To EITHER of the Constables of the Town of Rutland, in the County of Worcester.


Worcester, ss.


Greeting :


In the name of the Commonwealth of Massachu- setts, you are directed to notify the inhabitants of the town of Rutland, qualified to vote in elections and in town affairs, to meet at the town hall, in said Rutland, on the twenty-fifth day of March inst., at nine o'clock in the forenoon, then and there to act on the following articles :


ARTICLE 1 To choose a Moderator to preside at said meeting.


ART. 2 To hear the annual reports of the town officers, and act thereon.


ART. 3 To bring in and deposit their ballots for a Town Clerk for three years, for three Selectmen for one year, for three Assessors for one year, for three Overseers of Poor for one year, for a Town Treasurer for one year, for a Collector of Taxes for one year, for five Constables for one year, for an Auditor for one year, for one member of the School Committee for three years, for one member of the Water Commission- ers for three years, for one member of the Water Com- missioners for two years, for one Trustee of Public

Library for three years, for one member of the Board of Health for three years, for a Surveyor of Highways for one year, for a Tree Warden for one year, and to vote " Yes " or " No " on the question " Shall license be granted for the sale of intoxicating liquors in this town ? "


All the above to be voted for on one ballot, each to specify the person to be voted for by placing a cross (X) after his name.


The polls will be open at ten o'clock A. M., and may be closed at two o'clock P. M.


ART. 4 To choose all necessary town officers and committees.


ART. 5 To see what interest shall be paid on taxes not paid in a specified time.


ART. 6 To see if the town will authorize the Treasurer to borrow money for the use of the town, in anticipation of taxes, under the approval of the Selectmen.


ART. 7 To see what sums of money the town will raise and appropriate for the support of the public schools, for repairs on highways and bridges, for sup- port of poor, for state and military aid, for salaries of town officers, for use on memorial day, for contingent expenses and paying debts.


ART. 8 To see if the town will accept the list of jurors as presented by the Selectmen.


ART. 9 To see if the town will enforce the Sunday Law against hunting and fishing.

ART. 10 To see if the town will vote to make an appropriation to the Water Department on account of hydrant service.


ART. 11 To see if the town will vote to raise and appropriate money for maintainance of street lights, or act thereon.


ART. 12 To see if the town will vote to raise and appropriate money for the employment of a School Physician.


ART. 13 To see if the town will vote to recind any or all votes in relation to furnishing water to the State Sanatorium.


ART. 14 To see if the town will vote to au- thorize the Water Commissioners to meter the water used by water takers, or to take any action in relation thereto.


ART. 15 To see if the town will vote to pay cer- tain bills against the town, held by Owen McGann, and A. O. Chickering, and appropriate money therefor.


ART. 16 To see if the town will vote to pur- chase a set of scales for the use of the town, and ap- propriate money therefor.


ART. 17 To see if the town will vote to deter- mine the compensation for breaking roads.


ART. 18 To see if the town will vote to purchase a fireproof safe for the use of the Assessors.


ART. 19 To see if the town will vote to accept of the security offered by the former Tax Collector.

ART. 20 To see if the town will vote to ap- propriate money to pay for Coperative Surety on the bonds of its bonded officials, as provided by Acts of 1897, or act anything thereon.


ART. 21 To see if the town will vote to accept the provisions of Chapter 11, Section 339 of the Re- vised Statutes relating to the term of town officers.


ART. 22 To see if the town will vote to raise and appropriate money for repairs on the public build- ings.


ART. 23 To determine the compensation of the Collector of Taxes and Treasurer.


And you are directed to serve this warrant, by posting up attested copies thereof agreeable to vote of the town. One at each post-office and one at the Congregational Church in said town, seven days at least before the time of holding said meeting.


Hereof, fail not and make due return of this war- rant, with your doings thereon to the Town Clerk at the time and place of meeting aforesaid.

The number of books taken from the library has been 2,100


Through the generosity of individuals and various organizations the reading room is well supplied with standard literature, which we hope the people of the town will make use of. The publications which have been kindly contributed, are as follows:


Scientific American, Outlook, The World of To-day and Cos- mopolitan, given by The Fire Department.


Leslie's Weekly, The Travel Magazine and McClure's Magazine given by the Home Relief and The Woman's Union.


The Country Gentlemen, Farming, New England Homestead, given by the Grange.


The Christian Endeavor World, given by the Christian En- deavor Society.


Country Life in America, given by David F. Putnam St. Nicholas, given by Mrs. J. P. Munroe.


Saturday Evening Post, given by Mrs. W. H. Bartlett Ladies' Home Journal, given by Mrs. Mary Converse. A Map of the United States, given by C. W. Dodge. Three Books have been given by L. Q. Spaulding. One Book given by Mrs. S. E. Munroe

The appearance of the reading room has been much improved by being tinted, which work was contributed by Mr. Spaulding.


A short time since B. W. Potter, Esq., presented to the town | a bust of Abraham Lincoln, which has been placed in the reading room, helping very much to beautify it.

Early in the winter we were successful in interesting the State Library Commission, in the condition of our Library, and they agreed to furnish an expert to reorganize and classify the Library, providing we would furnish board and what assistance was needed. Accordingly in January we made arrangements for the work to be done, part of the board of the lady was contributed by Mrs. Spaul- ding, and the rest furnished at a low rate by Miss Putnam.


The services of the Librarian and Mrs. Bush and Mrs. Smith were secured as assistants, and they gave their time for a compara- ti vely small compensation. The work lasted four weeks, and being completed, leaves the Library now in better working order than it ever was before.


To all those who have so kindly contributed to the Reading Room, and to the work of putting the Library in its present con- dition, the Trustees wish to hereby express their thanks. And we trust that the citizens will show their appreciation of the improved condition of the Library, by making a more general use of it,


We wish that the coming year there may be a catalogue printed, making a list of the contents of the library, easily available to the people.


We therefore ask that the whole of the dog fund be appropri- ated for the use of the Library.
