In compliance with the vote of the town: The Com- missioners took charge of the water works July 1st, 1887.
As far as we can judge from appearances, and experience, the works are in as good condition as when constructed, excepting the wear and tear. It may be safe to say that they are stronger, for many of the weak places have been strengthened. As the leaks and defects in the main pipe appear less each succeeding year, it goes to prove the truth of the statement of the contractor of the works, that the defects in the pipe would be greater during the first few years after completion than later.
It is nearly two years since there has been any repairs needed on the main pipe.
The Commissioners have established rates that are satis- factory to the water takers. The rates were all collected in advance.
28
Every year we appreciate more and more the benefits derived from pure water, and plenty of it.
The following are the receipts and expenditures from July 1st, 1887, to January 1st, 1888.

REPORT OF THE TRUSTEES OF THE PUBLIC LIBRARY.
LINCOLN, February 4th, 1888.
The Trustees present herewith the Statistical Report, compiled by the Assistant Librarian, as a record of the work accomplished by the Library during the year.
Miss Hulda A. Howes has been elected to the position of Librarian, made vacant by the death of Miss Maria L. Pierce. As a token of its regard for Miss Pierce, and of apprecia- tion of her valuable service to the Library and the Town for many years, this Board voted to enter the following minutes upon its records :
"The Board of Trustees of Lincoln Library desires to record an expression of its appreciation of the great loss which the Town has sustained in the death of its Librarian ; of her intelligent and devoted service to the Library from its foundation until her death, of which devotion the unex- celled card-catalogue is a lasting memorial. Especially would it recall her services in the days when the first gift of books was received by the Town - when she, with the other ladies, gave their time and thought without stint, and without other reward than the consciousness of its great value to the present and future inhabitants of the Town.
The Board is confident that it but voices the feeling of the entire community in paying tribute to the memory of Maria L. Pierce."

HIGH SCHOOL.
This school, at the beginning of the year, not hav- ing received from the lower schools the thoroughly drilled recruits it was rightly entitled to, had become
42
so far reduced in numbers as to give the teacher insuf- ficient occupation. It was therefore deemed expedient to transfer some of the better qualified pupils from the lower to the High School. At the close of the winter term a class of thirteen pupils was sent up to be examined for admission by Mr. Butler. Twelve were accepted, six from the Centre, two from the South, and four from the East Schools.
This class had not fully completed the studies of the lower schools, but the small number in the High School was an urgent argument for the step, the teacher being charged to leave no hiatus in their studies between the two grades unfilled, but to continue them in the unfinished work of the lower schools until that was done.
Of this class, one from the South School left about the middle of the autumn term; the balance have averaged sixty-six days attendance in seventy-two, for the last term, and are making commendable progress in their studies.
At the close of the spring term, Mr. Butler having indicated his purpose to leave our service as teacher, and it becoming known, we were favored by a numer- ous class of undoubtedly well-qualified candidates for the position, from, which we selected our present teacher, Mr. J. C. Knowlton, whose service, thus far, assures us that we have not erred in our choice. The study of Physiology has been pursued with marked interest and, as we believe, with great profit as a stim- ulus to mental activity and inquiry.
The generally prevailing ignorance regarding natural laws and things with which we have daily contact is inexcusable and can only be corrected by instruction
43
in the common school. With that purpose we have introduced a primary work upon the sciences, the department of Physics, or Natural Philosophy, having received attention through the last term.
For want of knowledge of common things, millions are unwisely expended every year, and the ignorant are ever subject to the imposition of knavery.
