The following report of the Welfare Department is submitted:
The present staff of the Welfare office is as follows:

During the past year 106 applications for all forms of aid ad- ministered by this office were received. We received 65 applications for Old Age Assistance, 54 of which were approved; 9 applications for Aid to Dependent Children of which 7 were approved; and 32 appli- cations for General Relief of which 28 were approved.

The preceding figures show a slight increase in expenditures for General Relief during the past year. It may seem that due to in- creased employment activity that the opposite should be true, how- ever, the actual expenditures for relief due to unemployment have been a small percentage of total disbursements. The following figures explain present cases aided :

It is expected that new legislation will be enacted this year to create a new category of relief whereby State and Federal re-imburse- ment will be available to cities and towns for cases that are aided due to being permanently disabled or incapacitated. If this legislation is enacted, considerable saving to the town would result as 63% of entire case load would be included in this category.
During the coming year it is estimated that the amount expended for General Relief will continue at approximately the same figure as was disbursed in 1950.
AID TO DEPENDENT CHILDREN

It will be noted that the numerical case load has not increased as greatly as the individual count. This is due to a new Federal regu- lation which permits one parent to be included for reimbursement by State and Federal funds, resulting in a lesser amount being required as the Town's share of expense.
The question has been asked on several occasions, "Why the need for Aid to Dependent Children Program." This type of aid is given in order that children shall not be deprived of a satisfactory home environment due to loss of parental support and care caused by de- sertion, separation, or death. In connection with this program, effort has been made to require recalcitrant parents to support their children. The Agent and Social Worker have made a total of 39 visits to the Probation office in the District Court and six court appearances as witnesses in effort to secure payments for support by court order. Not all our efforts have resulted in judgments against the offending parent but the total results have been reasonably effective.
We have received excellent cooperation from the clergy of the town in all cases that have been referred to them where it was thought that a reconciliation or satisfactory adjustment might be arranged.
The Lowell Catholic Charitable Bureau has also been very co- operative in aiding families with clothing and household furnishings when necessary, thereby saving expense to this department.

The total case load has not increased as was anticipated despite the fact that 54 new cases were added during the past year. This is due to cases being transferred to other cities and towns, sale of pro- perty with resulting ineligibility ,and removal from rolls by death.
The increase in Social Security Old Age and Survivors Benefit payments effective October 1950 resulted in an approximate saving of $9,600 per year.
A question exists in regard to increased benefits to Old Age As- sistance during the coming year due to proposed changes in the law, however, it has been thought advisable to continue with an adequate appropriation although slightly less than what was appropriated in 1950 until the proposed legislation is clarified.
I would like to thank the members of the Board of Public Welfare and the Bureau of Old Age Assistance for their interest and excellent cooperation during the past year in all matters that have been re- ferred to them by this office.
Mrs. Marguerite Perham, was hospitalized in June of the past year. As her condition did not improve sufficiently for her to return to her duties as Agent, Mrs. Perham submitted her resignation effec- tive upon expiration of her Leave of Absence, January 6, 1951. During . her Leave of Absence, Quincy B. Park was appointed temporary Agent by the Board of Public Welfare. The staff of the Welfare Department wishes at this time to express their appreciation to Mrs. Perham for her continued advice and regret that circumstances necessitated her resignation as Agent.
We would also like to express our appreciation to all the folks that are and have been aided by this office. In almost all instances they have been very cooperative and understanding in our efforts to ad- minister aid as required by existing regulations.

REPORT OF VETERANS' AGENT
We are requesting one clerk and one social worker be added to the staff this year as the present staff finds itself inadequate to pro- perly attend to all the duties that are required. This request has the approval of the District Office of the Massachusetts Department of Public Welfare. It is sincerely hoped that the citizens of this town will vote favorably on this request.

REPORT OF VETERANS' AGENT
To the Honorable Board of Selectmen,
Chelmsford, Mass.
The Veterans' Benefits Department aided 40 applicants during 1950, 10 of whom are classed as permanent and 30 as temporary. These 40 applicants had a total of 64 dependents so we aided a total of 104 persons. There were 4 other cases investigated which were not ap- proved for benefits. A total of 91 home visits was made.
$15,000.00 was expended for Veterans' Benefits in 1950, an in- crease of $4,000.00 over 1949. This was partially due to an increase in the budget set up by the State Commissioner, which averaged about 10%, and an increase in hospital and doctors, bills. These medical bills now amount to 15% of total expenses and are increasing all the time.
