REPORT OF SEWER COMMITTEE
April 2, 1931.
To the Honorable, The Members of the Limited Town Meet- ing, Town Hall, Saugus, Massachusetts.
GENTLEMEN,-Supplementing the printed report made by this committee dated February 15, 1929, your Sewer Commis- sion have the following report of progress to make.
Saugus sewerage disposal continues to present a most serious proposition. Conditions in the congested districts, Cliftondale, Saugus Center and East Saugus are such that the installation of an adequate system of sewers is making itself more imperative as each month passes.
Our town is growing so rapidly and the necessity is so great that we feel that we would not be doing our duty to the town if we did not try to make it clear to you the serious need for start- ing this project.
The State Board of Health, realizing the conditions, is anxious that this work be started, as it is made clear in its several reports.
There are two ways of disposing of Saugus sewerage-either by entering an established system, such as the Lynn Outfall Sewer or the Metropolitan System, or by means of our own Filter Bed System.
Your Committee has been unable to get much definite infor- mation from the Mayor of Lynn or the Ways and Drainage Committee as to where we could enter the Lynn System. The difference in the estimated cost of entering this system at Austin Square ( Junction of Boston and Summer streets) or at the foot of Light street at the Outfall proper is so enormous that the idea of entering the Lynn System does not seem reasonable to us unless the entrance can be made at Austin Square. After meet- ing the Mayor and the Ways and Drainage Committee of Lynn

on May 12, 1930, to discuss this matter, your Committee is of the impression that, while the Lynn officials showed willingness to grant us every favor, they lacked the data that would enable us to reach a definite conclusion. It was agreed that the Lynn officials would obtain this data and present it at a later meeting with your Committee, but no further information has been forth- coming, up to the present time.
The Metropolitan Sewerage System, we understand, is not available for our use, due to lack of capacity in their mains.
Your committee has investigated the proposition of installing a Filter Bed Plant as far as the means available would permit, and finds that a great many towns and cities are using such a system for the disposal of their sewerage. There are a number of such installations on Long Island Sound in the vicinity of New York City which were made in preference to the Outfall System.
However, the absence of funds has prevented the making of a thorough investigation and the obtaining of competent engineer- ing advice which your committee feels is warranted by the data at hand.
Your committee recommends that a bond issue of five hun- dred and five thousand dollars ($505,000) be authorized to cover the whole amount necessary for the survey and prelimin- ary installation. While the requirements for 1931 would only be to cover the preliminary survey, engineering and plans, esti- mated to cost from fifteen to twenty thousand dollars and to take four to six months to complete, your committee feels that such an expenditure is advisable only when the Town Meeting is pre- pared to authorize the initial installation as soon as possible after the completion of the plans. If the preliminary work is started immediately, actual construction would probably commence in the spring of 1932. If there be any appreciable lapse of time between the drawing up of the plans and the start of construction, changing conditions would undoubtedly make revisions neces- sary to such an extent that the money spent on the preliminary work would largely be wasted, and the greater the lapse of time, the more certainly would this be true.
Which plan to adopt? No doubt this question is in the minds of everyone, just as it has been in the mind of this committee.

Your committee realizes that a proper answer to this question can only be reached after careful investigation of all the system available. Embarking on a project of this magnitude on the basis of a wrong answer can only result in great additional and continuing expense to the town, and so the obtaining of the right answer before starting construction is of vital importance to every taxpayer in the town of Saugus. Before the decision can rightly be made complete information on the first cost, operating cost, maintenance cost, and the advantages and dis- advantages of each of the schemes under consideration must be collected and carefully compared. As stated above your com- mittee has been in a position to obtain only a very small portion of the complete data necessary to a final decision, and so can say only that at present it does not know the full answer.
If this meeting decides that the time has arrived to provide an adequate sewerage disposal system for the town of Saugus, it is the purpose of this committee to get all the available infor- mation necessary to the proper decision of this quesiton, arrange and study this information, and present its conclusions, together with the supporting figures, to a later session of this Town Meeting, so that the decision as to which plan will best suit the needs may be made by the Town Meeting.
After such decisions shall have been reached, it will be the purpose of this committee to see that construction proceeds as rapidly and as economically as possible. -
We trust that this report makes it clear to the Town Meeting, as it is to this committee.
First, that conditions throughout the town of Saugus make it imperative that some system of sewerage disposal be undertaken in the very near future, and
Second, that a complete survey of the situation is advisable at this time only if it is the intention of the Town Meeting to carry the project through to completion as soon as possible.

The report of the Finance Committee with relation to the by-laws as revised by the By-Law Committee was at this time rendered :
"At the first session of the Annual Town Meeting, there was referred to the Finance Committee for investigation and a report the code of by-laws recommended by the committee appointed by the Annual Town Meeting for this purpose.
"The Finance Committee has had a conference with the chairman of the committee for the recodification of the by-laws. The committee has also given study and thought to the various by-laws suggested for adoption.
"The Finance Committee recommends to the Limited Town Meeting the acceptance of the entire code of by-laws as printed in the report of the by-laws committee with the exception of Section 4 of Article 3.
"This section declares that 50 regular Town Meeting mem- bers must join in asking for the use of the check list in taking the vote. The Finance Committee unanimously recommends that the requirement be changed to one-third of the Town Meet- ing members assembled at the specific meeting at which the vote is to be taken.
"On the question of Section 4 of Article 7, having to do with salaried officials of the town doing business with the town, the Finance Committee recommends, by majority, that the section be adopted by the Annual Town Meeting."

I. The Committee has assumed that its duties were limited to suggesting revisions of the general by-laws and consequently no action has been taken on the Zoning By-Law or Building Regulations. The Committee recommends, however, that a committee be appointed to revise the Building Regulations and to consider and report on the advisability of adopting by-laws regulating electric wiring.
2. The Committee recommends the adoption of the Proposed By-Laws for the town of Saugus hereto annexed.

ARTICLE I
GENERAL PROVISIONS
SECTION I. In construing these by-laws the following words shall have the meaning herein given unless a contrary intention clearly appears :
(a) The word "street" shall include highways, town ways, public ways and all public streets, roads, bridges, alleys, courts, and sidewalks, and also those portions of public squares and places which form traveled parts of public ways.
(b) The words "public place" shall include all parks, play- grounds and public lands belonging to or in the charge of the town, or any of its departments, and those portions of public squares and places which do not form traveled parts of public ways.
(c) The word "vehicle" shall include all vehicles and con- veyances (except street or trolley cars) whether on wheels or runners, however drawn, propelled or moved, and any animal harnessed thereto.
(d) The word "driver" shall mean the person having the

charge, operation or control of the vehicle, horse or other animal upon a street.
SECT. 2. Whoever violates any by-law of the town, except- ing the Zoning By-Law and the by-laws regulating the inspec- tion and construction of buildings, whereby any act or thing is enjoined, required or prohibited, shall forefeit and pay for each offence a fine not exceeding twenty dollars unless some other penalty is expressly provided by law or by some by-law of the town.
