Gentlemen :
I submit herewith my report of an audit of the accounts of the town of Duxbury for the fiscal year end- ing December 31, 1927, made in accordance with the pro- visions of Chapter 44 of the General Laws. This report is in the form of a report made to me by Mr. Edward H. Fenton, Chief Accountant of this Division.

In accordance with your instructions, I have made an audit of the books and accounts of the town of Dux- bury for the fiscal year ending December 31, 1927, and submit the following report thereon :-

The financial transactions of the town, as recorded on the books of the several departments receiving or disbursing money for the town, or committing bills for collection, were examined and checked with the books of the town accountant.
The books and accounts of the town accountant were examined and checked, the records of receipts being compared with the treasurer's books and with the records in the several departments collecting money for the town.
The appropriations and transfers as entered in the ledger, were checked to the town clerk's records of ap- propriations and transfers authorized by the town.
The receipts were checked with the records of the treasurer, and the payments with the warrants author- izing the treasurer to disburse town funds.
The classification book was examined and checked with the accountant's ledger and with the original vou- chers on file.
The ledger accounts were analyzed, the postings were verified, adjusting entries were made, and a bal- ance sheet, which is appended to this report, was pre- pared showing the financial condition of the town as of December 31, 1927.
The books and accounts of the treasurer were ex- amined and checked, the recorded receipts were ana- lyzed and compared with the records in the several de- partments collecting money for the town and with the several other sources from which money was paid into the town treasury. The cash in the office was verified by an actual count and the bank balances were recon- ciled with statements furnished by the several banks.
A table showing the reconciliation of the treasurer's cash is appended to this report.
The books and accounts of the tax collector were examined and checked. The commitment of the taxes of the levy of 1927 was proved and compared with the assessors' warrants, the payments to the treasurer for

the several levies were checked to the treasurer's cash book, the abatements were checked to the assessor's records of abatements granted, and the outstanding taxes were listed.
The outstanding accounts were further verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.
Tables showing summaries of the various tax levies are appended to this report.
The selectmen's records of licenses granted were examined and checked to the treasurer's cash book.
The town clerk's records of licenses, fees, etc., to- gether with the records of hunting and fishing and of dog licenses were examined, the payments to the town treasurer being compared with the treasurer's cash book and the payments to the State and county, respectively, being verified by receipts on file.
The surety bonds of the treasurer, tax collector and town clerk for the faithful performance of their duties were examined and found to be in proper form.
The accounts of the sealer of weights and measures were examined, and the payments to the treasurer were checked to the treasurer's cash book.
In checking the accounts of the cemetery depart- ment, it was noted that it has been the custom in the past for the superintendent to retain collections on ac- count of interments, annual care, and repairs in lieu of salary. The cemetery commissioners, however, paid the superintendent from the income on perpetual care funds for work done on endowed lots. The accounts of the com- missioners were examined, the receipts and payments were proved, and the cash balance on February 13, 1928, amounting to $29.19, was verified.
It is recommended that, in the future, an appro- priation be voted by the town for cemetery maintenance, and that the superintendent's salary be fixed and paid

from said appropriation. All cemetery receipts should be turned into the town treasury, as required by Section 53, Chapter 44, General Laws, and all payments should be made on regularly approved warrants by the town treasurer, as required by Sections 35 and 52, Chapter 41, General Laws. Income from cemetery perpetual care funds should be withdrawn from the savings banks only as needed to defray expenditures on endowed lots, all such payments to be made by the town treasurer, as required by the statutes cited previously.
It was also noted that it has been the custom to pay directly to the treasurer of the library trustees the full amount appropriated for library purposes. This prac- tice should be discontinued and all bills chargeable to the library appropriation should be presented to the selectmen for approval, placed on warrants, and be paid by the town treasurer in accordance with Section 35, Chapter 41, General Laws.
The savings bank books representing the invest- ments of the various trust funds in the custody of the treasurer were examined and listed. The income was proved and the withdrawals were checked with the treasurer's cash book.
The securities and savings bank books representing the investment of the various trust funds in the custody of the trustees of the Duxbury Free Library, Incorpo- rated, were examined and listed. The income was proved and the expenditures were checked with the vouchers and cancelled checks on file.
Appended to this report are schedules showing the transactions and condition of the various trust funds.
