In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of said Chelmsford, who are qualified to vote in elections, to meet in their several polling places viz:


Precinct One-Town Hall, Chelmsford Centre.


Precinct Two-Town Hall, North Chelmsford.


Precinct Three-Fire House, West Chelmsford.

This proposed amendment of the Constitution provides for the time when the respective terms of office for the governor, lieutenant- governor and councillors shall begin and the time when their res- pective terms end. This measure provides for the creation of a Massachusetts commission for the purpose of conducting once every month a lottery drawing to raise additional funds by means of tickets sold to the public, within the Commonwealth, the net proceeds to be divided as follows: 50 per cent to the winners as prizes, 35 per cent for assis- tance to needy aged persons, 71/2 per cent for assistance to needy blind persons, 71/2 per cent for assistance to dependent children.

If a majority of the votes cast in any such city or town in answer to said question is in the affirmative, such city or town shall be deemed to have declared by popular referendum, pursuant to the Housing and Rent Act of 1950, that a shortage of rental accomodations exists which requires the continuance of federal rent control in such city or town after December thirty-first, nineteen hundred and fifty, and until the close of June thirtieth, nineteen hundred and fifty-one, in accordance with the provisions of said act. WARRANT FOR SPECIAL TOWN MEETING December 11, 1950

To Lawrence W. Chute, Constable, or any suitable person of the Town of Chelmsford:


GREETING:


In the name of the Commonwealth aforesaid, you are hereby re- quested to notify and warn the legal voters of said Chelmsford to meet in the Center Town Hall at Chelmsford on the eleventh day of December, nineteen hundred fifty at 7.30 o'clock in the evening, then and there to act upon the following articles, viz:


ARTICLE 1. To see if the Town will vote to transfer from the Highway Department, Construction and Reconstruction, Bridges Ac- count the sum of Five Hundred Dollars, ($500.00) to the Highway Department, Maintenance Labor Account, or act in relation thereto.


ARTICLE 2. To see if the Town will vote to transfer from the Highway Department Maintenance Materials Account the sum of fif- teen hundred ($1,500.00) dollars and from Maintenance Drainage Ac- count the sum of five hundred ($500.00) dollars, both sums to be transferred to the Highway Department, Snow and Ice Removal Ac- count, or act in relation thereto.


ARTICLE 3. To see if the Town will vote to authorize the Board of Selectmen to relocate a portion of Swain Road according to a plan duly filed with the Board of Selectmen, or act in relation thereto.


ARTICLE 4. To see if the Town will vote to authorize the Board of Selectmen to relocate a portion of Pine Hill Road according to a plan duly filed with the Board of Selectmen, or act in relation thereto.


ARTICLE 5. To see if the Town will vote to transfer from the Excess and Deficiency Account the sum of twenty-four hundred ($2,400.00) dollars to the School Department, Transportation Account, or act in relation thereto.

ARTICLE 9. To see if the Town will vote to transfer from the Police Department, Purchase of a new cruiser account, the sum of three hundred ($300.00) dollars to the Police Department, Gasoline Account, or act in relation thereto.


ARTICLE 10. To see if the Town will vote to transfer from the Police Department, Purchase of a new cruiser account, the sum of fifty ($50.00) dollars to the Police Department, Radio Service Account, or act in relation thereto.


ARTICLE 11. To see if the Town will vote to transfer from the Police Department, Purchase of a new cruiser account, the sum of fifty ($50.00) dollars to the Police Department, Telephones Account, or act in relation thereto.


ARTICLE 12. To see if the Town will vote to accept from Theo- dore A. DeFelice et al of Boone County, in the State of Missouri, the following parcel of land:


Land situated at the corner of 13th Avenue and Willis Drive at Crystal Lake in North Chelmsford as shown on Plan of Land in Plan Book 50 Plan 85 and being lots 921 and 922 and supposed to contain about 3340 sq. ft. of land. This conveyance is to be subject to all outstanding taxes, or act in relation thereto.


ARTICLE 13. To see if the Town of Chelmsford will vote to accept Chapter 820 of the Acts of 1950, regard to the increase of re- tirement allowance to any member who retired prior to November 1, 1949, or act in relation thereto.


ARTICLE 14. To see if the Town of Chelmsford will vote to "RETAIN" the following parcels of land situated between Crystal Lake and the Groton Road in North Chelmsford, so-called

Parcel No. 3: Land consisting of about 1.55 acres formerly owned by Joseph Steinberg and now owned by the Town of Chelmsford as recorded in Book 989, Page 440, in the Middlesex North District Registry of Deeds.


the said land to be retained for the purpose of establishing a Park sometime in future years, in Honor and in Remembrance of all those who served in the armed forces in all branches of service in World War 2.

To see if the Town will vote to transfer from the Adams Library Librarian's Salary Account the sum of fifty and 01/100 ($50.01) dollars and from the Adams Library Assistant Librarian's Ac- count the sum of one hundred ($100.00) dollars, both amounts to be transferred to the Adams Library Repair Account, or act in relation thereto.


ARTICLE 16. To see if the Town will vote to transfer from the Mackay Library Other Expenses Account, the sum of seventy-five ($75.00) dollars to the Adams Library Other Expenses Account, or. act in relation thereto.


ARTICLE 17. To see if the Town will vote to name a building committee to revise plans for a Chelmsford Center Fire House and report back to the next Special or Annual Town Meeting, or act in relation thereto.


ARTICLE 18. In the event of an affirmative vote under the pre- ceding Article to see if the Town will vote to transfer from the Excess and Deficiency Account the sum of one hundred ($100.00) dollars for the purpose of carrying out the preceding article.

SPECIAL TOWN MEETING December 11th, 1950


A special town meeting was held in the Upper Town Hall at Chelmsford Centre on December 11th, 1950.


In the absence of Moderator John C. Monahan, the meeting was called to order at 7:30 p.m. by Town Clerk Harold C. Petterson, the first business to come before the meeting was the election of a Moderator Pro-Tem, and Charles Harrington nominated M. Edward Riney and it was voted that M. Edward Riney be Moderator Pro-Tem.


After Mr. Riney had duly qualified before the Town Clerk, the Moderator requested Town Clerk Harold C. Petterson to read the Warrant and after the Warrant was partly read on a motion made by Arnaud Blackadar it was voted to waive the further reading of the Warrant.


UNDER ARTICLE ONE: On a motion made by Carl A. E. Peterson, it was voted to transfer from the Highway Department, Construction and Reconstruction Bridges account, the sum of $500.00 to the Highway Department, Maintenance Labor account.


UNDER ARTICLE TWO: On a motion made by Theodore W. Emerson, it was voted to transfer from the Highway Department, Maintenance Materials account, the sum of $1,500.00 and from the Maintenance Drainage account the sum of $500.00, both sums to be transferred to the Highway Department, Snow and Ice removal ac- count.


UNDER ARTICLE THREE: On a motion made by Theodore W. Emerson, it was voted, to dismiss this article, this article pertained to the relocation of Swain Road.


UNDER ARTICLE FOUR: On a motion made by Arnaud R. Blackadar, it was voted, to dismiss this article, this article pertained to the relocation of Pine Hill Road.


UNDER ARTICLE FIVE: On a motion made by Vernon Fletcher, it was voted, to transfer from the School Teachers salaries account to the School Department Transportation account the sum of $2,400.00.

UNDER ARTICLE SIX: On a motion made by Carl A. E. Peterson, it was voted to transfer from the Excess and Deficiency account the sum of $14.90 to pay an unpaid bill of a previous year, this vote required a majority vote.


UNDER ARTICLE SEVEN: On a motion made by Arnaud R. Blackadar, it was voted to transfer from the Old Age Assistance account the sum of $1,000.00 to the Welfare Department, Other Cities and Towns account.


UNDER ARTICLE EIGHT: On a motion made by Gordon DeWolf, it was voted to transfer from the Excess and Deficiency account the sum of $1,500.00 to the Veterans Benefits .account.


UNDER ARTICLE NINE: On a motion made by Ralph Hulslander, it was voted, to transfer from the Police Department, Purchase of a new cruiser account the sum of $300.00 to the Police Department Ga- soline account.


UNDER ARTICLE TEN: On a motion made by Ralph Hulslander, it was voted to transfer from the Police Department, Purchase of a New Cruiser account, the sum of $50.00 to the Police Department Radio Service account.


UNDER ARTICLE ELEVEN: On a motion made by Ralph Huls- lander, it was voted to transfer from the Police Department, Pur- chase of a New Cruiser account, the sum of $50.00 to the Police De- partment, Telephones account.


UNDER ARTICLE TWELVE: On a motion made by Harold C. Petterson, it was voted to accept from Theodore A. DeFelice et al of Boone County in the State of Missouri the following parcel of land:


Land situated at the corner of 13th Avenue and Willis Drive at Crystal Lake in North Chelmsford as shown on Plan of land in Plan Book 50, Plan 85 and being lots 921 and 922 and supposed to contain about 3,340 sq. ft. of land. This conveyance is to be subject to all outstanding taxes. This vote was unanimous.


UNDER ARTICLE THIRTEEN: On a motion made by Harold C. Petterson, it was voted to accept Chapter 820 of the Acts of 1950, regard to the increase of retirement allowance to any member who retired prior to November 1st 1949.
