We would again mention, what has already been reported to the town, the generous and valuable gift of Mr. Ogden Codman, to the town of Lincoln, of one-half acre of land, as an enlarge- ment of the lot purchased of him, by said town, for school pur- poses.

As Assessors, we report a large decrease in personal property taxed ; also a large increase in tax levied, and as most of us have found out, a rate of taxation nearly double that of the preceeding year.


As Overseers of the Poor, our calls have been numerous, our duties almost constant, our wards at Mr. D. H. Sherman's are both getting old, and Mr. Tower, in particular, is getting trouble- some. We were obliged to increase our contract price to induce Mr. Sherman to care for them and the tramps for the year. The insane at Worcester remain the same as at time of our last report. Charles Tyler was sent to the reform school at Lowell by the school committee the first of February, 1889, since which time he has been, and still is an expense to the town. In May last we were notified that Mr. Henry Flagg was in needy circumstances, and were asked to support him, which we did until his death and burial, at considerable expense, as you will see by detailed report of expenses.


The following pages contain the receipts and expenditures of the town for the past year.


Since writing the above we have learned of the death of George Tower, who for many years has been cared for by the town.

ROAD COMMISSIONERS' REPORT.


The roads and bridges of the town have been maintained at an expense of $3,722.89, as will more fully appear by the following detail of expenditures. The roads have been scraped with the road machines, and the small stones removed from the travelled way and deposited where they will be useful in future repairs.


The road from the centre of the town to the railroad station needs to be thoroughly repaired Late in the fall and in the early part of the winter Mr. Wm. L. G. Peirce rebuilt his wall on the easterly side of the road opposite Mrs. Hodges' place, and as it seemed a good opportunity to widen the road there, and straighten it near the old dam we took the responsibility of agreeing with Mr. Peirce to set the wall back and that the town will pay him for his extra labor ; and complete the wall and roadway where it was straightened. If there had been sufficient time to have this alteration made in conformity with the Public Statutes we should have brought the subject before the town for action, but as delay was impracticable, we thought it best to secure what benefit we could at the expense of a little irregularity.


The South County Road needs a great deal of labor. And it is almost certain that Lee's Bridge will have to be rebuilt the coming season. The Bedford Road was repaired last season, and now the citizens of the town of Concord residing on the Virginia Road are asking that this town repair so much of said road as belongs to us to take care of. This should be done as soon as possible. All repairs made upon the roads in the north part of the town are very expensive on account of the difficulty of getting suitable material.


The Guide Boards are generally in good condition.


The Commissioners think it will require not less than $5000 to keep the roads and bridges in repair the coming year, and respect- fully recommend the appropriation of that sum.

REPORT OF WATER COMMISSIONERS.


LINCOLN, Feb. 1, 1890.


The Water Board respectfully submit the following report upon the condition of the works for the year 1889. The continuous use of the pumps and boiler for so long a time without repairs, necessi- tated an extensive outlay. We commenced with giving the pumps a complete overhauling and placing them in good working order. We purchased of Kendall & Sons, Cambridgeport, a larger boiler with modern improvements and erected a new chimney 45 feet high. The benefits already noticeable justify the Board in making the change, and we are satisfied that the yearly expenses will be very materially reduced. There has been an increase of a few faucets. One leak occurred in the main pipe, which has been repaired. The following is a statement of the receipts and expenditures from July 1, 1888, to Jan. 1, 1890 :
