year, until they are better than they now are. We are sure the tax-payers generally appreciate good roads and a clear roadway, from the fact that residents upon such parts of the roads as have not been worked upon for a few years past are very anxious to have work done on the roads over which they travel most, and to have the bushes and limbs of trees cut away so that they can get along in a wet day without getting drenched. An appropriation of the same sum as last year might keep the roads along, but not in as good order as they should be. Lee's Bridge will need considerable repairs within a year or two, and it will be better to take a year to get suitable timber ready in advance, than to wait until immediate repairs are required and then get it as best you can.
There are several culverts in the town needing repairs that might not be very expensive if the stones in them were large enough, and there were enough of them ; but they are too short for good work, and the culverts are too short and too narrow. In order to put these culverts in good repair, better covering stones and more of them will be needed. Your commissioners think it would be well to secure a quantity of stone sufficient to supply immediate needs, and also have some left for future use.
The North County road, and its needs, and how to supply them, continues to be a serious question. It will certainly require a large outlay to keep it up. Suitable material is very scarce there. When found it must be carted a long distance, and this is very expensive. If the stones in that part of the town could be util- ized for roads, there would be no lack of material. Would it not pay to have a Stone Crusher?
Taking all these matters into consideration, your Commissioners recommend the appropriation of three thousand dollars for the

repair of Highways and Bridges for the current year, in addition to any surplus that may be left over from last year's appropria- tion, which may be needed to break snow roads before this report is acted upon. A liberal appropriation of money will be needed to put in good repair the road from the South School-house by way of Baker's Bridge to Concord line.

TOWN CLERK'S REPORT.
The following pages show the summary of the registration of Births, Deaths and Marriages for the year 1887. I think it proper here to call the attention of the citizens to the requirements of the Public Statutes in regard to returns of Births. If the returns were made to the clerk as required by statute, much delay would be saved in making returns to the Secretary of the Commonwealth and in making the annual report.

CHAP. 32, SECTION 2. " Parents shall give notice to the clerk of their city or town of the births and deaths of their children : every house-holder shall give like notice of every birth and death happening in his house. Whoever neglects to give such notice for the space of six months after a birth or death, shall forfeit a sum not exceeding five dollars."

REPORT OF THE WATER COMMISSIONERS.
The following is a copy of the vote of the town, whereby the Water Commissioners were authorized to take charge of the water works :
Voted, "That the Water Commissioners be authorized to run or operate the water works, from and after the first day of July, 1887 : and that they be directed to establish, and collect, annually in advance, such rates for water as will in their judgment be sufficient to pay all the expenses of operating, and keeping in repair, said works for the ensuing year : and the further sum of one hundred dollars to be applied to the payment of such unfore- seen expenses as may arise during the year : and if any part, or the whole of said one hundred dollars, shall not be needed for the payment of such expenses in any year, such part or the whole of said one hundred dollars shall be reserved for a fund for the extension or the improvement of said works."
