REPORT OF THE FINANCE COMMITTEE
During the past year Mr. William M. Rand moved from Lincoln and in consequence tendered his resignation as a member of the Finance Committee. He had served on the Committee since it was first appointed in 1934. His interest in the affairs of the Town and his common sense approach to its problems have added greatly to our sound financial posi- tion. Mr. F. Winchester Denio has been appointed to fill the vacancy.
The Finance Committee has considered the Department requests for 1944. There appear to be no major changes of policy other than the presentation to the Town by the School Committee of the opportunity to establish a kindergarten grade. The Finance Committee believes that this new func- tion of the schools should be undertaken only if the town so desires, and then only if there is a sufficient number of pupils to justify its maintenance. It is our understanding that this position is shared by the School Committee who presented it to the Finance Committee on that basis.
The Town is in a strong financial position. It is the belief of your Committee that the tax rate should be maintained at what might be termed a normal low, rather than use an un- usually large amount of surplus cash to further reduce the rate at this time. The re-adjustment of the post-war period makes for an uncertain future when a substantial cash balance may be the means of saving us from a high tax rate. If the re- adjustment period is less severe than is anticipated, the cash balance will be very useful in providing a partial cushion for the capital outlay that always comes to a growing town.
The Finance Committee again recommends the purchase of bonds to provide a post-war reserve as authorized by the Legislature in 1943. We have inserted an article providing for such purchase for the following purposes:

REPORT OF FINANCE COMMITTEE
We recommend an increase in base pay for call firemen from $1.00 per hour to $1.25 per hour. While this compensation may seem to be high it must be remembered that they are called at any time, day or night, often when their fire duties conflict seriously with their occupation. About 75% of the fires require their presence for only an hour or so and in con- sequence their day is broken into for a period of short service. A further factor in this recommendation is that most of them use their own cars for transportation to and from the fires.
Your Committee has considered with great care the ques- tion of the Town's schedule of salaries in comparison with other municipalities and private industry, and particularly with reference to war-time cost of living. Last year the Town voted an increase in pay of 10% to its employees. This is in line with what other towns are doing, but we believe that our lower salaried employees are slightly below comparative sched- ules elsewhere. To correct this we recommend that, except for call firemen, a bonus of $2 per week, or that amount pro- portionately for part time, be granted to employees working for an hourly wage, or other employees working for compara- tive compensation. In considering this problem it should be borne in mind that the cost of the basic necessities of life have been largely stabilized and that the vast majority of our citi- zens who work for a fixed salary cannot receive any raise in compensation because of Government regulations. The fact that municipal employees are exempt from these regulations does not release the Town from the responsibility of establish- ing a reasonable salary schedule and at the same time doing its share towards the prevention of inflationary standards. So that the Town may consider this latter recommendation more clearly we have inserted it as a separate item.

lieve conditions of labor or material will change greatly in 1944.
Highway Machinery, - An increase of $675 for the pur- chase of tires and repair of power lawnmower.
Insurance, - An increase of $825.00. There was an unex- pended balance of over $900.00 in 1943, due to the fact that the re-adjustment of the policy schedules was not completed in time to charge the additional premiums to the appropria- tion of last year. The high cost this year is due to the hold- over item, plus the costs of re-adjustment. After its comple- tion the annual premiums should level off to approximately $1,900.00 a year.
Miscellaneous, - An increase of $1,237, due to the transfer of the charge for Selectmen's clerk from the Salaries Account to Miscellaneous. The item for "Salaries" will show a cor- responding decrease.
Public Welfare, - A decrease of $500. Due to lowered esti- mate of welfare cases.
Aid To Dependent Children, - A decrease of $700. Due to a smaller number of cases.
Old Age Assistance, - An increase of $1,700. Due largely to the increase in payments called for by the legislation of 1943.
Salaries, - See remarks under Miscellaneous.
Schools, - An increase of $1,375. Due to an increase in sal- aries amounting to $1,669, $350 more for repairs, and a saving of $800 on High School Transportation.
Kindergarten Grade, - New item. Explained in our report.
Vocational Training, - An increase of $606. Due to a larger number of pupils.
Town Hall, - A decrease of $550. Due to a non-recurring item for alterations.
Bonus, - New item. Explained in Committee's report.

REPORT OF THE BUREAU OF OLD AGE ASSISTANCE
The Old Age Assistance law, so called, was amended by Chapter 470, 489, 490, 506 and 512 of the Acts of 1943. Bud- gets for all cases were refigured to conform with the revised State standards.
During the year 1943, three new cases were approved for Old Age Assistance and one case, closed in 1942, was reopened. Four cases were closed, two because of death, one because of support from relative, and one for reason of discontinuance of residence in Lincoln.
On January 1, 1943, twenty-four cases were receiving aid. Total number of cases aided during the year is twenty-eight, settled as follows:
Lincoln 17, Other Cities and Towns 2, No Settlement 9. The twenty-four cases receiving aid on December 31, 1943, are settled as follows:
Lincoln 15, 8 No settlement, Other Cities and Towns 1.
