ART. 9. To grant and appropriate money for all necessary purposes, and for the Sinking Fund.


ART. 10. To see if the Town will have the bell rung the ensuing year.

To see if the Town will cause a road and highway to be laid out and constructed, beginning at or near the house of Matthew Dougherty, and running in a westerly direction and connecting with the road leading from near the house lately occupied by Mr. Withington, to Silver Hill Depot, in Weston.


ART. 16. To take any action the Town shall think best in relation to the Lincoln Water Works.


And you are directed to serve this Warrant by post- ing a copy thereof at each of the Post offices and the

Meeting House of the First Parish, eight days, at least, before the time of meeting, and making seasonable return hereof, with your doings thereon, to the Town Clerk. Hereof fail not.

REPORT OF THE SELECTMEN, ASSESSORS AND OVERSEERS OF THE POOR FOR THE TOWN OF LINCOLN.


1886-7.


To the Inhabitants of Lincoln :


Another year has passed since our last annual report to the Town. It has been one in which general prosperity and harmony have been conspicuous. No great calamity has befallen us as a community, and, we trust, none very serious as individuals. Fire has visited two families - one by the burning of the dwelling-house the other by the burning of the barn,- both of which caused great inconvenience for the time, but the loss in both cases has been largely paid by insurance. Several new buildings have been erected during the past year, some of which replace others previously de- stroyed by fire, while others have been erected upon new sites, and tell both for the prosperity and taxable property of the Town. In the matter of storing the books belonging to the Town, in the Town Clerk's Office and elsewhere, we take pleasure in stating that, through the courtesy of the Trustees of Lincoln Library, permission was given us to store them in the upper part of the Library building, where they will be kept perfectly dry, and persons wishing to ex- amine them can do so on days when the Library is open, and on other days by applying to a member of the Trustees of the Library.


A case in which to store them has been built and paid for out of the Library appropriation.


Under the vote of the Town last year to borrow money in anticipation of taxes, your Treasurer was authorized to borrow one thousand and fifty dollars, which was found nec- essary to pay current expenses.

As Assessors : We report an increase of $230,369 personal property taxed in excess of the previous year, also the sum of $7,055 in real estate. Considering the larger part of the expenses of the Town the past year had to be raised by taxation, we, as a Town, have reason for congratulation that the rate is comparatively low.


As Overseers of the Poor: We report the names of George Tower, Patrick Kenna, Sarah C. Hartwell and Marianna A. Souza as being cared for by the Town. The former is provided for at Mr. Daniel H. Sherman's, and the latter three are in insane hospitals -two at Worcester and one at Westboro. The past year the three insane patients have cost about five hundred dollars. One was away from the hospital a few weeks, during which time she was cared for by friends. They are liable to cost something over five hundred dollars per year. The present year your Overseers were obliged to pay $950 to have the above named paupers and the tramps cared for by Mr. Sherman, who has cared for them for the past ten or eleven years. All other risk to come upon the Town.


Hereto annexed you will find a detailed account of the receipts and expenditures of the Town of Lincoln for the year ending January 31, 1887.

REPORT OF THE TRUSTEES OF THE PUBLIC LIBRARY.


LINCOLN, February 5, 1887.


The Trustees of the Library present herewith the reports of the Treasurer and Librarians as an account of their trust for the past year.


By extra labor on the part of the Librarian and Assistant Librarian the annual inspection and count of the books was made without the usual closing of the Library and without interruption to the delivery of books.


Three books are missing from the shelves and several have been wantonly mutilated, and parents are urgently re- quested to see that the younger and thoughtless children are taught to treat their books with care.


There have been a number of valuable gifts to the Library, prominent among them being one from Leonard Thompson, Esq., of Woburn, of an elegant edition, in five volumes, of the Works and Life of Count Rumford.


The Trustees particularly desire the citizens to cooperate in the selection of books by suggesting such as seem to them desirable. Not all the books so suggested can be purchased as our funds are limited, but all will be duly considered, and those deemed most valuable by the Book Committee will be added to the Library.
