Accountant's Report
The Treasurer's Cash Account
The cash on hand December 31, 1931, was verified by me by actual count, and the cash in the bank was verified by reconcili- ation of the outstanding checks with the book and bank state- ments, and was further verified by letters received from the banks certifying to the amount to the credit of the town of Saugus at the close of the business, December 31, 1931.
Taxes Collected
The payments to the Treasurer were verified and compared with the receipts as recorded by him on his books.
Trust Funds
I have compared the savings bank books in the hands of the Treasurer with the amount called for in the Perpetual Care Fund account as being on deposit December 31, 1931, and the books and the amounts agree.
The George Melvin Wilson Library Fund account was verified by examining the Liberty Bonds in the hands of the Treasurer, which are registered bonds, also the savings bank book.

On March third nineteen hundred and thirty-one the Board of Selectmen organized with George H. Quarmby as Chairman and C. Carroll Cunningham as Secretary. Each year the steady growth of the town produces increased work and problems that call for a concise businesslike administration. Your Board of Selectmen for the past year has strived with every ounce of its ability to give the town the value of such an administration and in these times of economic distress the welfare of the town and care of the unemployed have ever been foremost.
FIRE DEPARTMENT
The affairs of the Fire Department have been very success- fully conducted by the Board of Fire Engineers consisting of Charles C. DeFronzo, Chairman, George H. Gosselin, Secre- tary, Arthur W. Price, Dr. Ernest Homan and Chief Mellon R. Joy. Through their untiring and conscientious efforts the moral of the department is at its best and the department itself is functioning on a good, sound efficient, basis.
POLICE DEPARTMENT
In June, 1931, Roland L. Mansfield, the venerable Chief of the Saugus Police Department resigned from the force. Captain John T. Stuart was immediately appointed Acting Chief by the Board and Patrolman James P. Sullivan was made Acting Captain. Competitive Civil Service Examinations were then held for the two positions of Chief and Captain. As a result of these examinations John T. Stuart and Henry P. Wheaton were appointed Chief and Captain respectively. On August 19, 1931 Patrolman Ralph New resigned from the force thereby making two vacancies. Again as a result of previous Civil Service Examinations James F. Maher and Thomas F. Spencer were appointed regular patrolmen. The department is at the present time functioning in a manner satisfactory to all residents of the

town and we feel certain that the citizens may look forward to even greater efficiency under the leadership of Chief Stuart.
TOWN HALL
The exterior of the Town Hall has been given two coats of white paint and the building is now one of the beauty spots of the town. This work was done by the unemployed painters of the town under the supervision of Mr. William A. Barrett as boss painter. The roof and gutters of the building were also repaired within the twelve hundred dollar appropriation.
AMERICAN LEGION
Saugus Post 210, American Legion moved into their new building on Taylor street in the late summer after it had been renovated. The entire building was repaired and painted, this work also being done by the unemployed painters of the town. Saugus Post has become an important necessity to the town and the Board wishes them all success in their new quarters.
UNEMPLOYMENT
The question of unemployment this year has been one of con- siderable importance. The Board earnestly tried to cope with this situation and give the town full value for money received. Several projects were completed by unemployed help including the Winter street sidewalk, the laying of cast iron water pipe on Central street, and the Bayfield road and Fairmount avenue water extensions.
PUBLIC WORKS DEPARTMENT
A vacancy in the position of Superintendent of Public Works occurred in March due to the decision of Superintendent Alfred L. Maggi not to be a candidate for re-appointment. After advertising for a Superintendent and interviewing several appli- cants the Board appointed Dexter G. Pratt a resident of Saugus, to fill the vacancy. He assumed his duties on April 8, 1931, and has proven quite satisfactory. Your attention is respect- fully called to his report.
IMPROVEMENTS
The Board conscientiously realizes that many improvements are needed throughout town. However, with the depression so

general the increase in taxes of 1931, and in order to assist the taxpayers with their burdens your Board of Selectmen unani- mously feels that no new expenditures should be authorized for this coming year. We earnestly advise that all expenditures be curtailed but that the present system of maintenance be upheld.
In closing, we wish to thank the citizens of Saugus for their spirit of cooperation during the past year, the preference com- mittee of the general unemployment committee, employees of all town departments, and every individual and organization who has assisted in any way for the benefit of the whole town of Saugus.

Report of Planning Board
The Planning Board, in submitting its annual report to the citizens of the Town of Saugus, desires to acknowledge the very many assurances of support which has come to it during the year that has past.
The Board organized March 6th with the following members : Herbert L. Robinson, Chairman, Charles H. L. Kahler, Secre- tary, Washington L. Bryer, Charles N. Wormstead, Charles E. Thrasher.
Regular meetings are held the first and third Mondays of each month and special meetings and hearings as may be necessary.
IN MEMORIAM
Soon after the Planning Board organized, its members, as well as the citizens of the town, were saddened by the death of Charles N. Wormstead, who has been a member of the Board since its inception.
Mr. Wormstead was a native of Saugus and had lived here throughout the allotted three score and ten years of his life. He had held various offices in the government of the town and had been active in the business and the welfare of his native town. Always of a pleasant and jovial disposition, his presence in any group, or on any occasion, was always welcome. He had a fund of folk-lore unsurpassed by any citizen and he could recall incidents in the history of Saugus that were timely and interest- ing. The town, as a whole, has lost a valued citizen, his com - munity a kindly and helpful neighbor, and his cheery smile and presence will be missed in all the organizations with which he was associated.
Subsequent to his death the Board of Selectmen and the Plan_ ning Board, sitting jointly, selected Mr. Laurence E. Weeks of 25 Parker street to fill out the unexpired term of Mr. Wormstead.

NEW SEWERAGE SYSTEM
The only change regarding this subject since a year ago was an appropriaion of $5,000 made at the Annual Town Meeting for the purpose of giving the Sewerage Commission funds with which to carry on its investigation.
Among many there seems to be a grave question as to whether the town should embark on such an extensive project at the present time, and it is probable that actual construction will be postponed for a considerable period of time.
GEORGE WASHINGTON MASTER PLANNER
This year, being the bicentennial of the birth of George Washington, the Massachusetts George Washington Bicenten- nial Commission has suggested to the Planning Boards through- out the State that each town make some observance of the event.
Those who have studied the many sided genius of Washing- ton know that his first profession was that of surveyor. He was so competent that, when still a youth of seventeen, he was entrusted with important commissions to survey large tracts of country. In addition to his practical experience he stands unrivalled in the genius which can see into and plan for the future. Of that the city which bears his name stands witness.
On July 16, 1790, Congress entrusted Washington, who was then President, with the care of choosing the permanent seat of the government of the United States, and his choice was quickly made on the Potomac river. Having chosen the site, Washing- ton chose the man, L'Enfant, to carry out the practical work of creating the capital city of America, but his interest did not cease nor was his guiding hand relaxed after the choice had been made.
Most important for the future beauty and artistic effect of the city were the selection and location of building, statuary, and monument sites. Washington, L'Enfant, and Ellicott, who was doing the field work, went over the ground together, and, as a note on the map says, "carefully selected the sites of the grand edifices where they would command the greatest prospect and be susceptible of the greatest improvement."

No more fitting tribute could be paid to the memory of the great Statesman-Planner than to follow in his footsteps. We venture to suggest to the people of Saugus that at least one new feature in the cultural development of the town designed to con - tribute to its amenities and beauty be undertaken this year in memory of the outstanding planner of their country.
STREET SIGNS
The new street signs erected during the past year are a source of convenience to residents of Saugus and visitors who are strangers to the location of our various thoroughfares.
