GREETING :
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in town affairs, to meet at the several voting precincts in the town on Monday, March sev- enth, A. D., nineteen hundred and twenty-one at five forty-five o'clock, A. M., then and there to bring in their ballots to the Wardens for the following Town Officers :
Town Clerk, three Selectmen, three Overseers of the Poor, Treasurer, Collector of Taxes, Constable, Tree Warden for one year ; one Cemetery Commissioner, one Assessor, one Board of Health, two members of the School Committee, two Trustees of the Public Library for three years.
Also your "Yes" or "No" to the following question : Shall license be granted for the sale of Certain non-intoxicating bev- erages in this town?
Also to appear at the Town Hall on Monday evening, March 14th, A. D., nineteen hundred and twenty-one at eight o'clock, P. M., to hear and act on the following articles, viz :
ARTICLE I. To choose a Moderator to preside at said meeting.
ART. 2. To hear and act on reports of committees
ART. 3. To see what sums of money the town will appro- priate and raise by taxation for town charges and for any other purpose for which the town may lawfully expend money.
ART. 4. To see if the town will vote to authorize the Treasurer, with the approval of the Selectmen, to refund any

or all of revenue notes issued for less than one year, in accord- ance with the provisions of Section 17 of Chapter 44 of the General Laws; any debt so incurred to be paid from the revenue of 1921.
ART. 5. To see if the town will appropriate the sum of four thousand dollars ($4,000) for water extension or to see what action the town will take in the matter. Board of Selectmen.
ART. 6. To see if the town will vote to refund C. S. Drake $20.36 on a tax title caused by illegal assessment, or to see what action the town will take in the matter, agreeable to the petition of Henry A. Parker and others.
ART. 7. To see what compensation the town will give the Collector of Taxes for collecting the taxes assessed for the year 1921.
ART. 8. To see what action the town will take in relation to the collection of taxes assessed for the year 1921.
ART. 9. To see if the town will appropriate the sum of $4,000 for the installation of a pump on the Seagraves Chemical and Hose Combination No I, or to see what action the town will take in the matter. Board of Selectmen.
ART. IO. To see if the town will vote to pay the per- manent firemen the same salary as being paid at the present time, or to see what action the town will take in the matter. Board of Fire Engineers.
ART. II. To see if the town will appropriate the sum of $500 to purchase the portable schoolhouse in North Saugus, from the City of Lynn, or to see what action the town will take in the matter. Ernest W. Homan.
ART. 12. To see if the town will authorize the Selectmen to dispose of the portable schoolhouse now in North Saugus, or to see what action the town will take in the matter. Ernest W. Homan.

ART. 16. To see if the town will appropriate the sum of $15,000 to be expended in the improvement of Bristow street, or to see what action the town will take in the matter, agree- able to the petition of Petro Defronzo.
ART. 17. To see if the town will vote to appropriate the sum of $1,369.82 to be paid to Byron S. Hone, the same being the amount of the award for the land taken by the town by right of eminent domain from Byron S. Hone for school pur- poses. Said land being situated at the corner of Water and Walnut streets, North Saugus. Board of Selectmen.
ART. 18. To see if the town will give permission to the Union Cemetery Association to use land for cemetery purposes in North Saugus being a part of the land known as the Howlett and Edmands farm, and shown as lots A, B and C on a plan on file with the Board of Health, or take any action in relation thereto. ART. 19. To see if the town will vote to instruct the Board of Selectmen to petition the Post Office Department to establish a central post office and the necessary sub-stations to provide a more efficient and adequate postal service in the Town of Saugus. Board of Selectmen.
ART. 20. To see if the town will vote to authorize the Selectmen to sell the Old Town Hall building and the land

under the same (if the building cannot be moved), on Taylor street, to Abraham L. Cohen, to be used as a Congregational Synagogue, agreeable to the petition of Abraham L. Cohen and others, or to see what action the town will take in the matter.
ART. 21. To see if the town will appropriate the sum of $1,000, the whole or part thereof to be used for the purpose of placing a curbing around the green (so-called), in Cliftondale square, or to see what action the town will take in the matter, agreeable to the petition of Charles S. Baker and others.
ART. 22. To see if the town will appropriate the sum of $100 to be used to purchase new halyards, paint this spring, and lower next fall the flag pole in Cliftondale square, the same to be under the supervision of the Public Works Department. Benjamin Q. Belonga.
ART. 23. To see if the town will vote to appropriate the sum of $100 to remove the two trees in front of No. 56 Main street, or to see what action the town will take in the matter, agreeable to the petition of Lered Gott and others.
ART. 24. To see if the town will appropriate the sum of $200 for salaries for two fire engineers, agreeable to the petition . of Jesse H. Brown, 6 Ernest street, Cliftondale.
ART. 25. To see if the town will appropriate the sum of $400 for 150 feet of water pipe on Webster avenue, or to see what action the town will take in the matter, agreeable to the petition of Charles Ahman and others.
ART. 26. To see if the town will vote to appropriate the sum of $6,230 for the extension of water pipes from Central street, down Bridge street, Holland street, Lothrop street, thence along Riverbank road to the residence of Elma Benson, about 2,760 feet, or to see what action the town will take in the mat- ter, agreeable to the petition of John McCullough and others.
ART. 27. To see if the town will appropriate the sum of $5,800 for 2,900 feet of water extension on Saugus avenue, or to see what action the town will take in the matter. David J. Walsh.

To see if the town will instruct the Selectmen to locate incandescent lights in the following places, and make an appropriation therefor, viz .: One on Overlook terrace, near corner of Waverly avenue ; two lights, one corner Harwich and Kenwood avenues; two lights on Myrtle street ; one light at 40 Eustis street ; two lights on Hurd avenue ; one light corner Social and Seminole streets ; three lights Walden Pond avenue ; one at corner Beach View and Winton avenue; one on Bond street ; one on Ananwan avenue; one on Harvard avenue. ART. 30. To see if the town will appropriate the sum of $18,000 for the purpose of constructing a bridge over the Saugus river at East Saugus, or to see what action the town will take in the matter, provided the City of Lynn pay one-half the construction. Board of Selectmen.
ART. 31. To see if the town will appropriate the sum of $1,000 for the purpose of making repairs to the bridge over the Saugus river at East Saugus, or to see what action the town will take in the matter. Board of Selectmen.
ART. 32. To see if the town will appropriate the sum of $4,000 to cover the amount due on unpaid bills January 1, 1921.
ART. 33. To see if the town will vote to instruct the town Accountant to remove from the books of the town the item of $3,900.95 known as the "J. S. Meacom litigation," in order that this sum may not appear as an asset on the books of the town, or take any action in relation thereto. Harry W. Merrill.

To see if the town will vote to extend the main water pipe from the end of pipe which now ends in front of the residence of Mrs. Cairns on Main street, to the Wakefield line and through Howard street to the Melrose line, or to see what action the town will take in the matter. ART. 35. To see if the town will appropriate the sum of $2,000 for water extension on Pine Crest avenue, a distance of about 125 feet, on Churchill street, a distance of about 700 feet, and on Harwich street, a distance of about 400 feet, or to see what action the town will take in the matter, agreeable to the petition of Frederick H. Griswold and others.
ART. 36. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1921, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
ART. 37. To see if the town will appoint five citizens on behalf of the town to petition the General Court to erect and constitute a limited or representative form of government in Saugus and pass an act to provide for a town manager, either or both, or to see what action the town will take in the matter, agreeable to the petition of George H. Kelland.
ART. 38. To see if the town will vote to lay a water main · 325 feet in length on Sunnyside avenue, Cliftondale, and to make an appropriation of $1,000 therefor, or to see what action the town will take in the matter, agreeable to the petition of W. A. Sweezey and others. 1
ART. 39. To see if the town will appropriate the sum of $1,500 for the purpose of extending the water pipe through Wamesit avenue, for about the distance of 250 feet, or to see what action the town will take in the matter, agreeable to the petition of Thaddeus W. Marston and others.
ART. 40. To see if the town will vote to elect a committee of not more than five citizens to investigate the system of discip- line at the Senior and Junior High School, also the School Board's method of handling complaints and conducting hearings on alleged cases of breach of discipline, or to see what action the town will take in the matter, agreeable to the petition of Oliver S. Stacey and others.
The polls will be open at 5.45 o'clock A. M., and may close at 4.00 o'clock P. M., and you are hereby directed to serve this

warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days before.

ANNUAL TOWN MEETING
March 14, 1921.
The meeting was called to order by Town Clerk, Henry A. Parker, at 8 o'clock P. M.
The warrant was read by the Town Clerk, omitting the reading of the articles, as upon motion which was carried that the reading of the articles be dispensed with.
ARTICLE I. To choose a Moderator to preside at said meeting.
Upon motion which was carried the Town Clerk was ordered to cast one ballot for Frank P. Bennett, Jr., for Moderator, who, after being duly qualified by the Town Clerk, took charge of the meeting.
ART. 2. Reports of Committees.
C. F. Nelson Pratt made a report on the housing conditions of Cliftondale school, and it was accepted as a report of progress.
Future form of government asked to have time extended to March 21, 1921, which was granted.
North Saugus School reported progress.
Memorial Building.
Report accepted and committee discharged.
ART. 3. Town charges.
General Government
Voted, that the sum of $130 be and is hereby appropriated for the expenses of the Finance Committee, including the salary of the Secretary of $50.

Voted, That the sum of $50 be and is hereby appropriated for the salary of Moderator for the year 1921.
Voted, That the sum of $1,078.33 be and is hereby appro- priated for the Selectmen's Department, including salaries of the Selectmen and as Fire Engineers of $585.
The Moderator appointed and swore in the following persons as tellers, C. Blossom, F. Newhall, C. Welt, A. Addison, P. Abbott, Mr. Peabody and J. Lafferty.
Voted, That the sum of $616.67 be and is hereby appropriated for the expenses of the Accountant's Department including the salary of the Accountant to be paid at the rate of $500 a year from March 1, 1921.
Voted, That the sum of $864 be and is hereby appropriated for the expenses of the Treasurer's Department, including the salary of the Treasurer of $500, premium of bond $100, burglar insurance $105 and miscellaneous expenses $159.
Voted, That the sum of $1,762.50 be and is hereby appro- priated for the collection of taxes, and one-half of Collector's bond.
Voted, That the sum of $1,200, be and is hereby appropri- ated for tax title expenses.
Voted, That the sum of $3,875, be and is hereby appropri- ated for the expenses of the Assessors' Department, including $500 for revising plans.
Voted, That the sum of $50 be and is hereby appropriated for the registration of town notes.
Voted, That the sum of $450, be and is hereby appropriated for the expenses of the Law Department, including the salary of the Town Counsel of $400.
Voted, That the sum of $200, be and is hereby appropriated for the expense of the Town Clerk's Department, including the salary of the Town Clerk of $100.
Voted, That the sum of $900, be and is hereby appropriated for the expenses of the Board of Election and Registration in- cluding the salaries of the Board of Registrars of $250.

Voted, That the sum of $3,000, be and is hereby appropriated for the maintenance of the Town Hall, including the salary of the Janitor of $1,464.
Voted, That the sum of $3, 100, be and is hereby appropriated for the expenses of the Department of Public Works.
Protection of Persons and Property
Voted, That the sum of $13,650 be and is hereby appropriated for the expenses of the Police Department, including the salaries of Patrolmen to be paid at the rate of $4.50 a day and the Chief to be paid at the rate of $5.12 a day until the annual meeting of 1922.
Voted, That the sum of $50 be and is hereby appropriated for the salary of Town Constable for the year 1921.
Voted, That the sum of $100 be and is hereby appropriated for the Chief of the Fire Department, from May 1, 1921 to Dec. 31, 1921.
Voted, That the sum of $10,675 be and is hereby appropri- ated for Firemen's salaries including the payment of the salaries / of the permanent firemen at the rate of $4.50 until the next annual meeting.
Voted, That the sum of $150 be and is hereby appropriated for the salary of the Superintendent of Fire Alarm.
Voted, That the sum of $3,385 be and is hereby appropriated for the expenses of the Fire Department.
Voted, That at 10.30 o'clock P. M. we adjourn to Monday evening, March 21, 1921, at 8 P. M.
Voted, That the sum of $812 be and is hereby appropriated for hydrant services.
Voted, That the sum of $450 be and is hereby appropriated for the expenses of the Building Department, including the salary of the Inspector of $400.
Voted, That the sum of $200 be and is hereby appropriated for the Department of Weights and Measures, including the salary of the Sealer of $150.

Voted, That the Treasurer be and hereby is authorized with the approval of the Selectmen, to refund notes issued in antici- pation of the revenue of 1921 in accordance with the provisions of Section 9, of Chapter 719 of the Acts of 1913, the period between the date of issue of the original loan and the date of maturity of the refunding loan to be not more than one year ; and debts incurred under the authority of this vote to be paid from the revenue of the financial year 1921. Voted, That the duties of the Forest Warden be performed by the Chief of the Fire Department.
Health and Sanitation
Voted, That the sum of $2,200 be and is hereby appropriated for the expenses of the Health Department, including the salaries of the members of the Board of $500.
Voted, That the sum of $300 be and is hereby appropriated for vital statistics.
Voted, That the sum of $500 be and is hereby appropriated for the inspecting of plumbing, including the salary of the Inspector of $500.
Voted, That the sum of $275, be and is hereby appropriated for the inspecting of milk and cattle, including the salary of the Inspector.
Voted, That the sum of $3, 180 be and is hereby appropriated for the collection of ashes and garbage.
Highways and Bridges
Voted, That the sum of $25,000 be and is hereby appropriated for Highways including $8,000 for permanent construction.
