It will be seen from the financial exhibit, the Town indebtedness remains about the same as a year ago. But for the over expendi- tures in the highway department, and the new bridges built, the balance would have been in the Town's favor about 1500 dollars. In regard to this extra expense, we have to say, that the Bridge ex- penses were unavoidable, as upon examination by experts they were found unsafe for public use. The new ones we regard as a credit to the builder. The extra expense on the Highways was for the most part unavoidable, as we deemed it necessary, to protect the Town from damage and liability to litigation.

I would recommend that some action be taken in regard to the Culverts in the Town, and set aside some portion of the money ap- propriated for that purpose, as there are quite number that need to be repaired, and quite a number of old ones to be taken up.


I would recommend that some action be taken in regard to the Centre road from Holden line to West Rutland, as it is in the worst shape of any in Town. Also the Railings need repairing. You will see by the Selectmen's Report that I have repaired quite a number, and there are many more that need repairing.


There have been two new Bridges made, and three old ones re- paired.

Russell, also sent a number of Reports ; and the Secretary of the Commonwealth has sent Census Report, Special Laws, Manual of the General Court, and a number of other books.


The number of books that were taken out for the past year was 1772.


We wish to repeat the last sentence of the report for last year, namely : " We renew our former suggestions as to the treatment of books ; a good book is a good friend, let us treat it as such." And also to say that more care must be taken by a few persons of the books they take out.

REPORT OF THE


SCHOOL COMMITTEE,


FOR THE YEAR 1889.


FELLOW CITIZENS :


Nine schools have been maintained during the year just closed, seven of which have been continued through the entire year, and two have been consolidated for half the year with neighboring ones, there being in them an insufficient number of pupils to warrant the Committee in continuing their separate existence.


There has been no school in No. 9 during the year; the school in No. 2 was united with No, 4 in the summer, and No. 3 was consol- idated with the same in the winter.


We estimate the advantages of such consolidation to be many. Among them may be mentioned :


1st. Better schools, more ambition on the part of both pupils and teacher.


2d. We are able to secure better teachers; no teacher who is anxious to excel in her calling prefers to have a school of half a dozen pupils.


3d. In many, if not in all cases, the pupils are transported from their own to the neighboring school with less exposure of physical health than to walk the half mile or more to their own school-house.


4th. Less cases of absenteeism and tardiness; in fact, none of the latter on the part of children thus carried.


5th. Less expense; the cost of transportation of a school of 10 or less pupils is accomplished at about one-half the expense of main- taining a school.

6th. If this policy could be extended to one or two more schools, an addition of from two to four weeks might be made to our pres- ent school year without extra expense therefor.


Is not the end sought worthy our attention and action ?


Your Committee therefore, in view of the above, consider their policy a good one, and ask that you make the necessary appropria- tion for its continuance and extension.


In general we consider the condition of the schools during the past year as fully up to the average; but we freely admit that this average is not as high as we desire and hope to see it in the near future.


When our teachers fully understand and faithfully execute our directions, relative to our course of study, introduced this year, we may expect better results.


Our teachers' meetings have been for the most part a failure, on account of the weather and other circumstances, at the appointed times therefor, and thus we have been deprived of an important element of success in our work as we believe.


That the Committee should at certain times visit all the schools, note their excellencies and defects, address the pupils on such mat- ters as seem to them wise and judicious; and immediately after- ward, at a teachers' meeting, make such suggestions to the teachers as the results of their visit and the good of the schools call for; and in a familiar way confer thus with the teachers concerning the work of individual schools, both answering questions and hearing the ex- perience of those teachers who are qualified to advise, thereby not only acquainting themselves with the work of each school-room, but bearing a part themselves in making the school a success, is, in our mind the ideal of supervision of country schools by the School Com- mittee. Such a plan calls for time and thought, but for such time and thought a town can well afford to pay. .
