THE COMMONWEALTH OF MASSACHUSETTS ESSEX, SS.
To either of the Constables of the Town of Andover Greeting:
In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of said town who are qualified to vote in Elections and Town Affairs to meet and assemble at the designated polling places in Precincts One, Two, Three, Four, Five and Six, viz: The Central Fire Station in Precinct One; the Square and Compass Hall in Precinct Two; the Sacred Heart School, Balmoral Street, Shawsheen Village, in Precinct Three; the Andover Grange Hall in Precinct Four, the Fire Station, Ballardvale, in Precinct Five; and the Peabody House, Phillips Street, in Precinct Six, in said Andover, on
MONDAY, THE THIRD DAY OF MARCH, 1958
at 7:00 o'clock A.M., to act upon the following articles:
ARTICLE 1. To elect a Moderator for one year, a Selectman for three years, an Assessor for three years, a Collector of Taxes for three years, two members of the Board of Public Works for three years, one member of the Board of Public Works for two years (to fill a vacancy) , a member of the Board of Health for three years, two mem- bers of the School Committee for three years, a member of the Planning Board for five years, a Trustee of Memorial Hall Library for seven years, five Trustees of Punchard Free School for three years, one member of the Andover Housing Authority for five years, three Constables for one year, and any other town officers required by law to be elected by ballot, also to vote on the following ques- tion: "Shall an act passed by the General Court in the year nineteen hundred and fifty-six entitled 'An act establishing a selectmen-town manager plan for the town of Andover' be accepted by the town?"
All the above candidates and question to be voted for on one ballot. The polls will be open from 7:00 o'clock A. M. to 7:00 o'clock P. M.
After final action on the preceding Article One, the said meeting shall stand adjourned by virtue of Section

20, Chapter 39 of the General Laws, to Saturday, March 8th at 1:30 o'clock P. M. at the Memorial Auditorium, then and there to act upon the following articles, namely:
ARTICLE 2. To elect all other officers not required by law to be elected by ballot.
ARTICLE 3. To see if the Town will vote to accept a Personnel By-law, effective April 1, 1958, including a Classification and Compensation Plan and Personnel Poli- cies, and raise and appropriate $42,000 for this purpose.
ARTICLE 4. To see if the Town will vote to raise and appropriate the sum of $1500.00 to be used by the Personnel Board in the discharge of its duties in con- nection with the administrative authority of the Per- sonnel By-law including the authorization to employ pro- fessional consultants.
ARTICLE 5. To establish the salary of elected TOWN OFFICERS for the ensuing year.
ARTICLE 6. To determine what sums of money shall be appropriated for the following purposes :
Appropriation for the Assessors, Board of Select- men, and all Departments under their control; Appropria- tion for the Board of Health: Appropriation for Trustees of Memorial Hall Library: Appropriation for Trustees of Spring Grove Cemetery: Appropriation for School Commit- tee: Appropriation for all Departments under the control of the Board of Public Works; Appropriation for any other Town Charges and Expenses.
ARTICLE 7. To see if the Town will vote to raise and appropriate or transfer from available funds, the sum of $23,000.00 for the purchase of a new 750 Gallon Per Minute Class A, Pumping Engine (fully equipped) for use in the Fire Department.
ARTICLE 8. To see if the Town will vote to raise and appropriate the sum of $50,000.00 to be spent by the Com- mittee previously appointed by the Board of Selectmen for the purpose of acquiring by purchase, by gift, or by seizure by right of eminent domain, land that may be needed as sites for the following public uses: a school site in the general vicinity of Lowell Street and the new Route 28; a school site in the general vicinity of River Road in West Andover; a fire station in the general vicini- ty of Lowell Street and the new Route 28; a recreational area near Pomp's Pond; no money to be spent without the approval of the Board of Selectmen, the Finance Committee. and the Planning Board.

ARTICLE 9. To see if the Town will vote to raise and appropriate the sum of $3,700.00 for the purchase of one new automobile and one new station wagon for the Police Department and use the trade-in value of one 1957 Ford sedan and one 1955 Ford Station wagon as part of the pur- chase price.
ARTICLE 10. To see if the Town will vote to raise and appropriate the sum of $6,000.00 for the purpose of purchasing a typewriter-bookkeeping machine and equipment for municipal accounting.
ARTICLE 11. To see if the Town will vote to raise and appropriate or transfer from unappropriated funds in the treasury, or finance in part by bond issue, the sum of $40,000.00 for the purpose of acquiring and developing land for off-street parking by purchase, by gift, or by seizure or by right of eminent domain, said purchase to have the approval of the Finance Committee and the Board of Selectmen.
ARTICLE 12. To see if the Town will vote to raise and appropriate by taxation or finance through a bond issue, upon such terms as may be approved by the Select- men and the Finance Committee, the sum of Sixty Thousand Dollars for the purpose of purchasing and developing land on the South side of Barnard Street and/or the West side of Bartlet Street for off-street parking, no money to be spent without the approval of the Finance Committee; and to authorize the Board of Selectmen to acquire said land by purchase or by seizure by right of eminent domain as may be necessary, on petition of George A. Lister and others.
ARTICLE 13. To see if the Town will vote to allow the Selectmen permission to demolish the Indian Ridge School located on Cuba Street and to use the $2,500.00 ยท which was appropriated under Article 11 of the 1956 Annual Town Warrant for the purpose of improving the area, as recommended by the Recreation Committee, and constructing a small fieldhouse with toilet facilities.
ARTICLE 14. To see if the Town will raise and appro- priate the sum of $23,000.00 for the purpose of paying for various parcels of land which were taken by eminent domain per order of the Board of Public Works to secure addition- al water-shed protection around Haggetts Pond.
ARTICLE 15. To see if the Town will vote to raise and appropriate $1,000.00 to be used by the Development and Industrial Commission for the purpose of participating with the Towns of North Andover and Methuen and the City of Lawrence in the Greater Lawrence Regional Industrial Committee.

ARTICLE 16. To see if the Town will vote to raise and/or appropriate $220,000 for alterations and additions to the present Memorial Hall Library in the following manner:
That the Town raise and appropriate the sum of $67,000, through taxation for interior alterations and expansion of the present Memorial Hall Library Building: and to raise the sum of $153,000 in the following manner: $10,000 to be raised by taxation: $143,000 to be raised by bond issue, or by appropriation, or a transfer from available funds, for a one-story addition to the front with sidewalk level entrance and a two-story addition to the west, including original equipment and furnishings of these additions, on petition of the Trustees of the Memorial Hall Library, and the Citizens' Committee for the Library.
ARTICLE 17. To see if the Town will authorize the Board of Public Works to purchase a Mist Sprayer and raise and appropriate the sum of $2600.00 therefor, and the price allowed for one old Mist Sprayer used as part payment.
ARTICLE 18. To see if the Town will authorize the Board of Public Works to purchase two one man Power Saws and raise and appropriate the sum of $530.00 therefor, and the price allowed for trade-in of two old Power Saws used as part payment.
ARTICLE 19. To see if the Town will authorize the Board of Public Works to purchase a Power Sweeper and raise and appropriate the sum of $12,430.00 therefor.
ARTICLE 20. To see if the Town will authorize the Board of Public Works to purchase a Small Scoop and raise and appropriate the sum of $3730.00 therefor.
ARTICLE 21. To see if the Town will authorize the Board of Public Works to purchase one new truck and snow- plow to replace a 1947 Diamond T, one new truck with crane for 1000# lift, and one Hi-Impart Steam Cleaner, and raise and appropriate the sum of $10,285.00 therefor.
ARTICLE 22. To see if the Town will vote to author- ize and instruct the Board of Public Works to enter into an amendment to an agreement between the Town and Trust- ees of Phillips Academy, dated June 1, 1899, recorded with North Essex Registry of Deeds, Book 174, Page 426; the purpose of said amendment to be to provide for the release of an easement over a strip of land belonging to said Trustees of Phillips Academy from which a sewer

has been removed and to receive a grant from said Trus- tees of Phillips Academy of an easement over its land where said sewer has been relocated, all at no cost to the Town, the signatures of the members of the Board of Public Works, together with an approval as to form by Town Counsel, to be sufficient evidence that the agree- ment entered into was under the authority of the vote under this article.
ARTICLE 23. To see if the Town will vote to raise and appropriate by taxation and/or from available funds and/or by bond issue the sum of $75,900.00 for improve- ments to the water system; and authorize the Board of Public Works to install the following water mains which are not less than six and not more than sixteen inches in size in the following locations:
1. From Highland Road to Chestnut Street via Sanctuary
2. Chestnut Street to Summer Street via Upland or Stratford Roads
3. Summer Street to Elm Street via Pine Street
4. Prospect Road to Holt Road on Salem Street
5. Tie in from Magnolia Avenue to Sherbourne Street via the Shawsheen School property
6. Tie in from McKenney Circle to Juliette Street
All work to be done under the supervision of the Board of Public Works with the approval of the Finance Com- mittee.
ARTICLE 24. To see if the Town will vote to raise and appropriate by taxation and/or from available funds, and/or by bond issue the sum of $43,000.00 for improve- ments at the Haggetts Pond Pumping Station to include a stand by emergency diesel engine, a high lift pump and motor for the Wood Hill Reservoir, heating equipment for the Pumping Station and the buildings and all necessary appurtenances : all work to be done under the direction of the Board of Public Works.
ARTICLE 25. To see if the Town will vote to raise and appropriate, and/or transfer from unappropriated available funds in the treasury, $3,000.00 for Chapter 90 Highway Maintenance, or take any action in relation thereto; all work to be done under the direction of the Board of Public Works.

ARTICLE 26. To see if the Town will authorize the Board of Public Works to set up an Engineering Depart- ment to consist of one (1) engineer and two (2) assist- ants under control of the Board of Public Works, and raise and appropriate the sum of $15,000.00 therefor.
ARTICLE 27. To see if the Town will vote to change the method of sewer installation assessment for the Town from 25% for the Town and 75% for the abuttors as deter- mined by the vote of the Annual Town Meeting of March 7, 1898 in acceptance of Chapter 386 of the Acts of 1895 and amendments thereto, which is an Act to authorize the Town of Andover to establish a system of sewerage, to one-third for the Town and two-thirds for the abuttors.
ARTICLE 28. To see if the Town will petition the Legislature to amend Section Eleven of Chapter 386 of the Acts of 1895, which is an Act to authorize the town of Andover to establish a system of sewerage and insert after the final sentence, "When a sewer has been built running through land other than a street, no assessment Shall be made as to said land abutting on said sewer until that part thereof occupied by the sewer has been laid out as a street," the words "except when a connec- tion is made to a cross-country sewer which benefits the estate."
ARTICLE 29. To see if the Town will vote to appro- priate the sum of $34,599.62 as the Town's share of the cost of Chapter 90 construction of Andover Street Bridge and determine whether the money shall be provided for by taxation or from available funds in the treasury, includ- ing sums received from the Commonwealth under Chapter 718 of the Acts of 1956, and appropriate the sum of $28,000.00 from available funds in the treasury to meet the State's and the County's shares of the cost of the work.
That the sum of $34,599.62 be appropriated as the Town's share of the cost of Chapter 90 construction of Andover Street Bridge, said appropriation to be provided for as follows: from the proceeds of allotment received from the Commonwealth under Chapter 718 of the Acts of 1956 $18,337.35, by taxation or from available funds in the treasury $7,000.00, from the unexpended balance for Ballardvale Bridge voted under Article 27 of the warrant for the annual town meeting in 1957 $2,540.92, and from the unexpended balance for highway construction voted under Article 34 of the warrant for the annual town meet- ing of 1957 $7,058.70, and that to meet the State's and County's shares of the cost of the work the sum of $28,000.00 be appropriated from available funds in the treasury with the provision that when reimbursements are received from the State and County they be restored to surplus revenue.

ARTICLE 30. To see if the Town will authorize the Board of Public Works to repair and build sidewalks, con- struct highway fence and guard rails, and raise and appro- priate the sum of $10,000.00 therefor.
ARTICLE 31. To see if the Town will vote to author- ize the Town through its Board of Public Works to acquire land on the north side of Wildwood Road and to accept land as a gift from Clinton D. Shaw for the purpose of relocating a portion of said Wildwood Road and raise and appropriate $1.00 for said land acquisition. A plan of this area is on file at the office of the Town Clerk.
ARTICLE 32. To see if the Town will vote to author- ize the Town through its Board of Public Works to acquire land on the east side of Woodland Road and to accept land from the Trustees of Phillips Academy for the purpose of relocating a portion of said Woodland Road and to give to the Trustees of Phillips Academy the abandoned portion of Woodland Road retaining an easement for the existing water main and to raise and appropriate $1.00 for said land acquisition, all to be found on a plan to be filed at the office of the Town Clerk.
ARTICLE 33. To see if the Town will vote to appro- priate $5000.00 from unappropriated available funds in the treasury for improving certain portions of highways, by securing easements, by gift, by purchase, by release or by seizure by right of eminent domain upon the recom- mendation of the Board of Public Works and as approved by the Town Counsel on the following Streets:
Argilla Road Reservation Road Salem Street Woburn Street
River Street Sunset Rock Road
as shown on various plans.
ARTICLE 34. To see if the Town will vote to author- ize the Town, through its Board of Public Works, to acquire land on Ballardvale Road by gift, by purchase, or by seiz- ure by right of eminent domain for the purpose of widen- ing and relocating said road in the vicinity of Holihan's and land of Henry K. Jenkins; and raise and appropriate the amount of $500.00 for said land acquisition and re- location work.
ARTICLE 35. To see if the Town will vote to raise and appropriate the amount of $4,000.00 for the purpose of installing a drain from Bancroft Reservoir on town land to an by way of Bancroft Road to an existing brook, a distance of 1,500 feet, more or less. (This drain is to provide a means of cleaning Bancroft Reservoir.)

ARTICLE 36. To see if the Town will vote to raise and appropriate the sum of $234,110.00 for the purpose of constructing a relief trunk sewer from the Riverina Road Sewage Pumping Station to Essex Street; To the in- terceptor on Essex Street; and transfer from available funds or raise by taxation $24,110.00 and instruct the treasurer with the approval of the Selectmen to issue and sell bonds in the amount of $210,000.00; All work to be done under the supervision of the Board of Public Works with the approval of the Finance Committee.
ARTICLE 37. To see if the Town will vote to author- ize the Board of Public Works to construct a main Trunk Sewer from the existing 10-inch sewer in Lowell Street westerly a distance of 250 feet, thence southerly in Marwood Drive a distance of 100 feet, thence westerly across-country to Mary Lou Lane, a distance of 2250 feet, all distances being approximate, and to provide sewerage facilities to the properties within the Shawsheen Hy- lands development as follows:

ARTICLE 38. To see if the Town will vote to author- ize the Board of Health to call for bids and award a con- tract for the collection and disposal of garbage for one year and raise and appropriate $25,000.00 for this pur- pose, on petition of James B. Sullivan and others.
ARTICLE 39. To see whether the Town will vote to approve the construction of a new housing project by the Andover Housing Authority, namely, a housing project for elderly persons pursuant to the provisions of Chapter 667 of Massachusetts Acts of 1954, and acts in amendment thereof and in addition thereto, to be known as State- Aided Housing Project 667-1.

ARTICLE 40. To see if the Town of Andover will vote to authorize the Board of Selectmen to convey, by d'eed, to the Andover Housing Authority a portion of town-owned land located westerly of the present veteran's housing project and more particularly bounded and des- cribed as follows : Beginning at a point at the north- easterly corner of land of one Coates and thence pro- ceeding northwesterly by land of the Andover Housing Authority a distance of 360' to a stone bound, thence proceeding easterly by land of the said Authority a dis- tance of 200' to a point, thence proceeding northerly 49' to a drill hole in a stone wall; thence proceeding northwesterly 105' by the said wall to the center line of Roger's Brook, thence proceeding westerly following the course of Roger's Brook a distance of 350' more or less to a stone wall opposite of the land of one Mulvey, thence proceeding southerly along said stone wall a dis- tance of 590', to the northwesterly corner of land of Sullivan and thence proceeding easterly by land of Sul- livan and Coates 198' to the point of beginning, con- taining approximately 2 acres.

To see if the Town will vote to amend the Zoning By-law to establish as a multiple housing dis- trict that area which is westerly of the present veteran's housing project and more particularly bounded and des- cribed as follows: Beginning at a point at the north- easterly corner of land of one Coates and thence proceed- ing northwesterly by land of the Andover Housing Authority a distance of 360' to a stone bound, thence proceeding easterly by land of the said authority a distance of 200' to a point, thence proceeding northerly 49' to a drill hole in a stone wall, thence proceeding northwesterly 105' by the said wall to the center line of Roger's Brook, thence proceeding westerly following the course of Roger's Brook a distance of 350' more or less to a stone wall op- posite the land of one Mulvey, thence proceeding southerly along said stone wall a distance of 590' to the northwest- erly corner of land of Sullivan and thence proceeding easterly by land of Sullivan and Coates 198' to the point of beginning, containing approximately 2 acres.
