I submit herewith my report of an audit of the accounts of the town of Duxbury for the financial year ending Decem- ber 31, 1925, made in accordance with the provisions of Chap- ter 44 of the General Laws. This report is in the form of a report made to me by Mr. Edward H. Fenton, Chief Exam- iner of this Division.

As directed by you, I have made an audit of the books and accounts of the town of Duxbury for the financial year

ending December 31, 1925, and report thereon as follows :


The financial transactions as recorded on the books of the several departments receiving or disbursing money for the town were examined and reconciled with the records in the town accountant's office.


The books and accounts of the town accountant were ex- amined and checked. The recorded receipts were verified by a comparison with the treasurer's books. The ledger was an- alyzed, and a balance sheet, which is appended to this report, was prepared showing the financial condition of the town December 31, 1925.


The books and accounts of the treasurer were examined and checked in detail. The recorded receipts were checked with the records in the several departments collecting money for the town and with the other sources from which money was paid into the town treasury; and the payments were checked with the selectmen's warrants authorizing the dis- bursement of town funds. The footings of the cash book were proved and the cash on hand February 15, 1926, was verified by an actual count of the cash in the office and a verification of the bank accounts with the bank statements.


The accounts of the tax collector for the levies of 1922. 1923, 1924 and 1925 were examined and checked. The com- mitment book for 1925 was footed and reconciled with the assessors' warrant, the recorded collections were checked and footed, and the payments to the treasurer were verified by a comparison with the treasurer's books.


The recorded statements were checked to the assessors' records of abatements granted, and the outstanding accounts were listed and reconciled. The outstanding accounts were further verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, and from the replies received, I am satisfied that the accounts as listed are correct.


The savings bank books representing the investment of the several trust funds were personally examined and listed.

The income of the funds was proved and the disbursements were checked and found to agree with the town accountants' records.


The records of the town clerk were examined and the appropriations and other financial transactions as voted by the town were checked and listed.


The records of licenses issued by the town clerk for mar- riages and for dogs were examined and checked. The pay- ments of dog license fees to the county treasurer were veri- fid by receipts on file, and the payment to the town treasurer of the clerk's fees was verified with the treasurer's records.


In addition to the departments mentioned, the accounts of the sealer of weights and measures for fees, of the select- men and of the health department for licenses issued, were examined, and payments to the treasurer were checked to the treasurer's books.


The surety bonds of the treasurer, the tax collector, and the town clerk were examined and found to be in proper form.


Appended to this report are tables showing a recon- ciliation of the treasurer's cash, summaries of the tax and assessment accounts; also tables showing the transactions and condition of the trust funds.


While engaged in making the audit, I received the hearty co-operation of the several town officials, for which, on behalf of my assistants and myself, I wish to express my apprecia- tion.
