The Planning Board will hold a public hearing in its office in Town Hall on Monday, March 10, 1941 at 8:00 P. M. on the petition of Margaret B. After advertising in the Saugus Advertiser issue of February 20, 1941, the Planning Board held a public hearing on Article 40 of the Annual Town Meeting Warrant of March 10, 1941. After discussion the Board recommends passage of the article.

Voted that the Zoning By-Law and the Zoning Map of the Town of Saugus be amended so that the following described land in said Town of Saugus shall hereafter be zoned for business purposes :-


1. The land in the Town of Saugus, numbered 806 Broadway, shown on Assessors' Plan 2058 as Lot A3 and bounded and described as follows :-

cently amended by Chapter 288 of the Acts of 1939 for the purpose of providing funds to meet ordi- nary maintenance expenses and revenue loans, such borrowing in no event to exceed the amount of the tax titles held in excess of the amount owing to the Common- wealth for similar loans previously made or to see what action the Town will take in the matter, agreeable to the petition of the Town Treasurer.


Art. 5. To see if the Town will vote to appropriate the sum of $850.00 to be expended under the direction of the Town Treas- urer to investigate and to deter- mine the validity of tax titles held by the Town, or to see what ac- tion the Town will take in the matter, agreeable to the petition of the Town Treasurer.


Art. 6. To see if the Town will amend Article V of the By- Laws of the Town of Saugus by adopting the following sections:


Section 3. No officer, board or committee having the dis- bursement of an appropriation shall make purchases of supplies or materials or contract for ser- vices to be rendered the town without issuing a written pur- chase order therefor on pre- scribed forms; provided, how- ever, that the provisions of this section shall not apply to the wages of persons temporarily employed by the town. All pur- chase orders are to be in tripli- cate; one to be designated for and delivered to the Town Ac- countant; and one to be desig- nated for the files of the office issuing the order. The order designated for the vendor shall be submitted to the Town Ac- countant and shall not be de- livered to the vendor until the Town Accountant shall have certified thereon that there is sufficient unencumbered balance of the appropriation to be charged to pay the amount due under the order; and the Town Accountant shall, upon such certification, enter on his books the amount of such order as an encumbrance against such ap-


propriation; provided however, that verbal orders for supplies or materials or services to be ren- dered may be issued for an amount not to exceed twenty- five ($25.00) dollars. All verbal orders shall be confirmed in writing on the prescribed pur- chase order forms on the day the orders are given and trans- mitted within forty-eight (48) hours to the Town Accountant to be certified and recorded.


Section 4. The Town Ac- countant shall prescribe the methods of accounting and the forms to be used by the several officers, boards and committees of the town pertaining to their receipts and disbursements, and shall provide that such methods and forms shall conform to the requirements prescribed by law or any rules or regulations made thereunder.

Art. 13. To see if the Town will raise and appropriate the sum of $4,390.00 to purchase a trac- tor snow plow bulldozer, or to see what action the Town will take in the matter agreeable to the peti- tion of the Board of Selectmen.


Art. 14. To see if the Town will vote to raise and appropriate a sum of $3,625.00 for the im- provement of Hesper Street; said money to be used in conjunction with any money which may be al- lotted by the State or County, or

Art. 21. To see if the Town will vote to raise and appropriate the sum of $3,781.00 for the pur- pose of Surface drainage and per- manent road construction on Tay- lor Street, or to see what action the Town will take in the matter, agreeable to the Board of Select- men.

To see if the Town will vote to raise and appropriate the sum of $3,691.00 for the purpose of extending the water mains on Bennett Avenue, Puritan Road and Lodge Avenue about 1280 feet, or to see what action the Town will take in the matter, agreeable to the petition of M. J. Ferrick and others.


Art. 23. To see if the Town will raise and appropriate a sum of money for the payment of all ex- penses in connection with the fore- closure of tax titles held by the Town, or to see what action the Town will take in the matter, agreeable to the petition of the Tax Title Committee, so called.


Art. 24. To see if the Town will vote to raise and appropriate a sum of $800.00 for the purpose of rebuilding Jefferson Avenue, from Newcomb Avenue to Cleveland Avenue. or to see what action the Town will take in the matter, agreeable to the petition of Otto Pierson and others.

To see if the Town will vote to appropriate the sum of five thousand ($5,000.00) dollars for the purposes of dredging that por- tion of the Saugus River adjacent to the Westerly side of the Fox Hill Bridge, "so called"; said sum to be used in conjunction with a like amount contributed by the City of Lynn and the sum of ten thousand ยท ($10,000.00) dollars contributed by the Commonwealth of Massachu- setts, or to see what action the Town will take in the matter, agreeable to the petition of John S. School Band and for the mainten- ance of the said band, the same to be expended under the direction of the School Committee, or to see what action the Town will take in the matter, agreeable to the School Committee.


Art. 27. To see if the Town will vote to appropriate the sum of five hundred and twenty-five ($525.00) dollars for the purpose of con- necting the Sweetser School, Lin- coln Avenue, with the sewer, or to see what action the Town will take in the matter, agreeable to the petition of the School Com- mittee.


Art. 28. To see if the Town will vote to appropriate the sum of one hundred and thirty ($130.00) dol- lars for the purpose of connecting the Cliftondale School, Essex St., with the sewer, or to see what action the Town will take in the matter, agreeable to the petition of the School Committee.
