It has been the aim of the Town officers to keep the amount expended within the appropriations, and this is true of nearly all of the departments.
Orders have been drawn for schools which have considerably exceeded the appropriation, which will be explained in the school report.
Also, the incidental department is in excess. About $165 has paid to Worcester Insane Hospital for G. P. Browning, which will be reimbursed to the town.

The appropriations last year amounted to $14,125.00. Total amount of orders drawn $14,340.01. Of this sum $567.46 due from State aid, one-half cattle inspection $55.75, and the amount of school fund received from the State $881.89, will make the amount actually expended about $1,300.00 less than the appropriations.
There is a decrease of $1,300.00 in the liabilities of the town over last year, and a gain in the resources of $5,556.23, which very materially lessens the indebtedness of the town.
The Selectmen would recommend that the Town raise and ap- propriate for the coming year :

REPORT OF THE SUPT. of the WATER DEPARTMENT.
The water system has taken on six new patrons during the past year, which will increase the water rent about $60.00 the coming year. The increase of last year over the year before was about $50.00. At this ratio it will not be many years before it will have doubled its rentals, outside of the State sanitarium.
The past year has been very expensive in cost of fuel. The first half of the year coal was nearly double the former price, and the last part of the year a larger amount of coal was used. on ac- count of the extreme cold winter, as many patrons had to keep the water constantly running to avoid freezing. A waste that was par- donable only under the circumstances. The Water Commissioners in arranging with Mr. Lawrence for his services for the past year, raised his salary from $2.00 to $2.50 per day, and the extra time in pumping during the winter has added considerably more to the cost of engineers services for the year.
The Town voted only $300 for the Hydrant service; $150 less than the previous year. This, together with the necessary increased cost of fuel and pumping has made the water system hardly self supporting for the past year.
Notwithstanding the intensely cold winter none of the mains have frozen, and only a few service pipes have been seriously affected.
