The polls will open at 5.45 o'clock A. M., and, may close at 4.30 o'clock P. M., and you are hereby directed to serve this Warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days before.

ANNUAL TOWN MEETING


March 13, 1922.


The meeting was called to order by Town Clerk, Henry A. Parker, at eight o'clock P. M.


The Warrant was read by the Town Clerk, omitting the reading of the articles, as upon motion which was carried that the reading of the articles be dispensed with.


ARTICLE I. To choose a Moderator to preside at said meeting.


Upon motion, which was carried, the Town Clerk was ordered to cast one ballot for Frank P. Bennett, Jr., for Moderator, who, after being duly qualified by the Town Clerk, took charge of the meeting.


The Moderator, acting under Article 2, Section 10 of the By-Laws, requested all persons not legal voters of the town of Saugus, to retire from the hall during the transaction of all town business.


Voted, To appoint the Selectmen as appraisers of town property.


ART. 2. Reports of committees.


School housing Committee asked permission to read their report under Article 8, and the same was granted.


The Moderator appointed and swore in the following persons as tellers : Howard Kelley, Ulric Jenkins, Russell Clucas, Carl Koch and Walter Gay.


Voted, To take up Article 4. Yeas, 343 ; nays, o.


ART. 4. To authorize the Treasurer to borrow money.


Voted, That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1922, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year. Yeas, 362 ; nays, o.

ART. 5. To authorize the Treasurer to refund notes.


Voted, That the Treasurer, with the approval of the Select- men, be and hereby is authorized to refund such portion of revenue loans of 1922 as may be necessary, in the manner set forth in Section 17 of Chapter 44 of the General Laws, any loan or loans issued in accordance with this vote to be paid from revenue of 1922. Yeas, 351 ; nays, O.

Report of School Housing Committee was read and accepted.


ART. 8. New Schoolhouse, corner of Essex street and Pleasant avenue.


Voted, That the town appropriate and raise by borrowing the sum of Fifty thousand dollars ($50,000) for the purpose of constructing a new six-room modern fireproof schoolhouse, on the site of the Armitage school, corner of Pleasant avenue and Essex street, West Cliftondale, and providing the same with new and original equipment, and that the Town Treasurer be and he hereby is authorized and directed, with the approval of the Selectmen, to issue serial coupon bonds of the town, there- for. Said bonds shall bear such rate of interest as may be fixed by the Town Treasurer with the approval of the Selectmen. Said bonds to be dated May 1, 1922, Two thousand five hun- dred dollars ($2,500) thereof maturing and payable annually on the first days of May, 1923, to 1942 inclusive, with interest coupons attached to said bonds, bearing the facsimile signature of the Town Treasurer, said bonds to be denominated on their face, TOWN OF SAUGUS SCHOOLHOUSE LOAN 1922. All other matters in relation to the issuance and form and sale of said bonds to be determined by the Town Treasurer with the approval of the Board of Selectmen. Yeas, 343 ; Nays, o.

ART. 9. Committee to build schoolhouse, corner of Essex street and Pleasant avenue.


Voted, That a committee of five citizens be appointed by the town, the same to be chosen by the Moderator, at least two of

whom shall be members of the School Board. Said committee shall have full charge of all matters relating to the construction of a new school building, on the Armitage lot in West Clifton- dale, the selection of an architect, and plans therefor, and the providing of new and original equipment for said building. Said committee shall have full power and authority in the name and behalf of the town to enter into any and all contracts which they may deem necessary and expedient in connection with the construction of said building, provided said committee shall not incur liabilities in excess of the amount appropriated therefor.


The moderator appointed Charles W. Hanson, Wesley P. Burwell and George W. Munson, Jr., and Lawrence Morse and Mortimer H. Mellen were selected from the School Com- mittee to build schoolhouse as called for under Article 8.


Voted, To take up Article 10, Yeas, 201 ; nays, O.


ART. 10. To sell Armitage school building.


Voted, That the Board of Selectmen be and are hereby authorized and directed to dispose of the building known as the Armitage school, located at the corner of Pleasant avenue and Essex street, West Cliftondale, to the highest responsible bidder and to have said building removed from lot.


ART. 3. Town charges.


General Government


Voted, That the sum of $25 be and the same is hereby appro- priated for the salary of Moderator for the year 1922.


Voted, That the sum of $250 be and the same is hereby appropriated for the expense of the Finance Committee.


Voted, That the sum of $1,000 be and the same is hereby appropriated for the expenses of the Selectmen's Department, including salaries of the Selectmen and as Fire Engineers of $500, up to and including December 31, 1922.


Voted, That the sum of $1,000 be and is hereby appropriated for the expenses of the Accountant's Department, including the salary of the Accountant of $900.

Voted, That the sum of $1,530.60 be and the same is hereby appropriated for the expenses of the Treasurer's Department, including the salary of the Treasurer of $500.


Voted, That the sum of $1,500 be and the same is hereby appropriated for salaries and commissions of the Collector of Taxes, and that such portion thereof as is necessary shall be paid as salary and commissions of the Collector of Taxes and for the collection of water bills for the year ending December 31st, 1922, as shall make his total compensation, including official fees retained by him, and commissions on taxes outstand- ing January 1, 1922 and collected in 1922, $1,500; and that the sum of $1,500 be and is hereby appropriated for all other expenses of the Tax Collector's Department, including $200 for premium on Collector's bond.


Voted, That the sum of $500 be and the same is hereby appropriated for tax title expenses.


Voted, That the sum of $4,361 be and the same is hereby appropriated for the expenses of the Assessors' Department, including $500 for the salary of the Assessors through Decem- ber 31st, 1922, and $500 for revision of map.


Voted, That the sum of $50 be and the same is hereby appro- priated for the registration of town notes.


Voted, That the sum of $383.33 be and the same is hereby appropriated for the expense of the Law Department.


Voted, That the sum of $700 be and the same is hereby appropriated for the Town Clerk's Department, including $500 for the salary of Town Clerk, and $200 for expenses, and fees received from all sources to be paid to the town.


Voted, That the sum of $2,040 be and the same is hereby appropriated for the expenses of election and registration.


Voted, That the sum of $4,300 be and the same is hereby appropriated for the expenses of the Town Hall Department, including $300 for the purchase of a new piano, and including $1,464 for salary of the Janitor.

Charities


Voted, That the sum of $12,398 be and the same is hereby appropriated for the expenses of the Overseers of the Poor, in- cluding $333.33 for the salary of the Overseers through December 31st, 1922.


Voted, That the sum of $12,000 be and the same is hereby appropriated for the expenses of the Saugus Home for the year 1922.


Voted, That the sum of $2,500 be and the same is hereby appropriated for State Aid during 1922.

Voted, That all taxes for the year 1922 shall be due and pay- able not later than October 15, 1922, and on all taxes remaining unpaid after the first day of November, 1922, interest shall be paid at the rates fixed by Section 57 of Chapter 59 of the General Laws.


ART. II. Expense of Essex County Tuberculosis Hospital


Voted, That the sum of $1,208.73 be and the same is hereby appropriated for the expense apportioned by the County Com- missioners upon the inhabitants of the town of Saugus for the care, maintenance and repair of hospital for the care of persons suffering from tuberculosis, from June 1, 1921, to December 31, 1921.

GREETING :


In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of said town who are qualified to vote in primaries to meet in the several voting precincts of the town, Tuesday, the twelfth day of September, 1922, at three o'clock P. M. for the following purposes :


To bring in their votes to the Primary Officers for the Nomi- nation of Candidates of Political Parties for the following offices : Governor, Lieutenant Governor, Secretary, Treasurer and Receiver-General, Auditor, Attorney-General, Senator in Con- gress for this Commonwealth; Representative in Congress for 7th Congressional District ; Councillor for 6th Councillor Dis- trict ; Senator for 7th Senatorial District; Three Representa- tives in General Court for 13th Representative District ; County Commissioner, Two Associate Commissioners, District Attorney, Clerk of the Court, Register of Deeds, County Commissioner (to fill vacancy), County Treasurer (to fill vacancy) for Essex County.
