March 8, 1958
The check lists were used at the entrance and showed 1412 voters admitted to the meeting. Secret ballots were passed out to the voters as they entered the hall.
The meeting was called to order by Charles G. Hatch, Moderator, at 1:30 o'clock P. M.
Unanimous consent was voted to admit thirteen persons.
Opening prayer was offered by Rev. Horace Seldon.
Salute to the flag was led by Stafford A. Lindsay.
Voted to dispense with the reading of the Warrant and Service of the Constable.
Voted that the Moderator refer to the Articles by number and subject matter.
ARTICLE 1. To elect a Moderator for one year, a Selectman for three years, an Assessor for three years, a Collector of Taxes for three years, two members of the Board of Pub- lic Works for three years, one member of the Board of Pub- lic Works for two years (to fill a vacancy), two members of the School Committee for three years, one member of the Board of Health for three years, a Trustee of Memorial Hall Library for seven years, one member of the Planning Board for five years, one member of the Andover Housing Authority for five years, five Trustees of Punchard Free School for three years, three Constables for one year, and any other town officers required by law to be elected by ballot; also to vote on the following question: "Shall an act passed by the General Court in the year nineteen hun- dred and fifty-six, entitled 'An Act establishing a select- man-town manager plan for the town of Andover', be accepted by the town?"
All the above candidates and question to be voted for on one ballot. The polls will be open from 7:00 o'clock A.M. to 7:00 o'clock P.M.

ARTICLE 2. To elect all other officers not required by law to be elected by ballot.
Upon motion duly seconded, it was VOTED Frederick E. Cheever be elected Trustee of Cornell Fund for three years.
ARTICLE 3. To see if the Town will vote to accept a Per- sonnel By-Law, effective April 1, 1958, including a Classi- fication and Compensation Plan and Personnel Policies, and raise and appropriate $42,000 for this purpose.
Upon motion duly seconded, it was VOTED to raise and appropriate the sum of $38,000.00 under Article 3.
ARTICLE 4. To see if the Town will vote to raise and appropriate the sum of $1500.00 to be used by the Person- nel Board in the discharge of its duties in connection with the administrative authority of the Personnel By-law including the authorization to employ professional con- sultants.

Upon motion duly seconded, it was VOTED to raise and appropriate the sum of $19,100.00 with the unexpended balance of $5900. to be spent by the Committee previously appointed by the Board of Selectmen for the purpose of acquiring by purchase, by gift, or by seizure by right of eminent domain, land that may be needed as sites for the following public uses: a school site in the general vicin- ity of Lowell Street and the new Route 28; a recreational area near Pomp's Pond; a school site in the general vicin- ity of River Road in West Andover; a fire station in the general vicinity of Lowell Street and the new Route 28; no money to be spent without the approval of the Board of Selectmen, the Finance Committee, and the Planning Board. ARTICLE 10. To see if the Town will vote to raise and appropriate the sum of $6,000.00 for the purpose of pur- chasing a typewriter-bookkeeping machine and equipment for municipal accounting.
Upon motion duly seconded, it was VOTED to raise and appropriate the sum of $6,000.00 under Article 10.
ARTICLE 11. To see if the Town will vote to raise and ap- propriate or transfer from unappropriated funds in the treasury, or finance in part by bond issue, the sum of $40,000.00 for the purpose of acquiring and developing land for off-street parking by purchase, by gift, or by seizure or by right of eminent domain, said purchase to have the approval of the Finance Committee and the Board of Selectmen.

ARTICLE 12. To see if the Town will vote to raise and appropriate by taxation or finance through a bond issue, upon such terms as may be approved by the Selectmen and the Finance Committee, the sum of Sixty Thousand Dollars for the purpose of purchasing and developing land on the South side of Barnard Street and/or the West side of Bart- let Street for off-street parking, no money to be spent without the approval of the Finance Committee; and to authorize the Board of Selectmen to acquire said land by purchase or by seizure by right of eminent domain as may be necessary on petition of George A. Lister and others.
Article 12 was withdrawn.
ARTICLE 13. To see if the Town will vote to allow the Selectmen permission to demolish the Indian Ridge School located on Cuba Street and to use the $2,500.00 which was appropriated under Article 11 of the 1956 Annual Town Warrant for the purpose of improving the area, as recom- mended by the Recreation Committee, and constructing a small fieldhouse with toilet facilities.
Upon motion duly seconded, it was VOTED unanimously to accept Article 13 as printed.
ARTICLE 14. To see if the Town will raise and appropriate the sum of $23,000.00 for the purpose of paying for vari- ous parcels of land which were taken by eminent domain per order of the Board of Public Works to secure additional watershed protection around Haggetts Pond.
Upon motion duly seconded, it was VOTED to raise and appropriate the sum of $23,000.00 under Article 14.
ARTICLE 15. To see if the Town will vote to raise and appropriate $1,000.00 to be used by the Development and Industrial Commission for the purpose of participating with the Town of North Andover and Methuen and the City of Lawrence in the Greater Lawrence Regional Industrial Committee.
Upon motion duly seconded, it was VOTED to raise and appropriate the sum of $1,000.00 under Article 15, pro- viding the Legislature authorizes the establishment of such a Committee.

ADJOURNED TOWN MEETING, MACH 10, 1958
The meeting was called to order by Charles G. Hatch, Moderator at 7:30 o'clock P. M. The check lists were used at entrance, showing 982 voters admitted to the meeting. Unanimous consent was voted to admit seven persons.
ARTICLE 16. To see if the Town will vote to raise and/or appropriate $220,000 for alterations and additions to the present Memorial Hall Library in the following manner:
That the Town raise and appropriate the sum of $67,000. 00 through taxation for interior alterations and expansion of the present Memorial Hall Library Building; and to raise the sum of $153,000 in the following manner: $10,000.00 to be raised by taxation: £ $143,000.00 to be raised by bond issue, or by appropriation, or a transfer from avail- able funds, for a one-story addition to the front with sidewalk level entrance and a two-story addition to the west, including original equipment and furnishings of these additions, on petition of the Trustees of the Memo- rial Hall Library, and the Citizens' Committee for the Library.
Article 16 was defeated. The vote: Yes, 299 -- No, 612. Less than 2/3 vote as required.
ARTICLE 17. To see if the Town will authorize the Board of Public Works to purchase a Mist Sprayer and raise and appropriate the sum of $2600.00 therefor, and the price allowed for one old Mist Sprayer used as part payment.
Upon motion duly seconded, it was VOTED to raise and ap- propriate the sum of $2600.00 under Article 17.
ARTICLE 18. To see if the Town will authorize the Board of Public Works to purchase two one-man Power Saws and raise and appropriate the sum of $530.00 therefor, and the price allowed for trade-in of two old Power Saws used as part payment.
Upon motion duly seconded, it was VOTED to raise and ap- propriate the sum of $530.00 under Article 18.
ARTICLE 19. To see if the Town will authorize the Board of Public Works to purchase a Power Sweeper and raise and appropriate the sum of $12,430.00 therefor.
Upon motion duly seconded, it wasVOTED to raise and ap- propriate for repairs the sum of $2100.00 under Article 19.

ARTICLE 20. To see if the Town will authorize the Board of Public Works to purchase a Small Scoop and raise and appropriate the sum of $3730.00 therefor.

ARTICLE 21. To see if the Town will authorize the Board of Public Works to purchase one new truck and snowplow to replace a 1947 Diamond T, one new truck with crane for 1000# lift, and one Hi-Impart Steam Cleaner, and raise and appropriate the sum of $10,285.00 therefor.
Upon motion duly seconded, it was VOTED to raise and appropriate the sum of $735.00 for steam cleaner under Article 21.
ARTICLE 22. To see if the Town will vote to authorize and instruct the Board of Public Works to enter into an amendment to an agreement between the Town and Trustees of Phillips Academy, dated June 1, 1899, recorded with North Essex Registry of Deeds, Book 174, Page 426; the purpose of said amendment to be to provide for the re- lease of an easement over a strip of land belonging to said Trustees of Phillips Academy from which a sewer has been removed and to receive a grant from said Trustees of Phillips Academy of an easement over its land where said sewer has been relocated, all at no cost to the Town, the signatures of the members of the Board of Public Works, together with an approval as to form by Town Counsel, to be sufficient evidence that the agreement entered into was under the authority of the vote under this article.
Upon motion duly seconded, it was VOTED unanimously to accept Article 22 as read.
ARTICLE 23. To see if the Town will vote to raise and ap- propriate by taxation and/or from available funds and/or by bond issue the sum of $75,900.00 for improvements to the water system; and authorize the Board of Public Works to install the following water mains which are not less than six and not more than sixteen inches in size in the following locations:
1. From Highland Road to Chestnut Street via Sanctuary.
2. Chestnut Street to Summer Street via Upland or Stratford Roads.
3. Summer Street to Elm Street via Pine Street.
4. Prospect Road to Holt Road on Salem Street.
5. Tie in from Magnolia Avenue to Sherbourne Street via the Shawsheen School property.
6. Tie in from McKenney Circle to Juliette Street.

All work to be done under the supervision of the Board of Public Works with the approval of the Finance Committee.

To see if the Town will vote to raise and ap- propriate by taxation and/or from available funds, and/or by bond issue the sum of $43,000.00 for improvements at the Haggetts Pond Pumping Station to include a stand-by emergency diesel engine, a high lift pump and motor for the Wood Hill Reservoir, heating equipment for the Pump- ing Station and the buildings and all necessary appurten- ances: all work to be done under the direction of the Board of Public Works.
Upon motion duly seconded, it was VOTED to transfer from available funds the sum of $43,000.00 for improvements at the Haggetts Pond Pumping Station to include a stand-by emergency diesel engine, a high lift pump and motor for the Wood Hill Reservoir, heating equipment for the Pump- ing Station and the buildings and all necessary appurten- ances: all work to be done under the direction of the Board of Public Works, the Finance Committee, and the Board of Selectmen. A quorum was present.
ARTICLE 25. To see if the Town will vote to raise and appropriate, and/or transfer from unappropriated avail- able funds in the treasury, $3,000.00 for Chapter 90 High- way Maintenance, or take any action in relation thereto; all work to be done under the direction of the Board of Public Works.

Upon motion duly seconded, it was VOTED to raise and ap- propriate the sum of $3,000.00 under Article 25.
ARTICLE 26. To see if the Town will authorize the Board of Public Works to set up an Engineering Department to consist of one (1) engineer and two (2) assistants under the control of the Board of Public Works, and raise and appropriate the sum of $15,000.00 therefor.
