ART. 21. To see if the town will vote to appropriate the sum of six thousand dollars ($6,000) for the purpose of pur- chasing the land for cemetery purposes, on the westerly side of the cemetery on Winter street, containing about forty thousand four hundred and fifty (10,450) square feet owned by Matthew Monteith, or to take any action in relation thereto. Ryman, Drury and the heirs of Caroline A. Ames easterly by the land of now or formerly of Shepard & Davis and southerly by a way, and on such adjoining land as may be acquired by the town, and to provide new and original equipment for said building, and said committee shall have full authority to bind the town in all contracts and obligations which they may deem necessary and expedient to enter into in connection with said work in a sum not to exceed $400,000.00 or to see what action the town will take in the matter agreeable to the petition of School House Investigating Committee.


ART. 26. To see if the town will vote to acquire by right of eminent domain or by purchase, for school purposes, the following described parcel of land :


Beginning on the southerly side of Main street ata culvert which is about 258.5 feet easterly from the Newburyport Turnpike ; thence the line runs southerly along land now or formerly of Ryman about 118.5 feet to land of the town of Saugus; thence the line turns and runs easterly along land of the town or Saugus 150 feet to land now or formerly of Drury ; thence the line turns and runs northerly and parallel to said first mentioned line to Main street ; thence the line turns and runs westerly along said Main street 150 feet to the point of beginning,


or to see what action the town will take in the matter agreeable to the petition of School House Investigating Committee.


ART. 27. To see if the town will vote to appropriate a sum not to exceed two thousand dollars ($2,000) for the purpose of carrying out the provisions of Article 26 and to defray all expenses connected therewith, or to see what action the town will take in the matter agreeable to the petition of School House Investigating Committee.


ART. 28. To see if the town will vote to appropriate and raise by borrowing or otherwise a sum not to exceed $50,000.00 for the purpose of erecting upon the land adjoining the Town Hall, owned by the town, a fire station, and to provide the same with new and original equipment, or to see what action the town will take in the matter, agreeable to the petition of the Board of Fire Engineers.

To see if the town will vote to appropriate the sum of four thousand dollars for the purpose of constructing a surface drain with the necessary catch basins in Jasper street, opposite Auburn street, and in Auburn street from Jasper street to, and through lot A-66 as shown on the Assessors' plans, and owned by J. Lawrence Baffin, thence under the Boston & Maine Railroad, thence through land of the Boston & Maine Railroad, to the brook, as shown on plan herewith attached. For the purpose of carrying out said article, the Board of Selectmen is hereby empowered to purchase or take by right of eminent domain such right of way through the above described lands, as

is necessary to construct said drain, or to see what action the town will take in the matter, agreeable to the petition of Howard P. Berrett and others.


ART. 43. To see if the town will vote to appropriate the sum of two thousand ($2,000) dollars for the purpose of con- structing such necessary surface drainage work, grading, and street construction in Johnson road from Winter street to a point about 600 feet west of Winter street, or to see what action the town will take in the matter, agreeable to the petition of James Blair and others.


ART. 44, To see if the town will vote to appropriate the sum of $1,000, for the purpose of constructing surface drainage work, grading, and street construction on Knowles avenue, from Central street to Herbert avenue, or to see what action the town will take in the matter, agreeable to the petition of Gaetano Venazza.


ART. 45. To see if the town will vote to appropriate the sum of two thousand ($2,000) dollars, for the purpose of con- structing surface drainage work, grading, and street construc- tion in Lawndale avenue, from end of the completed road toward Ferncliff avenue, or to see what action the town will take in the matter, agreeable to the petition of Charles T. Anderson and others.


ART. 46. To see if the town will vote to appropriate the sum of thirteen hundred and fifty dollars to construct a surface drain with necessary catch basins in Central street from Denver street to a point about 300 feet southerly from Denver street and in Denver street from Central street to a point 120 feet westerly from Central street, or to see what action the town will take in the matter agreeable to the petition of Otto W. Thomas and others.


ART. 47. To see if the town will vote to appropriate $500.00 for the repair of Newcomb avenue, or to see what action the town will take in the matter agreeable to the petition of Otto F. Persson and others.


ART. 48. To see if the town will vote to appropriate the sum of $265.00 for the purpose of constructing a surface drain in

Fairmont avenue and through the land of C. F. Wormstead, or to see what action the town will take to the matter. Board of Selectmen.


ART. 49. To see if the town will vote to appropriate the sum of one thousand ($1,000) dollars for the purpose of con- structing a surface drain with catch basins in Central street from the brook near Hurd avenue to a point near the Cronin Lumber yard, or to see what action the town will take in the matter, agreeable to the petition of Giles S. Bryer and others.


ART. 50. To see what sum the town will appropriate for the purpose of laying out and constructing a system of main drains and common sewers with such connections, sub-drains and other works as may be required for a system of sewage dis- posal and to construct such sewers or drains over and under land or tidewater in said town as may be necessary to conduct the sewage to the filter beds, treatment works and/or to the out- fall sewer of the city of Lynn, and to see how the money there- for shall be raised whether by the issue of bonds under Chapter 350 of the Acts of 1929 or by taxation or otherwise, or to see what action the town will take in the matter. ART. 51. To see if the town will vote to appropriate the sum of $2,000.00 for water extension on Moreland road and Dartmouth street (being proposed streets off Felton street), or to see what action the town will take in the matter, agreeable to the petition of Herbert P. Mason and others.


ART. 52. To see if the town will vote to appropriate the sum of $1,200 for the extending of the water mains on Castle Rock road approximately 510 feet, or to see what action the town will take in the matter, agreeable to the petition of Thomas Ryan and others.

To see if the town will vote to appropriate the sum of $300.00 to install 100 feet of water main on Evergreeen street running east from DeSota street to the residence of William Cory, or to see what action the town will take in the matter agreeable to the petition of Charles Wayne Traver and others.

ART. 54. To see if the town will vote to appropriate the sum of fifteen hundred dollars for the purpose of extending the water main on Basswood avenue a distance of 500 feet, or to see what action the town will take in the matter agreeable to the petition of Antonio Flammia and others.


ART. 55. To see if the town will vote to appropriate the sum of $3,500 for the purpose of extending the water main from Edge Hill road to Glenn street thence Shore road and Boulder road to the last house thereon and such leads that are deemed expedient or to see what action the town will take in the matter agreeable to the petition of John G. Walton and others.


ART. 56. To see if the town will vote to appropriate the sum of sixteen hundred dollars ($1,600) for the relaying of about eight hundred feet of water pipe on Longwood avenue, or to see what action the town will take in the matter agreeable to the petition of Frank J. O'Brien and others.


ART. 57. To see if the town will vote to appropriate the sum of eight thousand dollars for the purpose of reconstructing Woodbury avenue and Hesper streets, and such other roadways as is contemplated in accordance with the plans of the State Department of Public Works, provided the State and County each contribute a like amount, as per Chapter 90 of the General Laws, or to see what action the town will take in relation thereto. ART. 58. To see if the town will vote to appropriate the sum of twelve thousand dollars for the payment of land damages, consequent to the relocation and establishment of new lines in the construction of the Woodbury avenue and Hesper street improvement in accordance with the proposed plans of the State Department of Public Works, or to see what action the town will take in relation thereto. Board of Selectmen.


ART. 59. To see if the town will vote to appropriate the sum of eight thousand dollars ($8,000) for the purpose of re- constructing Woodbury avenue and Hesper street, provided the State and the County each contributes a like amount, as per Chapter 90 of the General Laws, or to see what action the town will take in the matter, agreeable to the petition of Frederick J. Price, Jr., and others.

ART. 60. To see if the town will vote to appropriate the sum of $7,500.00 for the purpose of reconstructing Main street westerly from the Newburyport Turnpike, provided the State and County each contribute a like amount, or to see what action the town will take in the matter, agreeable to the petition of the Board of Selectmen.


ART. 61. To see if the town will vote to appropriate the sum of $3,000.00 to be used with money appropriated by the Essex County Commissioners for the purpose of constructing a road from Howard street at the Saugus-Melrose line to Sweet- water street, or to see what action the town will take in the matter. agreeable to the petition of Mildred Perry and others.


ART. 62. To see if the town will vote to instruct the Select- men to take by right of eminent domain, or purchase, or both, for the purpose of constructing and maintaining a street, the land as shown as a proposed street from Howard street to Sweetwater street, according to the following description :


Beginning at a point in the northerly line of Howard street ninety (90) feet more or less easterly from the dividing line between the city of Melrose and the town of Saugus thence turning and running in a northwesterly direction ninety (90) feet from said dividing line and parallel therewith through the land now or formerly of Henry J. Penney for a distance of eleven hundred and forty (1140) feet more or less and through the land of now or formerly of Griswold, four hundred and twenty (420) feet more or less to the southwesterly line of Sweetwater street (said line as above described is intended to be the southwesterly line of said proposed new road)-thence turning and running in an easterly direction across said Sweetwater street forty (40) feet more or less to the northeasterly line of said Sweet- water street, thence turning and running in a southeasterly direction by a line forty (40) feet distant from and parallel with the above said described southwesterly line of the said proposed new road, passing through the land of said Gris- wold for a distance of four hundred and twenty (420) feet more or less and through the land of said Penney eleven hundred and forty (1140) feet more or less to the northerly line of said Howard street, thence turning and running in a westerly direction along said northerly line of said Howard street forty (40) feet more or less to the point of beginning.


All of the said measurements and directions being as shown on a plan entitled "Plan and Profile" Sweetwater

To see if the town will vote to appropriate a sum not exceeding $5,000 for the purpose of employing an engineer to prepare a plan for the town, covering the needs for main traffic ways, main secondary ways, schools, parks and play- grounds and any other needs that such a study may disclose, the same to be expended under the direction of the Planning Board, or to see what action the town will take in the matter. ART. 65. To see if the town will vote to appropriate the sum of $10,750 for the purpose of lighting Cliftondale square, Saugus Centre square, North Saugus square, East Saugus square, Lincoln avenue from the Revere line to East Saugus, Chestnut street from Lincoln avenue to East Saugus square, Winter street from Chestnut street to Central street. Central street from Lincoln avenue to the Boston & Maine Railroad crossing, Essex street from Cliftondale square to the Boston & Maine Railroad crossing, Jackson street from Central street to the property of Annie E. Raddin, Ballard street from Lincoln avenue to the Salem Turnpike, the corner of Bristow street and the Salem Turnpike and the Salem Turnpike at Fox Hill bridge, with 1000-candle power lamps, as provided in the plans on file with the Planning Board, the capital expenditure of furnishing installing and maintaining the lamps, poles and fix- tures to be borne by the Lynn Gas & Electric Company : and that the Selectmen be instructed to make a contract in accord- ance with said plans, or to see what action the town will take in the matter, agreeable to the petition of the Planning Board.

ART. 66. To see if the town will vote to instruct the Select- men to review, partly revise or revise the precincts of the town, according to Section One, Chapter 55, Acts of 1928, or to see what action the town will take in the matter. Board of Selectmen.


ART. 67. To see if the town will vote to appoint a com- mittee of three members, consisting of citizens with a thorough knowledge of real estate values, to make an entire re-assessment of all property within the borders of the town of Saugus, said reassessment of property to be printed by the committee at the expiration of their work, and then placed in the hands of the Board Assessors, agreeable to the petition of the Finance Committee.


ART. 68. To see if the town will vote to appropriate the sum of $5,000 for the use of the above-mentioned committee, to be used for the hiring of experts, printing, and all other necessary expenses of the committee, agreeable to the petition of the Finance Committee.


ART. 69. To see if the town will vote to adopt the follow- ing resolution :


Voted : That it is the sense of the Saugus Limited Town Meeting that the Board of Assessors shall, upon the receipt of a re-assessment of all property contained in the town of Saugus, by the committee legally appointed by the annual Town Meeting, cause the same to be entered upon their books, as a valid assessment of property within the town, agreeable to the petition of the Finance Committee.


ART. 70. To see if the town will vote to accept Chapter 458 of the Acts of 1923. Board of Selectmen.


ART. 71. To see if the town will vote to accept Chapter 240, Acts of 1920, relative to certain Sports and Games Per- mitted on the Lord's Day, or to see what action the town will take in the matter, agreeable to the petition of Frank L. Green and others.


ART. 72. To see if the town will vote to install the follow- ing street lights : One at the corner of Glen road and Edge Hill road ; one on St. James road opposite the home of G. B. Bryar ; one on Shore road near the home of W. B. Duval; one on

McGrath ; one on Golden Hills road, nearly opposite the home of George White ; one on Cross street at the head of First Lake; one at the corner of Magnolia and DeSota streets; one on Elm street in front of home of James Burke; one on Walnut street in front of the home of Chester Fairchild ; one about fifty feet east of Ledger's store ; one on Ila road ; one at the corner of Venice avenue and Seagirt avenue; one at the corner of Treher and Gertrude streets ; one on pole No. S214-13 Johnson road ; one on Church street opposite No. 12 ; one at the corner of Ernest avenue and Clinton avenue ; one on Elaine avenue ; one on Essex street, opposite Eustis street, and one at the junction of Essex and Vine streets in front of the residence of Clayton Penney. Board of Selectmen and others.


ART. 73. To see if the town will vote to petition the General Court for an act amending Chapter 55 of the General Laws of 1928, Section 2, so that the first sentence thereof shall read : "Other than the officers designated in Section 3 as town meeting members ex-officiis, the representative town meeting member- ship in each precinct shall consist of the largest number divisible by three which shall not exceed two per cent of the registered voters in the precinct," agreeable to the petition of Paul A. Haley and others.


ART. 74. To see if the town will vote to amend the Zoning By-Law and Zoning Map so that the premises at the South- easterly corner of Lincoln avenue and Bristow street shown as Lot A-238 on Plan No. 3015 on file in the Assessors' Office, and having a frontage of approximately one hundred seventeen feet on Lincoln avenue and two hundred fifty feet on Bristow street, or any portion of said premises, shall be zoned as a business dis- trict, or to see what action the town will take in the matter, agreeable to the petition of Lewis O. Stocker and others.


ART. 75. To see if the town will vote to amend the Zoning By-Law and Zoning Map so that the premises known as the Masonic Hall property bounded southeasterly by Chestnut street approximately one hundred twenty-two feet, southwesterly by land now or formerly of Gosselin, and northeasterly by the Saugus river, and being shown as Lots A-2 and A-3 on Plan No. 3011 on file in the Assessors's Office, shall be zoned as a

business district, or to see what action the town will take in the matter, agreeable to the petition of Lewis O. Stocker and others.


ART. 76. To see if the town will vote to amend and change the Zoning Law and the Zoning Map so that the lands and premises on the Westerly side of Central street, from the Boston and Maine Railroad crossing to Adams avenue and Central street, shall be zoned hereafter as a business district.
