ART. 78 To see if the town will vote to amend the Zoning By- Law and Zoning Map so that the area on the westerly side of the Newburyport Turnpike, south of the Saugus river to the junction with the Circumferential Highway, and southwest for a distance of 500 feet from the junction point of the two roads, with a 20 foot set back on both roads, thence northwesterly to Breakheart Hill Forestry Farm shall hereafter be zoned as a business district, or to see what action the town will take in the matter agreeable to the petition of C. F. Nelson Pratt and others.
ART. 79. To see if the town will vote to amend the Zoning Map of the town of Saugus, as the same constitutes and is part of the Zoning Law of the town of Saugus, together with said Zoning Law, so that the property owned by J. Howard Gubbens and situated on the southerly side of Water and Walnut streets, starting at the northerly corner of land owned by Adam Malew- ski, running northerly along Walnut street and Water street about 522 feet more or less, as shown on a map filed with the Board of Selectmen, now zoned as business and single residence, shall be rezoned as business, or to see what action the town will take in the matter, agreeable to the petition of Howard F. Kelley and others.
ART. So. To see if the town will vote to amend and change the Zoning Law and the Zoning Map so that the lands and the premises on the westerly and northerly sides of Jackson street, from the corner of Essex street, opposite the Cliftondale Metho- dist Episcopal Church, as far as land assessed to Mary C. Melzard shown as Lot No. A-32 on Plan 2011 on file in the Assessors' Office, shall be zoned hereafter as a business district. All of the said lands and premises are shown on said Plan 2011, to wit : Lot No. A-37 assessed to Harry M. Surabian (or, Jean M. Danielson in 1929) ; Lot No. A-36 assessed to Columbus Building Association, Inc., of Saugus ; Lot No. A-35 assessed to Annie M. Raddin ; and Lots No. A-34 and No. A-33 assessed to James O. Crowell, agreeable to the petition of James B. Allen and others.
ART. 81. To hear the report of the Committee on Revision of the By-Laws appointed under Article 55 of the warrant for the annual meeting of 1928, and to take any action thereon,

ART. Sz. To see if the town will authorize the appointment of a committee to revise the Building Regulations and to con- sider and report on the advisability of regulations concerning electric wiring and the inspection thereof, such committee to report at a future town meeting and to cause to be inserted in the warrant for the meeting at which their report is to be received appropriate articles under which their recommenda- tions may be carried into effect, or to see what action the town will take in the matter, agreeable to the petition of the Com- mittee on Revision of By-Laws.
ART. 83. To see if the town will vote to name the new High School when built Frank P. Bennett Saugus High School in honor of one of Saugus' greatest public citizens who repre- sented this town, in State and Town Government for many years, or to see what action the town will take agreeable to the petition of John J. Mullen and others.
ART. 84. To see if the town will appoint a committee of five citizens to investigate the feasibility of the town supplying illuminating gas and electricity to consumers within the town, said committee to report at the next annual town meeting, or sooner if possible, or to see what action the town will take in the matter, agreeable to the petition of Edward Gibbs and others.
ART. 85. To see if the town will vote to amend the Zoning Law so as to change the classification of land on the Newbury- port Turnpike in North Saugus, being lot A-26 on Plan 1039 on file in the Assessors' office, from residence district to a busi- ness district, or to see what action the town will take in the matter, agreeable to the petition of Charles E. Stillings and others.

To see if the town will vote to borrow the sum of $23,000,00 in accordance with Chapter 44, Section 8, Clause 3B, of the General Laws, or to raise and appropriate the above sum, for the purpose of laying and relaying water mains. Six thousand dollars of said sum to be expended for relaying water pipes in Main street from the Newburyport Turnpike to the Circumferential Highway, and the sum of seventeen thousand dollars to be expended in laying and relaying the water pipes in Baker street, Lincoln avenue from Baker street to Central street, and Central Street from Lincoln avenue towards Winter street, and in Church street, or to see what action the town will take in relation thereto. Town Meeting members from Precinct 5 held a meeting at the Town Hall, Wednesday evening, 7.35 P. M., March 11, 1931, to fill the vacancy caused by the tie vote cast at the annual election of March 2, 1931, when Charles Wayne Traver and Rosanna M. Gautreau each received 101 votes.
Arthur L. Hawkes was elected chairman and Mrs. Martha Merrill, clerk, to serve.
Ballots were cast with the result that Charles Wayne Traver received 10 votes and he was thus elected and a notice in writ- ing was sent to the town clerk, Walter A. Wilson, to that effect.

SPECIAL TOWN MEETING
March 11, 1931.
The meeting was called to order by the Moderator. The reading of the warrant was waived.
The salute to the flag was given.
ARTICLE I. The report of the Finance Committee was received and placed on file.
The Finance Committee herewith submits its report on the Warrant for the Special Town Meeting opening Wednesday evening, March 11, at 7.45 o'clock.
ARTICLE 2. Request of the Board of Selectmen for an appropriation or bond issue of $23,000, $6,000 of which is to be expended on the elimination of cement water mains on Main street, and $17,000 for laying and relaying the water main on Baker street, Central street, and into the Kenwood section.
This is a measure designed by the Board of Selectmen to relieve the unemployment situation.
A Special Town Meeting in December appropriated $25,000, by bond issue, for such unemployment relief. The Finance Committee believes that when this is paid up that the total cost will be approximately $30,000.
Superintendent Alfred L. Maggi of the Public Works Depart- ment estimates that the town is receiving in this type of work only 33 cents value for every dollar expended.
The cost to the town, therefore, will be $30,000 for $10,000 worth of actual water main installation.
During the winter this work was undoubtedly essential. Spring, however, is approaching. As soon as the present annual meeting adjourns there will be available sums of money for street construction and the installation and maintenance of water mains.

Town Accountant Edward Gibbs, Jr., estimates that the present funds will last until April. Relaying the water mains on Main street preparatory to the construction of the new road will consume three additional weeks. This will bring the pro- gram into the last of April. By this time the Town Meeting should be adjourned and money will be available to continue the work if necessary.
The Finance Committee believes that there is considerable merit to the proposal to relieve the water situation in the Ken- wood section. To expend $17,000 for this work, however, during the winter months would, the majority of the committee believes, be a waste on the part of the town. The Finance Committee is not unmindful of the unemployment situation but it also must be taken into consideration that the taxpayers of the town are entitled to fair treatment. To expend money when one-third or even one-half value is received is poor municipal business.
The Finance Committee unanimously recommends that $6,000 be appropriated for the replacement of cement mains on Main street. The committee is opposed to any further bond issues.
The majority of the Finance Committee recommends that the remainder of the article, having reference to a request for $17,000 for the purpose of laying mains in Central street, be indefinitely postponed.
On this question Mr. Edward Gibbs, Jr., was recorded in the minority.

Voted, That the sum of $23,000.00 be raised and appropriated for laying and relaying water pipes: provided, however, that $6,000.00 of said sum shall be expended for re- laying water pipes on Main street west of the Newburyport Turnpike, when and if sufficient money is provided by the State, County and town of Saugus for completing the recon- struction of Main street westward from the Newburyport Turn- pike to the new state highway, and provided further that $17,000.00 shall be expended in laying and relaying water pipes on Baker street, on Lincoln avenue from Baker to Central street, on Central street from Lincoln avenue to Winter street, and on Church street.

The meeting was called to order by Frank P. Bennett, Jr., Town Moderator at 8.25 P. M., after the conclusion of business of the Special Town Meeting.
The reading of the Warrant was dispensed with.
The Moderator qualified all Town Meeting Members presen not previously qualified.
The meeting proceeded to act upon articles in the Warrant.

DEAR SIR,-The Committee appointed by you at the March meeting of 1930 to look up the advisability of the town buying the old iron house property, also the old cinder bank, asks the town members for an extension of time, as the Committee thinks it is not advisable to make a report, not being able to submit a proper report until they can secure more reliable detail regard- ing the purchase prices of these pieces of property.

The Finance Committee presents herewith its report to the Limited Town Meeting of 1931
The report represents three months of labor, investigation, and study.
The recommendations of the Finance Committee will doubt- less be critized because they entail a probable increase in the tax rate. This is admittedly true. The burdens which must be met by the town are increasing annually and there appears little chance for relief. The total recommendations of the committee, however, with the exception of the new Senior High School, are less than the increase of the 1930 budget over that of 1929.
The Finance Committee has reduced a general budget request of $779,616.51 to $624,491.08.
Special articles, exclusive of the sewerage system and new Senior High School, totalled $197,849.00. The Finance Com- mittee has recommended $52,256.47.
There are two bond issues requested in the Warrant for the Annual Meeting. One is for $400,000 for a new High School building ; the other asks for $500,000 for a sewerage system.
The Finance Committee recommends a bond issue of $300,000 for a new Senior High School building, of which $25,000 will be taken from the current tax levy.
