In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the town of Saugus, qualified to vote at elections, to meet at the several voting precincts in the town, on Tuesday, November the seventh, A. D., 1922, at fifteen minutes before six (5.45) o'clock A.M., then and there to bring their ballots to the Wardens for the following State Officers, all on one ballot :


Governor; Lieutenant-Governor; Secretary; Treasurer ; Auditor ; Attorney-General; Senator in Congress ; Congress- man; Councillor ; Senator; Three Representatives in General Court ; County Commissioners ; Associate Commissioners; Dis- trict Attorney ; Clerk of the Courts; Register of Deeds ; County Commissioner, to fill vacancy ; County Treasurer, to fill vacancy. Also your "Yes" or "No" to the following questions :


Acceptance of the following "Proposed Amendment to the Constitution : Article XLVIII of the Amendments to the Con- stitution is hereby amended by striking out, in that part entitled ' II. Emergency Measures', under the heading, "The Refer- endum, the words 'A separate vote shall be taken on the pre- amble by call of the yeas and nays, which shall be recorded, and unless the preamble is adopted by two-thirds of the members of each house voting thereon, the law shall not be an emergency law; but" and substituting the following :- A separate vote, which shall be recorded, shall be taken on the preamble, and unless the preamble is adopted by two-thirds of the members of each House voting thereon, the law shall not be an emergency law. Upon the request of two members of the Senate or of five members of the House of Representatives, the vote on the pre- ambles in such branch shall be taken by call of the yeas and nays.

Acceptance of Chapter 427, Acts of 1922, entitled " An Act to carry into effect, so far as the Commonwealth of Massachu- setts is concerned, the Eighteenth Amendment to the Constitu- tion of the United States."


The polls will be opened at fifteen minutes before six (5.45) o'clock A. M., and may close at four (4) o'clock P. M., and you are hereby directed to serve this Warrant by posting attested copies at the usual places seven days at least before the time of said meeting.

SPECIAL TOWN MEETING


ESSEX, SS.


To W. Charles Sellick, Constable of the Town of Saugus: GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus qualified to vote in town affairs to meet at the Town Hall on Monday evening, December eleventh A. D., 1922, at eight o'clock, to hear and act on the following articles, viz. ;


ARTICLE I. To choose a Moderator to preside at said meeting.


ART. 2. To hear and act on reports of committees.


ART. 3. To see if the town will vote to transfer from the unexpended balance of one thousand four hundred and fourteen dollars ($1,414), voted at the Special Town Meeting of Octo- ber 4, 1920, for the purchase of the Revere Water System in the Town of Saugus and for the connecting of the same to the water system of the Town of Saugus, to be expended by and at

the discretion of the Board of Selectmen, to the following departments, viz. ; Election and Registration, $300 ; Board of Health, $100; Soldiers' Relief, $300; Overseers of the Poor, $714 ; or to see what action the town will take in the matter.


ART. 4. To see if the town will vote to transfer to the Overseers of the Poor Department the sum of $786 from the bal- ance of the appropriation unexpended from the amount appro- priated for interest on schoolhouse loans at the Annual Town Meeting of March 13, 1922, or to see what action the town will take in the matter.


ART. 5. To see if the town will vote to transfer the sum of $1,000 from the general school fund (appropriation of March 13, 1922) to the school repair account, or to see what action the town will take in the matter.


ART. 6. To see if the town will vote to transfer to the Selectmen's Department for the purpose of repairing the build- ing known as the East Saugus Hose House, the sum of $2,586.26 from the balance of the appropriation unexpended from the amount appropriated for interest on temporary loans at the Annual Town Meeting of March 13, 1922, or to see what action the town will take in the matter.


ART. 7. To see if the town will authorize the Selectmen to lease the building on Lincoln avenue, owned by the town and known as the East Saugus Hose House, to Saugus Post No. 210, the American Legion, as said post is now constituted or as it may hereafter be incorporated, for five years from the date of such lease, on such terms as the Selectmen may determine, or to see what action the town will take in the matter.


ART. 8. To see if the town will vote to authorize the Moderator to appoint a committee of three to investigate Junior High School housing conditions and to report with recommenda- tions at the next Annual Town Meeting.


ART. 9. To see if the town will adopt the following rules relating to the extension of water mains :


(a) No water mains shall be laid until there has been filed with the Board of Public Works a petition from at least two- thirds of the owners of property abutting the street in which the water main is to be laid.

(6) The cost of laying a water main shall be levied upon the abutting property owners on the basis of 6 per cent. of the cost each year for a period of ten years and apportioned according to the assessed valuation of the land abutting.


(c) The above assessments shall be levied by and paid to the Board of Public Works. The first assessment shall be payable within thirty days after the water main has been completed and the assessment for each year thereafter shall be due at the time the water bills are payable.


(d) The Board of Public Works shall have power to refuse water service to any person until all assessments due have been paid.


(e) The above rules are to go into effect at once.


And you are hereby directed to serve this Warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting and to distribute copies as provided by the By-Laws at least four days before.


HEREOF FAIL NOT, and make due return of this Warrant, with your doings thereon to the Town Clerk, at the time and place of said meeting.

SPECIAL TOWN MEETING


December 11, 1922,


The meeting called to order by Town Clerk Henry A. Parker, at eight fifteen o'clock, P. M., 109 being present.


After reading of the Warrant by the Town Clerk, Article I was taken up.


ARTICLE I. To choose a Moderator to preside at said meeting.


Upon motion, which was carried, the Town Clerk was ordered to cast one ballot for Frank P. Bennett, Jr., for Moder- ator, who, after being duly sworn by the Town Clerk, took charge of the meeting.


ART. 2. Reports of committees. No reports.


The Moderator appointed and swore in the following citizens as tellers : Russell P. Gray, F. H. Griswold, E. W. Homan, and Mrs. Carter.


ART. 3. Transfer of $1,414.


Voted, That the sum of $1,414 being the balance of the appropriation unexpended from the amount appropriated at the Special Town Meeting of October 4, 1920, for the purchase of the Revere Water System in the Town of Saugus, and for the connecting of the same to the water system of the Town of Saugus, be and hereby is transferred to the following depart- ments, viz., the same to be expended by and at the discretion of the proper legal authorities : Election and Registration, $300 ; Board of Health, $100; Soldiers' Relief, $300; Overseers of the Poor, $714.


ART. 4. Transfer of $786.


Voted, That the sum of $786 from the balance of the appro- priation unexpended from the amount appropriated for interest on schoolhouse loans at the Annual Town Meeting of March 13, 1922, be and hereby is transferred to the Overseers of the Poor Department.

ART. 5. Transfer of $1,000.


Voted, That the sum of one thousand dollars be and hereby is transferred from the general maintenance school appropria- tion made March 13, 1922, to the school repair appropriation made March 13, 1922.


ART. 6. Transfer of $2,586.26.


Voted, That the sum of $2,586.26 from the balance of the appropriation unexpended from the amount appropriated for interest on temporary loans at the Annual Town Meeting of March 13, 1922, be and hereby is transferred to the Selectmen's department for the purpose of repairing the building known as the East Saugus Hose House.


ART. 7. To authorize the Selectmen to lease hose house.


Voted, That the Selectmen be authorized to lease the build- ing on Lincoln avenue, owned by the town and known as the East Saugus Hose House to Saugus Post, No. 210, the American Legion, as said Post is now constituted or as it may hereafter · be incorporated, for five years from the date of such lease, on such terms as the Selectmen determine.


ART. 8. Committee to investigate Junior High housing con- ditions.


Voted, That a committee of three be appointed by the Moder- ator to investigate Junior High School housing conditions and report with recommendations at the next Annual Town Meet- ing. The Moderator appointed the following, Henry O. West- endarp, Karl L. Norris, Charles D. Keyes.


ART. 9. Rules relating to the extension of water mains.


Voted, To indefinitely postpone.


Voted, At 9.32 P. M., to dissolve the meeting.
