The meeting was called to order at 8:30 P. M. a quorum was pres- ent when a count of the mem- bers showed 160 members were present.


Mr. Woodward was appointed teller in addition to those ap- pointed September 29, 1941.

Voted: that the Sel- ectmen and their successors in office be, and the same hereby are, authorized, for and on behalf of the Town, to sell the land shown as lot A-64 on Assesors' Plan 2035 at private sale and to execute and deliver to the purchaser thereof, in the name and under the seal of the Town, a quitclaim deed or other instrument of conveyance therefor. 8:35 P. At a meeting of the Emergency Finance Board of the Common- wealth, held on the 21st day of November, 1941, a majority of said Board being present, the following vote was unanimously passed:


Voted. To approve the Renewal by the Treasurer of the Town of Saugus of so much of the Twenty Five Thousand Dollar ($25,000.00) Tax Title Loan, which was origi- nally approved by this Board under date of November 28th, 1939, as is outstanding on December 4th, 1941. The rate of interest on the renewal note is to be one percent (1%) payable at maturity.

Art. 3. To see if the Town will vote to transfer a sum of money from the Road Machinery Fund to the Road Machinery Account as recommended by the State Audi- tors, or to see what action the Town will take in the matter, agreeable to the petition of the Town Ac- countant.


Art. 4. To see if the Town will vote to amend the Zoning By-Law by inserting therein a new section following Section 17A to be known as Section 17-B, as follows:


Section 17-B. The demolition, dis- mantling, destruction, or alteration of, any building or structure for the purpose of removal of such building or structure from within the established boundaries of the Town of Saugus shall require the special written permission of the Board of Selectmen. Such work shall be permitted under such con- ditions as the Selectmen may im- pose.


Any person desiring to obtain the permission of the Selectmen for any purpose for which permission is required under this section, shall make written application therefor and the Selectmen shall hold a public hearing thereon after such notice as they may direct over such period of time they may deem advisable to the best interests of the Town, and render a decision.


They may make rules for such hearings and shall notify all citi- zens who might be affected and shall at such hearings hear such citizens and others who may desire to be heard. All costs of such hearings shall be borne by the pe- titioner, or persons seeking the permit.


No permit shall be granted by the Selectmen without considering the effects upon the neighborhood and the Town. No permit shall be

granted by the Selectmen except by unanimous vote of that Board. If a permit would result in injury to the Town, its people, or its his- torical heritage, it shall be refused. or to see what action the Town will take in the matter, agreeable to the petition of the Planning Board.


You are hereby directed to serve this Warrant by posting attested copies thereof at the usual places seven days, at least, before the time of holding said meeting.

Voted: That the Zoning By-Laws and Zoning Map be, and the same hereby are, amended so that that portion of Lots A-75 and A-54 on Assessors' Plan 1024 bounded and described as follows: Beginning at a point on the Westerly side of Newhall Avenue, which point is distant 120 feet Northerly on the Northerly line of Austin Street, the line runs Northerly along the Westerly line of Newhall Avenue 255 feet; thence the line turns and runs Northwesterly along the Northerly line of lot A-54, 540 feet to a corner; thence the line turns and runs at right angles Southwesterly 258 feet; thence the line turns at right angles South- westerly to Newhall Avenue and the point of beginning be zoned for industrial purposes. Yeas 120 Nays 28. 9:13 P. M.
