ARTICLE 35. To see if the Town will vote to accept a portion of Donald Avenue as laid out by the Board of Selectmen and shown by their report and plan duly filed in the office of the Town Clerk; or act in relation thereto.

Mackay Memo- rial Library in North Chelmsford in appreciation of the bequest made to the Town of Chelmsford and used for the construction of said library, the sum bequeathed to the Town being three thousand two hundred seven and 35/100 ($3207.35) dollars; or act in relation thereto.


ARTICLE 41. To see if the Town will vote to raise and appro- priate the sum of four hundred ($400.00) dollars for the purpose of purchasing a lowering device and greens for burials for the Cem- etery Department, such purchase to be made by the Cemetery Com- missioners; or act in relation thereto.


ARTICLE 42. To see if the Town will vote to raise and appro- priate the sum of sixteen hundred ($1600.00) dollars for the purpose of purchasing a three quarter ton truck for the Cemetery Depart- ment, such purchase to be made by the Cemetery Commissioners; or act in relation thereto.


ARTICLE 43. To see if the Town will vote to elect by Australian Ballot, one Highway Surveyor for a term of one year, to replace the present Superintendent of Streets, and to be the head of the Highway Department; or act in relation thereto.


ARTICLE 44. To see if the Town will vote to elect by Ballot, five (5) members to the Board of Selectmen, each member to serve a term of three (3) years, or act in relation thereto .


ARTICLE 45. To see if the Town will vote to appoint a commit- tee of three persons from each precinct in the Town to continue the study of the Selectmen-Town Manager form of government for the Town of Chelmsford instituted by vote of the Town in the Annual Town Meeting of 1949, said committee to consist of either members of last year's committee or entirely new members and said committee to report back at the next annual town meeting or special town meet- ing; or to take action in relation thereto.


ARTICLE 46. To see if the Town will vote to authorize the Board of Health, or some other person or persons, to deal with the Federal Government in preparing application for Federal Funds under Public Law 352 for a General Survey and plans and specifications for the first phase of construction of sewerage disposal at Chelmsford; or act in relation thereto.

ARTICLE 48. To see if the Town will vote to appoint a Building Committee to study and secure plans and costs for the construction at the high school of an addition of a six-year school and report at the next Annual or Special Town Meeting; or act in relation thereto.


ARTICLE 49. In the event of affirmative action under the fore- going article, to see if the Town will vote to raise and appropriate a sufficient sum of money for the use of the Building Committee in carrying out the provisions of the foregoing article; or act in relation thereto.


ARTICLE 50. To see if the Town will vote to raise and appro- priate the sum of twenty-five hundred ($2500.00) dollars to hot top the tennis courts at the Westlands and Highland Schools and to erect a fence at the tennis court at the Westlands School; or act in relation thereto.


ARTICLE 51. To see if the Town will vote to abandon or dis- continue that portion of Manning Road no longer necessary for public use; or act in relation thereto.


ARTICLE 52. To see if the Town will vote to accept Section 112A of Chapter 41 of General Laws relating to the employment of veterans; or act in relation thereto.


AND YOU ARE DIRECTED to serve this warrant by posting at- tested copies thereof at the Post Offices in the Center of the Town, South Chelmsford, North Chelmsford, and West Chelmsford, and at the School House in East Chelmsford, and the Westlands School House, thirty days at least before the time appointed for holding the first meeting aforesaid.

REPORT OF THE TOWN CLERK


ANNUAL TOWN MEETING March 13th 1950


The annual business meeting of the Town of Chelmsford was held in the High School Auditorium on Monday evening March 13th, 1950 at 7:30 p,m., the meeting was called to order by Moderator John C. Monahan and Harold C. Petterson, Town Clerk, was request- ed to read the Warrant, after the Warrant was partly read Select- man Carl A. E. Peterson moved that any further reading of the Warrant be waived, and it was so voted.


UNDER ARTICLE ONE: The first business to be taken up was action on article twelve that had been laid on the table until this meeting from a special town meeting held on September 21, 1949, regarding the transfer of a sum of money from the Excess and Deficiency account for the purpose of defraying the cost of a sewer- age survey of the Town; it was voted on a motion by Edmund Welch that this article be dismissed.


On a motion made by Carl A. E. Peterson, it was voted to elect Leslie H. Adams, Sr., a member of the Varney Playground Commis- sion for a term of three years.


Mr. Arthur Nystrom reported for the Committee to study the question of salary adjustments and Mr. Nystrom reported that this Committee had made this study and that in the Finance Committee report recommendations had been made in some instances where salaries were under the average and recommended that these salaries be increased.


Mr. John Dusseault reported for the Committee appointed to study the need of a new fire truck for North Chelmsford and reported that this Committee recommended a new piece of fire apparatus for this station.


Mr. Emerson reported for the Committee to study the advisability of purchasing a new Austin-Weston grader for the Highway Depart- ment and said that this committee had never functioned and it was voted to dismiss this committee from further study.


Mr. Norman Mason reported for the Committee to study the Town Manager form of government, and said that this Committee under article 45 of this meeting recommended that the Committee be increased to eighteen.

Emerson, it was voted to authorize the Board of Selectmen to act as its agent in any suit or suits which may arise during the current year, with authority to settle and adjust any claims or demands for or against the town and to employ counsel whenever in their judgment it is necessary.

REPORT OF THE TOWN CLERK


UNDER ARTICLE FOUR: On a motion made by Harold C. Petterson it was voted that the Town Treasurer be authorized and empowered with the approval of the Board of Selectmen or a majority thereof to borrow money from time to time in anticipation of the revenue of the current financial year beginning January 1st, 1950, and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17 of the General Laws.


UNDER ARTICLE FIVE: On a motion made by Carl A. E. Peterson it was voted to raise and appropriate the sum of $1,512.79 with which to meet unpaid bills of previous years. This vote was unanimous.


UNDER ARTICLE SIX: On a motion made by Arnaud Blackadar, it was voted to raise and appropriate the sum of $4,679.00 to pay the Treasurer of Middlesex County Retirement System the Town's share of the Pension and Expense Fund.


UNDER ARTICLE SEVEN: On a motion made by T. W. Emerson it was voted to transfer from the Overlay Fund the sum of $5,000.00 to be used as a reserve fund at the discretion of the Finance Committee as provided in General Laws Chapter 40 Section 6.


UNDER ARTICLE EIGHT: On a motion made by Warren Wright it was voted to authorize the Board of Assessors to use a sum of money in the amount such as the Tax Commissioner of the Commonwealth of Massachusetts may approve as free cash not in excess of $40,000.00, said sum of money to be used in determining the tax rate for the year 1950.


UNDER ARTICLE NINE: On a motion made by Arthur W. House, it was voted to authorize the Cemetery Commissioners to appoint any or all of the members of said Board to work as laborers in the Cemetery Department at the rate of $1.00 per hour.


UNDER ARTICLE TEN: On a motion made by Harold Eriksen it was voted to authorize the Park Commissioners to appoint any or all of the members of said Board to work in the Park Department at the rate of $1.00 per hour.


UNDER ARTICLE ELEVEN: On a motion made by Carl A. E. Peterson it was voted to raise and appropriate the sum of $1,800.00 for the purpose of purchasing one automobile for the Police Depart- ment, said purchase to be under the supervision of the Board of Selectmen.

UNDER ARTICLE TWELVE On a motion made by Carl A. E. Peterson it was voted that the Town transfer by good and sufficient bill of sale one automobile now used by the Police Department.


UNDER ARTICLE THIRTEEN: On a motion made by Arnaud Blackadar, it was voted to raise and appropriate the sum of $2,750.00 to meet the Town's share of the cost of Chapter 90 Highway Main- tenance.


UNDER ARTICLE FOURTEEN: On a motion made by Arnaud Blackadar, it was voted to transfer from the Excess and Deficiency account the sum of $5,500.00 to meet the State and County's share of the cost of Chapter 90 Highway maintenance, the reimbursements from the State and County to be restored upon their receipt to the Excess and Deficiency Account.


UNDER ARTICLE FIFTEEN: On a motion made by T. W. Emerson, it was voted to raise and appropriate the sum of $3,000.00 to be used for Chapter 90 Construction on the Boston Road.


UNDER ARTICLE SIXTEEN: On a motion made by T. W. Emerson, it was voted to transfer from the Excess and Deficiency account the sum of $9,000.00 to meet the State and County of Middle- sex share of the cost of Chapter 90 construction of Boston Road, the reimbursements from the State and County to be restored upon their receipt to the Excess and Deficiency account.


UNDER ARTICLE SEVENTEEN: On a motion made by Carl A. E. Peterson, it was voted to raise and appropriate the sum of $2,500.00 to be used for Chapter 90 work of the construction of Groton Road.


UNDER ARTICLE EIGHTEEN: On a motion made by Carl A. E. Peterson it was voted to transfer from the Excess and Deficiency account the sum of $7,500.00 to meet the State and County of Middle- sex share of the cost of Chapter 90 construction of the Groton Road, the reimbursements from the State and County to be restored upon their receipt to the Excess and Deficiency account.


UNDER ARTICLE NINETEEN: On a motion made by Arnaud Blackadar, it was voted to raise and appropriate the sum of $5,200.00 for the purpose of purchasing two trucks for the Highway Department, such purchase to be made by the Board of Selectmen.


Mr. Blackadar stated that "these two trucks would be two and one half ton capacity."


UNDER ARTICLE TWENTY: On a motion made by Arnaud Blackadar it was voted to authorize the Town to transfer by bill of sale two trucks now used by the Highway Department.

REPORT OF THE TOWN CLERK


UNDER ARTICLE TWENTY-ONE: On a motion made by John Thompson, it was voted to transfer from Excess and Deficiency the sum of $4,000.00 for the purpose of continuing the survey and maps of the Town under the supervision of the Board of Assessors.


UNDER ARTICLE TWENTY-TWO: On a motion made by T. W. Emerson, it was voted to accept the Honor Roll at the Center Hall Grounds from the Honor Roll Committee.


UNDER ARTICLE TWENTY-THREE: On a motion made by T. W. Emerson, it was voted to authorize the Board of Selectmen to appoint a Committee to be responsible for the maintenance of the Honor Roll.


UNDER ARTICLE TWENTY-FOUR: On a motion made by T. W. Emerson, it was voted to raise and appropriate the sum of $75.00 for the maintenance of the Honor Roll for the year 1950.


UNDER ARTICLE TWENTY-FIVE: On a motion made by Claude J. Harvey, it was voted to dismiss this article, this article pertained to the construction of an addition to the garage in the rear of the Center Town Hall used by the Highway Department. This article was re- considered and on a motion made by T. W. Emerson, it was voted to raise and appropriate the sum of $500.00 to repair the roof on the garage.


UNDER ARTICLE TWENTY-SIX: On a motion made by Arthur Nystrom, it was voted that the Town raise and appropriate the sum of of $14,000.00 for the purpose of purchasing a new piece of fire ap- paratus, the said purchase to be made by the Board of Fire Engineers and that the said purchase be financed in the following manner:
