SECTION 2 .- The Association shall have authority to make contracts for the lease of Real Estate and Personal Property, to be used on the plant of the Association, such contract to be in accordance with these By-Laws.
SECTION 3 .- The Association hereby select the Holden Poor Farm and the Personal Property there- on, as the plant of the Association, for the term of five years.

ART. 9-The Stock and Personal Property on the said farm in Holden, to be valued for the next five years as the last eight years, such valuation to be charged against the Association, and any deficiency or increase at the final settlement, shall be considered as common items of expense or gain, to be bourne by each Town pro- rata, according to the number of weeks' board of paupers each stand charged with at each annual settlement.
Articles of Agreement Between the Town of Holden, by its Com- mittee, and the Poor Farm Association.
The Town of Holden, by its Committee, chosen and authorized by vote of the Town, at a legal meeting held November, 1897, hereby agrees to furnish Real Estate, known as the Holden Poor Farm, with the Personal Property con- nected therewith, to the POOR FARM ASSOCIATION on the following terms and conditions:
ARTICLE I .- The Association shall carry on the farm after the manner of good husbandry, spending the hay and fodder grown on the place.
ART. 2 .- The Association shall pay to the Town of Holden the sum of Three Hundred and Twenty-five Dollars ($325.00) per year, for the term of five years, from Ist of April, 1898, as rent for the Real Estate.
ART. 3 .- The Towns shall make all necessary repairs, altera - tions and additions at their expense.
ART. 4 .- The Personal Property shall be taken at the former appraisal.
ART. 5 .- The Personal Property shall be appraised by three disinterested men, consisting of the Chairmen of the Boards of Assessors of the Towns of Leicester, Shrews- bury and West Boylston, or by some member of these Boards, at the end of the five years. And any de-

ficiency in the valuation at the close, compared with the previous valuation, shall be deemed an expense of the Association, and any excess in the second valua- tion over the first shall be credited to the Association in settlement with Holden.
ART. 6 .- The Association shall pay 6 per cent, per year to Holden for the use of the Personal Property, reckoned upon the first appraisal. The Association shall keep the Personal Property fully insured.
ART. 7 .- The salary and expense of the Board of Manage- ment shall be paid by the Town they represent.
ART. 8 .- The sums above mentioned shall be in full satisfac- tion for the use of said property, and this writing in nature of contract shall be binding upon all parties, when signed by the committees authorized to do so, by the vote of their respective Towns.

TO THE BOARD OF HEALTH OF THE TOWN OF RUTLAND.
As Inspector of Animals and Provisions of the Town of Rutland, I beg leave to report as follows: Since the Spring or General Inspection, which closed May Ist, 1897, there has been reported to mne by this Board of Health, forty animals belonging to nineteen different owners.
Of this number, thirty-four were quarantined and tested. Twenty-seven reacting and condemned. Ten were shipped to cattle commissioners at Brighton, and seventeen killed and buried on the premises of the owner. Of slaughtered animals, only two reported, both found free from disease. Several cases of sick and dead animals have been reported which did not come under quarantined inspection.

The whole number of books taken from the Library during the year was 1566.
Eighty-two new volumes have been added to the Library by purchase, and six volumes have been given, viz .: 3 by Mr. Eugene Tappan; I by Mrs. R. B. Miles; I by Miss Carrie Upham, and one by Mrs. Dr. Swan.
A new supplement of eight pages has been printed, which includes all the books to the present time.
Through the courtesy of the Woman's Educational As- sociation, 25 volnmes of their travelling library have been loaned to us for six months, or until May Ist.

REPORT
OF
Superintendent of Water Works.
There has been an extension of the water system, by the laying of 588 feet of two-inch pipe at Pound Hill, and 312 feet on Paxton Road, together with about 600 feet of one- inch and three-fourths inch pipe, at a cost of $346.32, secur- ing eleven additional water takers, the past year.
The working of the entire system has been very satis- factory. There has been no break in the main pipe or in the service or supply pipes; no inconvenience or trouble from freezing, and the expense of maintaining and running the pumping plant has not exceeded the most sanguine expecta- tion. The whole system has proved to be thoroughly con- structed. An analysis of the water is made every month by the State Board of Health, which shows it to be uniformly pure in quality. From this fact (the purity of the water), it has become necessary to use a compound to counteract the effect of the water upon the tubes of the boiler, which has caused pitting to some extent. The amount of water pumped during the year is five million, seven hundred and seventy- five thousand, eight hundred and twenty-five gal. (5,775,825). The tank, holding 221,000 gallons, was filled in 9 hours from the time of starting the fire under the boiler, the pump work- ing with the greatest ease.
There has been no scarcety of water at any time during the year, and the patrons have been cut off only three times; twice for a few hours to make connections with the Main at Pound Hill, and on Paxton Road, and once to cleanse out the stand pipe.
