Gentlemen :
I submit herewith my report of an audit of the accounts of the town of Duxbury for the fiscal year end- ing December 31, 1926, made in accordance with the pro- visions of Chapter 44 of the General Laws. This report is in the form of a report made to me by Mr. Edward H. Fenton, Chief Examiner of this Division.

In accordance with your instructions, I have made an audit of the books and accounts of the town of Dux-

bury for the fiscal year ending December 31, 1926, and submit the following report thereon :-
The financial transactions of the town, as recorded on the books of the several departments receiving or disbursing money for the town, or committing bills for collection, were examined and checked with the books of the town accountant.
The books and accounts of the town accountant were examined and checked, the records of receipts being compared with the treasurer's books and with the rec- ords in the several departments collecting money for the town.
The treasury warrants authorizing payments were checked to the appropriation accounts in the ledger and were proved to the treasurer's payments.
The classification book was examined and checked.
The appropriation accounts and transfers, as en- tered in the ledger, were checked to the town clerk's rec- ords of appropriations and transfers authorized by the town.
The object for which the appropriation for the Charles Boomer Square Fund was originally made, hav- ing been accomplished, the balance of $324.05 should be transferred, by vote of the town, to the general treasury and a sufficient amount provided each year for mainte- nance.
The ledger accounts were analyzed, the footings and postings were verified, adjusting entries were made, a trial balance was taken off, and a balance sheet, which is appended to this report, was prepared showing the finan- cial condition of the town as of December 31, 1926.
The books and accounts of the treasurer were ex- amined and checked. The recorded receipts were check- ed with the records in the several departments collecting money for the town, with other sources from which money was paid into the town treasury, and with the accountant's books.

The cash book was footed and the balance, together with outstanding checks as listed, was reconciled to the amount in the bank as shown by the bank statement.
The payments for maturing notes, discount and in- terest were verified, the cancelled notes and coupons be- ing examined.
A table showing a reconciliation of the treasurer's cash and bank balances is appended to this report.
The books and accounts of the tax collector were ex- amined and checked. The commitment of taxes for the levy of 1926 was proved and compared with the asses- sors' warrants, the payments to the treasurer for all levies were checked to the treasurer's cash book, the abatements, as recorded, were checked to the assssors' records of abatements granted, and the outstanding taxes were listed and proved to the ledger accounts of each levy.
The outstanding accounts were further verified by mailing notices to a number of persons whose names ap- peared on the books as owing money to the town, and from the replies received I am satisfied that the accounts as listed, are correct.
Tables relative to the tax levies are appended to this report.
The trust funds in the custody of the town treasur- er were examined and verified and the income was proved. Schedules of the trust fund transactions were prepared and are appended to this report.
The selectmen's record of licenses granted was ex- amined and checked to the treasurer's cash book. The town clerk's records of fish and game licenses for the State and of dog licenses for the county were examined, and the payments to the town treasurer were compared with the treasurer's cash book, the payments to the State and the county being verified by receipts on file.
The surety bonds of the treasurer, the tax collector, and the town clerk for the faithful performance of their

duties were examined and found to be in proper form.
In examining the vouchers supporting the various warrants authorizing the payment of bills, it was found that many of the departments presented 1925 bills for payment in 1926. This practice should be discontinued, and bills of previous years should be specifically pro- vided for by the town.
For the courtesy and co-operation of the various of- ficials during the audit, I wish, on behalf of my assis- tants and for myself, to express appreciation.
