REPORT OF THE HIGHWAY SURVEYOR.
TO THE SELECTMEN OF RUTLAND :
The Town at its last March meeting appropriated the sum of fifteen hundred dollars for the repairs of Highways and Bridges. There was expended under my direction, for men's labor and teams,

I had intended to have had all the money to be used for scraping expended in the Spring months. or before the first of July, aud should have done so but for a disarrangement for the use of teams. The Town might guard against a part of this difficulty by owning and keeping at the Town Farm a pair of horses suitable for the business, using them a part of the time for this business, and the rest of the year to do the work upon the farm.
I had intended to use a large share of the unexpended balance left after finishing with the scraper. in repairing the road known as the Stage road, from Holden line to West Rutland, where many places can only be suitably repaired by carting : but the damage done by the rains, and the condition of the bridges, rendered it impossible.
I have allowed for men's labor 15 cents per hour. or 1.50 per day. For teams, I have allowed for man and pair of horses four dollars per day ; and have allowed one shilling per hour in the winter.

GENTLEMEN :
There has been added to the Library, the past year, by gift five books, namely: The Theater, by Josiah W. Leeds. Second An- nual Report of the State Agricultural Experiment Station. Acts and Resolves of the General Conrt, Mass., 1885. Names changed in Mass. from 1780 to 1883, and Manual for the General Court, 1885. The four last from the Secretary of the Commonwealth. As the town appropriation was small no books have been added by pur- chase. The whole number of books in the Library is 1312. Num- ber taken out the past year 2132.

Your committee would respectfully call the attention of all read- ers of the books to our report of last year; and we must emphasize the matter and insist that more care must be taken in the use of the books. No covers of the pages should be turned down to keep the place, nor any cross or any mark on the pages. A strip of paper or any other book mark can be had easily. Some, when they get books, put them in the bottom of their wagons to carry home, and seem to think they never can wear out or get dirty. Please read the rules in every book.
Your committee would recommend an annual appropriation of at least one hundred dollars, so as to keep the Library in good repair and buy a few books every year, or, what we think would be better, appropriate the Dog fund for that purpose.

I wish to say a word in regard to some books that belong to the Town. They are Reports of cases argued and determined in the Supreme Judicial Court of Massachusetts. We have almost a complete set. The volumes missing are 4th Mass. Term Reports, 16th Pickering's Reports, 2d and 11th Metcalf's Reports. The Reports are valuable, and were they studied, might save many a lawsuit. For one, I wish we might find them. Perhaps they may have been taken by some one in town while the books and papers were kept loosely in the Town House, and been forgotten. If any one knows of them or either of them. I would thank then if they would take the trouble to return them to nie.

REPORT OF THE SCHOOL COMMITTEE

To the People of Rutland :
In presenting our annual report, we not only comply with the law of the Commonwealth, but strive to interest you in the welfare of our schools. The problem of successfully supporting the school system. in these back towns, is one fraught with much difficulty ; and while we realize that the welfare, not only of the town, but of the state, is dependent on the solution of it ; we also feel that the people do not see the vital necessity for an earnest, united effort to master the difficulty, and unitedly labor to place the schools of this town on a firm and successful basıs.
We say the welfare of the state depends on the solution of this question, and we think the statement is not too strong, for just as surely as the little streamlets which trickle down from our thousands of hillside springs, united form the mighty power which moves the world of commerce and manufacture ; just so surely the boys and girls from our hillside homes furnish the bone and sinew, the power of mind and body, which controls these mighty agents and makes them yield obedience to the power of man.

Just so surely as our cities need the pure life-giving water from our hills, just as surely they need the pure and vigorous strength of manhood, which alone can come from the same source.
A great responsibility, then, rests with us that our children should be well equipped to take the places and the duties to which they will be called. The burden is heavy for us, but it cannot be lightened with safety,and cannot be thrown down without disaster. Statistics show that the criminal class is largely the ignorant class. Shall we do our part, as parent or citizen, that every child among us shall have an equal chance to the benfits of an education ?
In order to do this we must work together. It is not for the pa- rent to stand aside and place the blame of failure on teacher or committee. It is not for the citizen to wash his hands of the whole matter because he has no children to send to school. It is not for the teacher to say, the home training is such that we can do noth- ing with this pupil. It is not for the committee to say. you demand perfection, where we are powerless to produce even partial suc- cess. But it is for all to unite, and, placing all personal theories and conveniencies aside, labor for that system in our public schools which will be of the mnost benefit to the greatest number. Let us put aside as much as possible the selfishness, which is common to us all; and feel that the plan which to-day is inconvenient for us, may to-morrow be the one which we would most desire.
