ARTICLE XIII REPEAL OF BY-LAWS
Upon the acceptance of the foregoing by-laws by the town and the publication as required by law of such thereof as shall be approved by the Attorney-General, all by-laws heretofore existing, excepting the Zoning By-Law, the rules and regulations of the Board of Health, by-laws relating to plumbers and plumb- ing, and building regulations for inspection and construction of buildings, shall be annulled and repealed ; provided that this re- peal shall not apply to or affect any vote heretofore adopted, accepting or adopting the provisions of any Statute of the Com- monwealth, and shall not revive any by-law in force before or at the time when the by-law repeal took effect.

In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the town of Saugus, qualified to vote in town elections and town affairs to assemble in the Town Hall on Monday evening, November second, nineteen hundred and thirty-one, at eight o'clock, to hear and act on the following articles, viz. :
ARTICLE I. To hear and act on reports of Committees.
ART. 2. To see if the town will vote to borrow $27,500.00 in accordance with Chapter 44, Section 8, Clause 3B of the General Laws for purpose of laying and relaying water mains, agreeable to the petition of the Board of Selectmen.
ART. 3. To see if the town will appropriate the sum of $2,000.00 for the Tree Warden's Department, said sum to be transferred from the balance of appropriation made by Annual Town Meeting of 1931, under Article 27 for the purchase of land for school purposes or to see what action the town will take in the matter, agreeable to the petition of the Board of Selectmen.
ART. 4. To see if the town will rescind its action under Article 24 of the Annual Town Meeting Warrant of 1931, whereby the town did vote to raise $30,000.00 in the tax levy of 1931 and $300,000.00 by issuing bonds of the town for the pur- pose of bonds erecting a new high school building with new and original equipment therefor, or to see what action the town will take in the matter agreeable to the petition of the Finance Committee and the Town Accountant.
ART. 5. Provided that the town votes in the affirmative on Article 4 of this Warrant, To see if the town will transfer from the new high school account of 1931 to the Public Welfare Department, the sum of $20,000.00 or to see what action the town will take in the matter, agreeable to petition of the Board. of Public Welfare and Town Accountant.

ART. 6. Provided that the town votes in the affirmative on Article 4 of this Warrant, to see if the town will transfer from the new high school account of 1931 to the Soldiers' Relief Account, the sum of $4,000.00 or to see what action the town will take in the matter, agreeable to the petition of the Board of Selectmen, Director of Soldiers' Relief and Town Accountant.
ART. 7. Provided that the town votes in the affirmative on Article 4 of this Warrant, to see if the town will transfer from the new high school account of 1931, to the Tax Title Account the sum of $750.00 or to see what action the town will take in the matter, agree to the petition of Tax Collector and Town Accountant.
ART. 8. Provided that the town votes in the affirmative on Article 4 of this Warrant, to see if the town will transfer from the new high school account of 1931, to the reserve account the sum of $2,000.00, or to see what action the town will take in the matter, agreeable to the petition of the Finance Committee.
ART. 9. To see if the town will vote to appoint a committee of not less than three nor more than five citizens, one of whom shall be a member of the School Committee, to investigate and consider the matter of providing increased accommodations in the present high school building and the estimated cost thereof, said committee to report as soon as possible and in any event not later than the Annual Town Meeting of 1932, with its find- ings and recommendations and to cause to be inserted in the Warrant for the meeting at which it is to report suitable articles to enable such meeting to act upon its recommendations ; or to see what action the town will take in the matter, agreeable to the petition of the Town Accountant.
ART. 10. To see if the town will yote to petition the General Court for such legislation as will enable the matter of the choice of a site for any proposed school building to be voted upon by the voters at large voting in their several precincts by referendum or otherwise and that the Board of Selectmen be directed and empowered to draft a bill for such legislation and present the same to the General Court for enactment, agreeable to the petition of the Town Accountant.
ART. II. To see if the town will vote to instruct the Board of Selectmen to pay wages of $3.00 per day to men applying

for work in connection with the unemployment relief program, agreeable to the petition of the Finance Committee.
ART. 12. To see if the town will appropriate a sum of money or issue bonds sufficient to repair the sidewalks on Jackson street, or to see what action the town will take in the matter agreeable to the petition of Annie G. Raddin and others.
ART. 13. To see if the town will vote to rescind the action taken March 30, 1931, under Article 24 of the Warrant for the Annual 1931 Town Meeting or to see what action the town will take in the matter, agreeable to the petition of Frank F. Hum- phries and others.

School Committee, to have full charge of all matters relating to the construction of an addition to the present High School Build- ing and to provide new and original equipment for said addition, and said Committee shall have the full authority to bind the town in all contracts and obligations which they may deem necessary and expedient to enter into in connection with said work in a sum not to exceed $180,000.00 or to see what action the the town will take in the matter agreeable to the petition of Frank F. Humphries and others.
ART. 19. To see if the town will vote to purchase, or take by right of eminent domain for school purposes the following described land : Lot A-24 on Plan 1018 on file in Assessors' Office, Saugus, Mass., containing 4.36 acres, or to see what action the town will take in the matter, agreeable to the petition of Charles B. McDuffee and others.
ART. 20. To see if the town will vote to appropriate for the purpose of carrying out the provisions of Article 19, of this Warrant, the sum of $3,437.50 or to see what action the town will take in the matter, agreeable to the petition of Charles B. McDuffee and others.
ART. 21. To see if the town will vote to amend the vote taken under Article 24 of the Warrant for the Annual Town Meeting of 1931 so as to read as follows: Voted: That the town appropriate three hundred thirty thousand dollars ($330,000.00) for the purpose of acquiring, by purchase or right of eminent domain, a lot of land bordering on Central and Denver streets, known as the Unity Camp Site, containing about four and thirty-six one hundredths (4.36/100) acres, shown as Lot A-24 on Plan 1018 on file in the Assessors' Office, Saugus, Mass., and for the erection thereon of a New High School Build- ing, and to provide the said building with new and original equipment and that of said amount thirty thousand dollars ($30,000.00) shall be raised out of the current year's tax levy and three hundred thousand dollars ($300,000 00) by borrowing and the Town Treasurer is hereby authorized, with the approval of the Selectmen, to issue therefor three hundred thousand dol- lars ($300,000.00) bonds of the town under Chapter 265 of the Acts of 1930, agreeable to the petition of Charles B. McDuffee and others.

To see if the town will vote to purchase or take by right of eminent domain, for school purposes, a lot of land bordering on Central and Denver streets, known as the Unity Camp Site, containing about four and thirty-six one hundredths (4.36/00) acres, shown as Lot A-24 on Plan 1018 on file in the Assessor's Office, Saugus, Mass., and to provide the money that transfers be made from the following appropriations :
Purchase of land, Southerly Side of Main street, $2,000.00.
$1,437.50 from the unexpended balance of Woodbury avenue Permanent Construction Appropriation of 1929, or to take any action in relation thereto, agreeable to the petition of Charles B. McDuffee and others.
ART. 23. To see if the town will rescind the actions taken under Articles 26 and 27 of the Warrant for the Annual Town Meeting of 1931 whereby it was voted to acquire by right of eminent domain or by purchase, for school purposes, of a parcel of land on the Southerly side of Main street, for which purpose an appropriation of two thousand dollars ($2,000.00) was voted, or act anything in relation thereto, agreeable to the petition of Charles B. McDuffee and others.
ART. 24. To see if the town will instruct the Moderator to appoint a committee of five citizens to have full charge of all matters relating to the erecting and construction of the New High School Building, and that they shall be empowered to bind the town in such contracts and agreements pertaining to and incidental to, as may be required, for the construction of said building, under petition of Giles S. Bryer and others.
ART. 25. To see if the town will vote to accept that portion of Pearson street, not now accepted, a distance of about 400 feet, in accordance with plan and specifications on file with the Town Clerk, from the junction of Pearson and Jasper streets to the portion now accepted, making it a public way in its entirety, or to see what action the town will take in the matter, agreeable to the petition of Herman Hancock and others.
ART. 26. To see if the town will appropriate the sum of $6,364 to build or rebuild a barn on the Town Infirmary property, said amount to be transferred from the Town Infirmary Barn Fire Insurance account, or to see what action the town

will take in the matter, agreeable to the petition of the Board of Public Welfare.
ART. 27. To see if the town will appropriate the sum of $2,500 to lay or relay water mains on Main street, said amount to be transferred from the Town Infirmary Barn Fire Insurance account, or to see what action the town will take in the matter, agreeable to the petition of the Board of Public Welfare.
ART. 28. To see if the town will vote to transfer the sum of $1,800 from the School Salaries Appropriation to the General School Appropriation or to see what action the town will take in the matter, agreeable to the petition of the School Com- mittee.

Provided that the town votes in the affirmative on Article 4 of this Warrant, to see if the town will transfer from the new High School Account of 1931 to the Water Maintenance Account the sum of $2,000 or to see what action the town will take in the matter, agreeable to the petition of the Board of Selectmen.

Town Meeting Members from Precinct 8 held a meeting at the Town Hall, Monday evening, November 2, 1931, at 7.30 o'clock, to fill the vacancy caused by the departure of Tom D. Emmett from the town.
Frank F. Humphries was elected chairman of the meeting and Samuel Brown, Secretary.
Ballots were cast with the result that II ballots were received by John R. Cormack and 10 by John W. Murray. Mr. Cor- mack was declared elected and a notice sent to Walter A. Wil- son, the Town Clerk, to that effect.

for the Special Town Meeting called for Monday evening, November 2.
The Finance Committee has devoted considerable time, study, and effort to the various articles, and presents their recommen- dations to the Town Meeting in the belief that they represent the need of the town.
The Committee calls to the attention of the citizens of the town that the tax rate has been declared and that no further appropriations may be legally made. There is no amount in surplus which may be drawn upon for the necessary expense of the town between now and the close of the fiscal year. With the exception of the $30,000 appropriated for a High School building and $7,500 appropriated for the construction of Wood- bury avenue in 1930 there are no unexpended balances which may be utilized at this time.
The Committee believes that the great and crying needs in the Warrant are those concerning unemploy- ment, public welfare, and soldiers' relief. These are problems which must be faced and for which adequate funds must be provided.
