REPORT OF THE TOWN CLERK


ARTICLE THIRTY-THREE: To see if the Town will vote to abandon or discontinue that portion of Manning Road no longer ne- cessary for public use; or act in relation thereto.


ARTICLE THIRTY-FOUR: To see if the Town will vote to ac- cept the following By-law: "All permanent employees of the Town are allowed leave with pay on account of illness or injury from causes other than in the line of duty for 10 days in any year exclusive of Sunday or holidays. This leave is cumulative but not beyond a period of three years or thirty days exclusive of Sundays or holidays. All employees who are absent because of sickness for a period exceeding three days shall present a Doctor's certificate to their Department Head on return for payment of sick leave."


ARTICLE THIRTY-FIVE: To see if the Town will vote to transfer from the Insurance Investment Fund the sum of $1300.00 for the purpose of increasing the fire insurance on the Public Buildings; or act in relation thereto.


AND YOU ARE DIRECTED to serve this Warrant by posting attested copies thereof at the Post Offices in the Center of the Town, South Chelmsford, North Chelmsford and West Chelmsford, and at the school house in East Chelmsford, and the Westlands School House, seven days at least before the time appointed for holding the meeting aforesaid.

SPECIAL TOWN MEETING July 31, 1950


At a Special Town Meeting held in the High School Auditorium on July 31st 1950 at 7:30 P. M. the following business was transacted, the meeting was called to order by Moderator John C. Monahan who requested Town Clerk Harold C. Petterson to read the Warrant, after the Warrant was partly read, on a motion to waive the further reading of the Warrant by T. W. Emerson, it was so voted.


UNDER ARTICLE ONE: It was voted to dismiss this article.


UNDER ARTICLE TWO: It was voted to transfer from the High- way Department Construction and Reconstruction, Town Roads Ac- count to the Highway Department Maintenance and Labor account, the sum of $5,600.00.


UNDER ARTICLE THREE: It was voted to dismiss this article. UNDER ARTICLE FOUR: It was voted to dismiss this article. UNDER ARTICLE FIVE: It was voted to dismiss this article.

UNDER ARTICLE TWELVE: It was voted to transfer from the Excess and Deficiency account the sum of $42.48 for the purpose of paying unpaid bills for the year 1949. This vote was unanimous.


UNDER ARTICLE THIRTEEN: It was voted to accept from Madelyn D. Haskell and Carolyn V. Thomas of Dexter, Maine, the fol- lowing described parcel of land, "Lots 15 and 16 in Block B, on Plan of Westford acres, 1926, Chelmsford, Mass. Lowell's most beautiful Suburb, Owned and Developed by Tri State Realty Co. Inc. Lowell, Mass. E. A. Chamberlin Eng'r." recorded with the Middlesex North District Registry of Deeds, Plan Book 48, Plan 52. Supposed to con- tain about 5,000 sq. ft. of land, more or less. The before mentioned property conveyed subject to all outstanding taxes and assessments.


UNDER ARTICLE FOURTEEN: In regard to the purchase of land in North Chelmsford for school purposes, 45 voted in the affirmative and 28 voted in the negative, this article was defeated and a two thirds vote not received.

UNDER ARTICLE FIFTEEN: It was voted to dismiss this article.


UNDER ARTICLE SIXTEEN: It was voted to transfer from the Highway Department account, Purchase of two new trucks, the sum of $625.00 for the purpose of purchasing a Snow Plow for the High- way Department.


UNDER ARTICLE SEVENTEEN: It was voted to transfer from the Highway Department account, Purchase of Two New Trucks, the sum of $300.00 to the Highway Department, Overhead, Gasoline and Oil for Equipment account.


UNDER ARTICLE EIGHTEEN: It was voted to transfer from the Highway Department account, Purchase of two new trucks, the sum of $85.80 to the Highway Department, Overhead, Street Signs account.


UNDER ARTICLE NINETEEN: It was voted to transfer from the Highway Miscellaneous account the sum of $200.00 for the pur- pose of purchasing a calculator and filing cabinet for the Highway Department office.


UNDER ARTICLE TWENTY: It was voted to accept from Ed- ward E. Boudreau, land situated at Crystal Lake, being lots 178 and 179 as shown on a plan of land called Crystal Lake Park and recorded in the Middlesex North District Registry of Deeds Plan Book 50 Plan 82, supposed to contain about 3,300 sq. ft. of land. This conveyance made subject to all taxes, charges and liens.

UNDER ARTICLE TWENTY-SIX: It was voted to transfer from the Excess and Deficiency account the sum of $100.00 for the purpose of reconstructing Clear Street.


UNDER ARTICLE TWENTY-SEVEN: It was voted to accept Field Street, as laid out by the Selectmen as shown by their report and plan duly filed in the office of the Town Clerk.


UNDER ARTICLE TWENTY-EIGHT: It was voted to transfer from the Excess and Deficiency account the sum of $200.00 for the purpose of reconstructing Field Street.


UNDER ARTICLE TWENTY-NINE: It was voted to dismiss this article.


UNDER ARTICLE THIRTY: It was voted to dismiss this article.


UNDER ARTICLE THIRTY-ONE: It was voted to accept the relocated portion of Manning Road, as laid out by the Selectmen as shown by their report and plan duly filed in the office of the Town Clerk.


UNDER ARTICLE THIRTY-TWO: It was voted to transfer from the Excess and Deficiency account the sum of $500.00 for the purpose of paying land damages in the relocation of Manning Road.

UNDER ARTICLE THIRTY-FOUR: It was voted to accept the following by-Law:

WARRANT FOR SPECIAL TOWN MEETING August 16th, 1950


COMMONWEALTH OF MASSACHUSETTS


Middlessex, ss.


To Lawrence W. Chute, Constable, or any suitable person of the Town of Chelmsford:


GREETING :


In the name of the Commonwealth aforesaid, you are hereby re- quested to notify and warn the legal voters of said Chelmsford to meet in the High School Auditorium at Chelmsford on Wednesday the 16th day of August at 7:30 o'clock in the evening, then and there to act upon the following articles, viz:


ARTICLE 1. To see if the Town will vote to authorize the North Chelmsford School Building Committee or the Board of Selectmen to secure by purchase or otherwise a certain tract of land on the Northerly side of Harding Street and Southerly side of Diamond Street. bounded Easterly by Dunstable Road and Westerly by land of one Putnam, for the purposes as outlined by the State Department of Education, or act in relation thereto.


ARTICLE 2. In the event of affirmative action under the pre- ceding Article, to see if the Town will vote to appropriate the sum of Four Thuosand Five Hundred ($4,500.00) dollars for the purposes of said Article, or act in relation thereto.


ARTICLE 3. To see if the Town will vote to authorize the Board of Health to accept the following three loan offers of the United States of America in connection with a sewerage system survey; (1) Eighteen Thousand Nine Hundred Twenty ($18,920.00) dollars for the Chelms- ford Center Section; (2) Nine Thousand Nine Hundred Twenty ($9,920.00) for the Westlands Section and; (3) Eighteen Thousand Eight Hundred ($18,800.00) for the North and West Sections and appoint a committee of three or more persons to act in conjunction with the Board of Health to execute the before-mentioned survey of said sewerage system, or act in relation thereto.

SPECIAL TOWN MEETING August 16th, 1950


At a Special Town Meeting held in the High School Auditorium at 7:30 P. M. on August 16th 1950, the following business was trans- acted, the meeting was called to order by Moderator John C. Monahan who requested Town Clerk, Harold C. Petterson to read the Warrant, after the Warrant was partly read, Edward Riney moved that the further reading of the Warrant be waived and it was so voted.


UNDER ARTICLE ONE: On a motion made by Robert Picken, it was voted to acquire the following parcels of land either by purchase or by eminent domain, for additional land for a school site in North Chelmsford:


Land now owned by Ernest Bridgeford described as follows:


Beginning at the northwesterly corner of land of Jamros 90 feet from the southwesterly line of James Street as shown on a plan of Blodgett Park; thence northerly to the intersection of the center line of James Street; thence southeasterly 130 feet along the center line of James Street to the land of Jamros; thence westerly along line of Jamros to point of beginning.


Land now owned by Milton Haire described as follows: Beginning at the southeasterly corner of land of Tegelberg and Murray on the northerly side of Harding Street; thence along land of Tegelberg and Murray northerly 170 feet to land of Knox; thence easterly 30 feet along land of Morrow to a point; thence southeasterly still along Mor- row land 160 feet to a point in the northerly line of Harding Street 100 feet westerly from the southwesterly corner of land of one Hill; thence westerly 120 feet along northerly line of Harding Street to point of beginning.

Beginning at the southeasterly corner of land of Putnam; thence northerly 80 feet to a point which point is 200 feet from the southerly side of Diamond Street so called; thence northeasterly in a line par- rallel with and 200 feet southerly from the southerly line of Diamond Street to the land of Knox; thence southerly 120 feet along the west- erly line of said Knox to the land of Tegelberg and Murray; thence westerly 190 feet to point of beginning.


Land now owned by Jamros described as follows: Beginning at a point in the northerly line of Groton Road which point is 120 feet easterly from the intersection of the easterly line of Coolidge Street with the northerly line of Groton Road; thence northerly by other land of grantor and land of Bridgeford 205 feet to a point of 20 feet northerly from the southerly line of the land of one Bridgeford; thence easterly 90 feet to center line of James Street and still easterly along land of Marinel 115 feet to a point; thence southerly still by Marinel land 200 feet to the northerly line of Groton Road; thence westerly along the northerly line of Groton Road in a curved line 210 feet to the point of beginning.


Eighty Six (86) voted in the affirmative.


Twenty Nine (29) voted in the negative.


UNDER ARTICLE TWO: It was voted to transfer from the Excess and Deficiency account the sum of Four Thousand three hundred and seventy-five ($4375.00) with which to pay for such purchase or taking as set forth in the preceding article. The said purchase to be made by the Board of Selectmen.


UNDER ARTICLE THREE: In regard to a sewerage system sur- vey, on a motion made by Harold C. Petterson it was voted to dismiss this article.


Seventy-one voted in the affirmative and twenty-five voted in the negative.


Voted to adjourn this meeting at 9:30 P. M.
