The Selectmen were then apparently faced with the problem of appointing a Director at a full time salary or one who was in a position to devote a great deal of time without compensation. Mean- while, Chief of Police Ralph J. Hulslander was appointed Temporary Director until a satisfactory solution could be found.


It was then decided that a Civil Defense Committee of three members should be appointed, to serve without compensation, who could then delegate the various duties of Civil Defense organization among themselves.


On December 20, 1950. Ulysses J. Lupien, Thomas J. Campbell and Garfield A. Davis were appointed as members of the Civil De- fense Committee.


At this time the Board of Selectmen would like to extend their thanks to Captain Elmer R. Hill and Chief of Police Ralph J. Huls- lander for their work in acting as directors, and also extend their thanks to the present Committee members for their excellent work and unselfish devotion to duty.

CIVILIAN DEFENSE PROGRAM AND ORGANIZATION


Chelmsford, Massachusetts February 19, 1951


Honorable Board of Selectmen


Chelmsford, Massachusetts


Gentlemen:


The organization and administration of the Civilian Defense Program for the Town of Chelmsford will involve a vast amount of details due to the countless directives and pamphlets which will be received from the State and Federal Government. The Committee has agreed to undertake the task just so long as no salaries are pro- vided for its members.


As a basis for the development of the program the Committee is being guided by the following considerations:


1. The Federal appropriations for Civilian Defense are in excess of $13,000,000,000; representing a tax of $90 on every man, woman and child.


2. The State appropriations for the same purposes will add many more millions.


3. The ordinary expenses for town government will require sub- stantial taxes from the taxpayers.


4. The Government will definitely impose a heavy tax burden to meet the estimated expenses to be incurred for military purposes.


5. This town can ill afford any waste, extravagance or unneces- sary expense even under the guise of Civilian Defense.


Objectives


The objectives of the Civilian Defense Committee are as follows, viz. to:


A. Provide a reasonable and adequate defense for all sections of the town.

B. Render assistance to other cities and towns during periods of disaster.


C. Awaken the individual's responsibility in helping to provide for his own protection and that of his fellow townsmen.


D. Avail themselves of whatever services may be placed at their disposal by the heads of our town departments.


E. Meet the objectives with a minimum of interference with the operation of the regular town government.


F. Develop and administer the program at a minimum of ex- pense to the taxpayers.


Organization


Because of the need for close coordination with the Federal, State, and Regional Civilian Defense authorities, the Committee be- lieves that the town organization should be flexible and as free from red tape as possible. Accordingly, the various functions of the pro- gram have been allocated as follows:

Consisting of the regular force augmented by over 100 auxiliaries.


Fire-Alan Kidder, Chief


Consisting of the regular force augmented by over 100 auxiliaries.


Medical and Health


Plans are being developed in conjunction with the Red Cross and Regional Medical authorities.


The advisory committee is conducting a survey to obtain the necessary data and information for use in establishing emergency medical centers, evacuation centers, etc.


Civilian War Aid


The committee is preparing data necessary for the designation of air raid shelters, feeding of disaster victims, etc.


Distribution of Information


The School Committee and their staff are rendering valuable assistance in the distribution of pamphlets to each family.


Town Organizations


The committee realizes the important assistance which can be obtained through such local organizations as Veterans, P. T. A., Boy Scouts, Girl Scouts, church organizations, civic organizations, etc. As time permits the committee intends to meet with each of these groups to solicit their assisance in making the program successful.


This program is a joint undertaking; its success depends on the individuals and groups who are willing to volunteer their services; The committee openly solicits and welcomes suggestions, comments, criticisms and offers of assistance.


The committee wishes to express its appreciation for the co- operation it has received from all department heads as well as for the many offers of service already received from individauls and organizations.


Expense


1. Whatever expenses are incurred should be primarily for proj- ects which are essential to good town government and from which the town will derive continuing benefits.

2. No expense should be incurred because the town, by so doing, may receive a grant from the State or Federal Government. Such a procedure serves to compound waste, inefficiency and extrava- gance in government which are already threatening our economic structure.


The committee recommends that whatever funds are appropriated for Civilian Defense can only be expended on request of the com- mittee and with the approval of the Board of Selectmen.


The committee feels that any danger from outside sources is extremely remote but that the citizens should be prepared to meet any catastrophe calmly, and it does not intend to resort to spread- ing of fear and hysteria to attain its objectives.

GREETING:


In the name of the Commonwealth aforesaid, you are hereby requested to notify and warn the legal voters of said Chelmsford to meet in their several polling places, viz :


Precinct 1. Town Hall, Chelmsford Center.


Precinct 2. Town Hall, North Chelmsford.


Precinct 3. Fire House, West Chelmsford.

ARTICLE 1. To hear reports of Town Officers and Committees : or act in relation thereto.


ARTICLE 2. To raise and appropriate such sums of money as may be required to defray Town charges for the current year ; or act in relation thereto.


ARTICLE 3. To see if the Town will authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year, with authority to settle and ad- just claims or demands for or against the Town; and to em- ploy counsel whenever in their judgment it is necessary ; or act in relation thereto.


ARTICLE 4. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the current financial year ; or act in relation thereto.

ARTICLE 5. To see if the Town will vote to raise and appropriate a sufficient sum of money with which to meet un- paid bills of previous years ; or act in relation thereto.


ARTICLE 6. To see if the Town will raise and appro- priate the sum of thirty-eight hundred ninety-four ($3,894.00 ) dollars to pay to the Treasurer of the Middlesex County Re- tirement System, the said amount being the Town's share of the Pension and Expense Fund; or act in relation thereto.


ARTICLE 7. To see if the Town will vote to transfer from the Overlay Reserve Account a sum not exceeding Five Thousand ($5,000.00) dollars to be used as a Reserve Fund at the discretion of the Finance Committee as provided in General Laws Chapter 40, Section 6; or act in relation thereto.


ARTICLE S. To see if the Town will vote to authorize the Board of Assessors to use a sum of money in the amount such as the Commissioner of Corporations and Taxation of the Commonwealth may approve as free cash, said sum of money to be applied in determining the tax rate for the year 1951 ; or act in relation thereto.


ARTICLE 9. To see if the Town will vote to authorize the Cemetery Commissioner to appoint any or all of the mem- bers of said Board as laborers to work in the Cemetery De- partment at the rate of one ($1.00) dollar per hour; or act in relation thereto.


ARTICLE 10. To see if the Town will vote to authorize the Park Commissioner to appoint any or all of the members of said Board as laborers to work in the Park Department at the rate of ($1.00) dollar per hour ; or act in relation thereto.


ARTICLE 11. To see if the Town will vote to raise and appropriate a certain sum of money for the purpose of pur- chasing two automobiles for the Police Department, said pur- chases to be made under the supervision of the Board of Se- lectmen; or act in relation thereto.


ARTICLE 12. In the event of an affirmative vote under the previous Article, to see if the Town will vote to transfer by good and sufficient Bill of Sale two automobiles now used by the Police Department; or act in relation thereto.

ARTICLE 13. To see if the Town will vote to raise and appropriate the sum of three thousand ($3,000.00) dollars to meet the Town's share of the cost of Chapter 90 Highway Maintenance; or act in relation thereto.


ARTICLE 14. In the event that an affirmative action is taken on the foregoing Article, to see if the Town will vote to transfer from the Excess and Deficiency Account six thou- sand ($6,000.00) dollars to meet the State's and County's shares of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to the Excess and Deficiency Account ; or act in relation thereto.


ARTICLE 15. To see if the Town will vote to raise and appropriate the sum of forty-five hundred ($4,500.00) dollars to be used for Chapter 90, Construction on Groton Road; or act in relation thereto.


ARTICLE 16. In the event that an affirmative action is taken on the foregoing Article, to see if the Town will vote to transfer from the Excess and Deficiency Account thirteen thousand five hundred ($13,500.00) dollars to meet the State's and County's shares of the cost of the work, the reimburse- ments from the State and County to be restored, upon their receipt, to the Excess and Deficiency Account ; or act in rela- tion thereto.


ARTICLE 17. To see if the Town will vote to raise and appropriate the sum of two thousand five hundred ($2,500.00) dollars to be used for Chapter 90, Construction on Concord Road; or act in relation thereto.


ARTICLE 18. In the event that an affirmative action is taken on the foregoing Article, to see if the Town will vote to transfer from the Excess and Deficiency Account seventy- five hundred ($7,500.00) dollars to meet the State's and Coun- ty's shares of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to the Excess and Deficiency Account ; or act in relation thereto.


ARTICLE 19. To see if the Town will vote to raise and appropriate the sum of fifty-five hundred ($5,500.00) dollars for the purpose of purchasing two trucks for the Highway De- partment, such purchase to be made by the Board of Select- men, or act in relation thereto.

ARTICLE 20. In the event of an affirmative vote un- der the previous article, to see if the Town will vote to transfer by good and sufficient bill of sale, two trucks now used by the Highway Department, or act in relation thereto.


ARTICLE 21. To see if the Town will vote to raise and appropriate the sum of four thousand ($4,000.00) dollars, or some other sum, for the purpose of continuing the survey and maps of the Town under the supervision of the Board of As- sessors ; or act in relation thereto.


ARTICLE 22. To see if the Town will vote to raise and appropriate the sum of fifteen hundred ($1,500.00) dollars for the purchase of a sand spreader for the highway department, said purchase to be made under the supervision of the Board of Selectmen ; or act in relation thereto.


ARTICLE 23. To see if the Town will vote to raise and appropriate the sum of fourteen thousand ($14,000.00) dollars for the purpose of installing adequate lighting at the McFarlin School, or act in relation thereto.


ARTICLE 24. To see if the Town will vote to authorize the Selectmen to take by eminent domain, for the purpose of constructing and maintaining a parking area in Chelmsford Center, a certain area as laid out by the Selectmen and shown on a plan filed in the office of the Town Clerk, or act in rela- tion thereto.


ARTICLE 23. If action on the foregoing article is in the affirmative, to see if the Town will raise and appropriate a certain sum for the purpose of grading and conditioning afore- said lot for a parking area, or act in relation thereto.


ARTICLE 26. To see if the Town will vote to amend the Zoning By-Laws by adding a new section to Precinct ? (North), a business area. No. 3. All of the land within the area bounded, Easterly by Church Street ; Westerly by Prince- ton Street ; and Northerly by land, now or formerly, of Mar- tin L. and Josephine M. Delorey ; or act in relation thereto.


ARTICLE 27. To see if the Town will vote to authorize the Board of Health by majority to accept the offers, and any amended offers, of the United States of America to make ad-

vances pursuant to Public Law 352 81st Congress to the Town of Chelmsford for the preparation of an engineering report, plans and specifications for a comprehensive sanitary sewerage system for the Town of Chelmsford; and to enter into any and all agreements and to do each and everything necessary or proper in order to obtain the payment by the United States of America of advances for said purposes ; or act in relation thereto.


ARTICLE 28. To see if the Town will vote to author- ize Mr. Edmund J. Welch, of the Board of Health, to act as the authorized representative of said Board, to furnish to the United States such information, data and documents as may be required, to take any and all other action as may be neces- sary to obtain the advances and secure the preparation of all necessary engineering report, plans and specifications for the above work, and otherwise to act as the authorized representa- tive of the Town of Chelmsford in this connection, or act in relation thereto.


ARTICLE 29. To see if the Town will vote to authorize the Board of Health by majority vote to approve the engineer- ing report, final plans and specifications when completed and to furnish a certificate of such approval to the United States of America ; or act in relation thereto.


ARTICLE 30. To see if the Town will vote that the terms, laborers, workmen and mechanics as used in the Work- men's Compensation Law found in Chapter 152 of the General Laws shall include all employees of the Town; or act in rela- tion thereto.


ARTICLE 31. To see if the Town will raise and appro- priate a certain sum of money for the purpose of paying a premium for insurance providing workmen's compensation benefits ; or act in relation thereto.


ARTICLE 32. To see if the Town will vote to raise and appropriate the sum of twenty-five hundred ($2,500.00) dollars for the purpose of installing a plumbing and heating system, water service and cesspool in the American Legion Quarters Post 313 on Gay Street, the installation to be under the supervision of the Board of Selectmen ; or act in relation thereto.

ARTICLE 33. To see if the Town will vote to raise and appropriate the sum of fifteen hundred ($1,500.00) dollars for the purpose of having certain Town records microfilmed, or act in relation thereto.


ARTICLE 34. To see if the Town will vote to raise and appropriate the sum of eighteen hundred ($1,800.00) dollars for the purchase of a three quarter ton pickup truck for the Fire Department, said purchase to be made under the super- vision of the Board of Fire Engineers, or act in relation there- to.


ARTICLE 35. To see if the Town will vote to raise and appropriate the sum of fourteen hundred ($1,400.00) dollars for the Fire Department for the purpose of making repairs and repainting former Engine 2 prior to its usage as Engine 4 at East Chelmsford; or act in relation thereto.


ARTICLE 36. To see if the Town will vote to au- thorize the Selectmen to grant an easement to the Lowell Electric Light Corporation to locate a pole with wires and cables thereon on the town land in the Crystal Lake Area ; or act in relation thereto.


ARTICLE 37. To see if the Town will vote to amend the sick leave by law by adding the following : "The provision of this by-law which permits an accumulation of sick leave shall apply to employment prior to the effective date of this by-law.'


ARTICLE 38. To see if the Town will vote to amend the Zoning Laws of Precinct 2 extending the business area on the westerly side of Tyngsboro Road in whole or in part from the present boundary northerly to and including the premises now of Mrs. Mabel Syvret at 112 Tyngsboro Road, the wester- ly line to be 200 feet from and parallel to Tyngsboro Road ; or act in relation thereto.


ARTICLE 39. To see if the Town will vote to amend the Zoning Laws of Precinct 2 by designating as business area all or part of the land on the Easterly side of Tyngsboro Road from the present business area boundary northerly to Sleeper Street, the easterly line to be 400 feet from the parallel to Tyngsboro Road; or act in relation thereto.

ARTICLE 40. To see if the Town will vote to amend the Zoning Laws of Precinct 2 by designating as industrial area all the land between the B & M R. R. tracks and the Mer- rimack River, bounded on the South by the Lowell City Line and the North by the Tyngsboro Line; or act in relation thereto.


ARTICLE 41. To see if the Town will vote to amend the Zoning Laws of Precinct 2 by designating as industrial area all the land bounded by Sleeper Street, the B & M R. R. tracks and Wotten Land and a line 400 feet from and parallel to Tyngsboro Road; or act in relation thereto.


ARTICLE 42. To see if the Town will vote to widen Fletcher Street from Chelmsford Street to North Road, to erect a sidewalk along said Fletcher Street ; or act in relation thereto.


ARTICLE 43. To see if the Town will vote to autho- rize the Selectmen to secure by purchase or otherwise a certain area of land in the Vinal Square section of North Chelmsford, said land to be used for the extension of the parking lot located in said section ; or act in relation thereto.


ARTICLE 44. In the event of an affirmative vote under the foregoing article, to see if the Town will vote to raise and appropriate a certain sum of money to carry out the provisions of said article ; or act in relation thereto.


ARTICLE 45. To see if the Town will vote to change the closing date for the submission of articles for the warrant for the Annual Town Meeting from January 21 to January 15; or act in relation thereto.


ARTICLE 46. To see if the Town will vote to autho- rize the Selectmen to appoint a firm of Engineers to revalue all real estate property located in the town.


ARTICLE 47. In the event of an affirmative vote under the previous Article, to see if the Town will vote to raise and appropriate a certain sum of money for the purpose of said revaluation.

ARTICLE 48. To see if the Town will vote to accept Sections 19 and 24 of Chapter 114 with respect to certain records to be kept by the Town Clerk; or act in relation thereto.


ARTICLE 49. To see if the Town will vote to instruct the Treasurer to place one half of the present "Sale of Lots and Graves" account and one half of future receipts from sale of same in a "Cemetery Expansion Fund" account to be in- vested at interest ; or act in relation thereto.


ARTICLE 50. To see if the Town will vote to trans- fer two hundred ($200) dollars from the "Sale of Lots and Graves Accounts" in the Cemetery Department, said sum to be used for repairs to cemetery grounds and historic head- stones; or act in relation thereto.


ARTICLE 51. To see if the Town will vote to accept a portion of Swain Road as laid out by the Board of Select- men and shown by their report and plan duly filed in the office of the Town Clerk; or act in relation thereto.


ARTICLE 32. To see if the Town will vote to raise and appropriate a certain sum of money for the purpose of reconstructing a portion of Swain Road; or act in relation thereto.


ARTICLE 53. To see if the Town will vote to accept a portion of Pine Hill Road as laid out by the Board of Selectmen and shown by their report and plan duly filed in the office of the Town Clerk; or act in relation thereto.


ARTICLE 34. To see if the Town will vote to raise and appropriate a certain sum of money for the purpose of reconstructing a portion of Pine Hill Road; or act in relation thereto.


ARTICLE 55. To see if the Town will vote to accept a portion of Leedberg Street, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the office of the Town Clerk; or act in relation thereto.


ARTICLE 36. To see if the Town will vote to accept a portion of Merilda Avenue as shown on a plan of said street duly filed in the office of the Town Clerk; or act in relation thereto.

AND YOU ARE DIRECTED To serve this Warrant by posting attested copies thereof at the Post Offices in the Center of the Town, South Chelmsford, North Chelmsford, and West Chelmsford, and at the School House in East Chelmsford, and Westlands School House, thirty days at least before the time appointed for holding the first meeting aforesaid.
