Art. 39. To see if the Town will vote to change the Zoning By-Law and Zoning Map of the Town of Saugus so that the following de- scribed land in said Town of Sau- gus shall hereinafter be zoned for business purposes :

Art. 40. To see if the Town will vote to amend the Zoning By-Law and the Zoning Map of the Town of Saugus so that the following described land in said Town of Sau- gus shall hereafter be zoned for business purposes :
1. The land in the Town of Sau- gus, numbered 806 Broadway, shown on Assessor's Plan 2058 as Lot A-3, and bounded and de- scribed as follows:
Beginning at a point on the southerly side of Broadway, at the intersection of said Broad- way and Robins Road, thence running southeasterly to land now of Hayden, One Hundred Eighty-Three (183) feet; thence turning and running northeast- erly by said land of Hayden and land now of Chickland Barbecue, Inc., and land now of Martin to other land of said Martin, Five Hundred Twenty (520) feet ; thence turning and running northwesterly by said other land of Martin to Broadway, Three Hundred Forty-One and Eighty Hundredths (341.80) feet; thence turning and running along said Broadway, Five Hundred Five and Thirty Hundredths (505.30) feet to the point of beginning.
2. The land in the Town of Sau- gus, being Lots 25 and 26 on Oriole Avenue, shown on Assessor's Plan 2051 as Lots A-102 and A-103 and bounded and described as follows:
Beginning at a point on the Northerly side of Oriole Avenue, thence running northeasterly along said Oriole Avenue, Eighty (80) feet to land of Martin; thence turning and running northwesterly by said land of
Martin to land of Chickland Bar- becue, Inc., One Hundred (100) feet; thence turning and running southwesterly by said land of Chickland Barbecue, Inc., to land of Hayden, Eighty (80) feet; thence turning and running southeasterly by said land of Hayden, One Hundred (100) feet, to the point of beginning,
or to see what action the Town will take in the matter, agreeable to the petition of Margaret B. Duffy and others.
Art. 41. To see if the Town will vote to change the Zoning By- Law and Zoning Map of the Town of Saugus, so that the land shown as Lot A-14 and A-33 on Plan 2001 on file in the Assessor's office, by allowing the following land to be used for business purposes, namely : part of land shown on Plan 1039, as lot A39 City of Lynn, described as follows: Beginning at north- westerly corner of lot A-14 run- ning in a westerly direction 67 feet; thence turning and running at an angle in a southwesterly di- rection along lot A-6 on said plan, 156 feet; thence turning and run- ning to the southwesterly corner of lot A .- 33 on said plan, 67 feet; thence turning and running in a northeasterly direction along lots A-33 and A-14 on said plan, a distance of 156 feet to point of be- ginning, containing 9,350 square feet, more or less; or to see what action the Town will take in the matter agreeable to the petition of Vina B. Woods and others.
Art. 42. To see if the Town will vote to amend the Zoning By-Laws and Zoning Map of the Town of Saugus so that land shown on As- sessors Plan 1026 as lots A68, A69, A70, A71, A72, A73, shall be zoned for business purposes; or to see what other action the Town will take in the matter, agreeable to the petition of Elmer D. Salsman and others.
Art. 43. To see if the Town will vote to amend the Zoning By-Laws and Zoning Map by rezoning for business purposes the property owned by Helen McKenna, located at Broadway and adjacent to land

owned by Olga Nekole, the same being the whole of Lot A-55 as shown on the Assessor's books as Plan 1036, or to see what action the Town will take in the matter, agreeable to the petition of Helen F. McKenna and others.
Art. 44. To see if the Town will vote to amend the Zoing By- Laws and the Zoning Plan of the Town of Saugus so that the land shown on Assessor's Plan 1021 as part of Lot A215 bounded and de- scribed as follows:
Beginning at a point in the middle of the brook on Broad- way, being the common boundry line of Lot A135 and A 215:
Thence running Southerly along Broadway two hundred ninety- six feet (296) to a State bound- ary marker:

Art. 45. To see if the Town will vote to amend the Zoning By-Laws and the Zoning Plan of the Town of Saugus so that the land shown on Assessor's Plan 1021 as part of Lots A-138 and A-135 and bounded and described as follows:
Beginning at a point fifty feet (50) Northerly along Broadway from the common boundary of Lots A138 and A135;
Thence running in a Southeast- erly direction one hundred four and eighty-seven hundredths feet (104.87) to a point;
Thence turning, and running two hundred seven and thirty-four hundredths feet (207.34) in a Southerly direction to a point : Thence turning and running Northeasterly to Broadway, one hundred four and eighty seven hundredths feet, (104.87) to a point;
Thence turning and running along Broadway two hundred seven and thirty-four hundredths feet (207.34) in a Northerly di- rection to the point of beginning. shall be zoned for business pur- poses. or to see what action the Town will take in the matter ag- reeable to the petition of Francis B. Gordon and others.
Art. 46. To see if the Town will vote to accept Section 2 of Chapter 426 of the Acts of 1938 entitled "An Act Providing for one day off in every six for police officers of certain cities and towns," or to see what action the town will take in the matter agreeable to the peti- tion of Stanley W. Day and others.
Art. 47. To see if the Town will authorize the moderator to appoint a committee of five (5) members to draw up articles and present them to the 1942 Annual Town Meeting, as to the advisability of selling the Town Farm property on the westerly side of the Newbury- port Turnpike, in order to obtain additional revenue from the out- right sale of land and from future annual taxation, in accordance with a plan filed in the office of the Town Clerk, or to see what ac- tion the Town will take in the matter, agreeable to the petition of George H. Quarmby.
Art. 48. To see if the Town will grant an increase in pay to cer- tain employees of the Public Works Department, in view of the fol- lowing considerations - to wit - that whereas the Public Works De- partment in taking over the entire work of the Sewer Department have thus entailed a considerable amount of extra work upon cer- tain employees of the said Public Works Department, over and above their regular duties and not de- tracting therefrom; all such em-

ployees directly affected by the said addition of such extra work of the Sewer Department, be and hereby are granted an increase of five percent (5%) in their weekly wage as commensurate with such additional duties as above stated. Said increase to be effective im- mediately upon passage of this article, or to see what action the Town will take in the matter, ag- reeable to the petition of Albert E. Kent and others.
Art. 49. To see if the Town will vote to instruct the Board of Sel- ectmen to install the Federal Food Stamp Plan, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 50. To see if the Town will vote to accept Davis Street, as per plan and profile on file with the Town Clerk, or to see what action the Town will take in the matter, agreeable to the petition of Sidney A. Rawding and others.
Art. 51. To see if the Town will vote to accept Crescent Avenue, as per plan and profile on file with the Town Clerk, or to see what action the Town will take in the matter, agreeable to the petition of Sidney A. Rawding and others.
Art. 52. To see if the Town will vote to accept Tuttle Street, as per plan and profile on file with the Town Clerk, or to see what action the Town will take in the matter, agreeable to the petition of Sidney A. Rawdings and others.
Art. 53. To see if the Town will request its Senator and Represen- tatives in the General Court to favor the enactment of House Bills 435, 436, 437, 438 and 587 for the further regulating of Outdoor (billboard) advertising, or to see what action the Town will take in the matter, agreeable to the peti- tion of the Planning Board.
Art. 54. To see if the Town will vote to change Article XI of the By-Laws of the Town of Sau- gus as follows:
Strike out Section 4 and insert in place thereof the following:
The Selectmen may license not more than two (2) suitable per- sons who are bona fide residents of the Town of Saugus for at least six (6) months prior to the application to be dealers in and keepers of shops for the pur- chase, sale or barter of junk, old metals or second hand ar- ticles and may make such ad- ditional rules and restrictions as they deem proper, not inconsis- tent with the provisions of law or of these by-laws.
The fee for each license shall be twenty-five ($25.00) dollars, payable to the Town Clerk, and no license shall be transferable. Strike out Section 5 and insert in place thereof the following:
The Board of Selectmen may license not more than two (2) suitable persons who are bona fide residents of the Town of Saugus for at least six (6) months prior to application, to be junk collectors, to collect from place to place in this town by purchase or otherwise, any article mentioned in Section 4.

Art. 55. To see if the Town of Saugus will vote to accept Hill- side Avenue in accordance with the plans and survey filed with the Board of Assessors, or to see what action the Town will take in the matter, agreeable to the petition of Ruth H. Francis and others.
Art. 56. To see if the Town will vote to accept that portion of Sunnyside Avenue starting at the present point of acceptance and running in an easterly direction a

distance of sixty-eight feet in ac- cordance with plan and profile on file with the Town Clerk, or to see what action the Town will take in the matter, agreeable to the petition of George H. Ross and others.
Art. 57. To see if the Town will vote to amend Article 4 of the Town By-Laws, under the heading "Finance Committee" by adding thereto the following:
Section 3. The committee shall have power and authority to ex- amine the books and records of any Town Board or Official, so far as the same is permitted by law, and all boards and officers shall submit to the committee, at the same time they are sub- mitted to the Town Accountant, copies of their estimates for the ensuing year in budget form.

or structure for a business in a residential district except as provided for in paragraph "b". or to see what action the Town will take in the matter, agreeable to the petition of the Planning Board.
Art. 60 To see if the Town will vote to accept Sections 4, 5, 6, 7, 8, 9, 10, 11, 12 and 14 of Chapter 143 of the General Laws, or to see what action the Town will take in the matter, agreeable to the peti- tion of the Planning Board.
Art. 61. To see if the Town will vote to petition the General Court to enact legislation so that the Representative Town Meeting mem- bership shall be as nearly 240 as may be, or other legislation re- ducing the number of Representa- tive Town Meeting members, or to see what action the Town will take in the matter, agreeable to the pe- tition of Herbert P. Mason, Town Moderator.
The polls will open at 12 o'clock, noon, and will close at 8 o'clock, P. M., and you are hereby directed to serve this Warrant by posting attested copies thereof at the usual places seven days, at least, before the time of holding said meeting, and to distribute copies as pro- vided by the By-Laws at least four days before.
Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of said meet- ing.

Report of the Finance Committee MARCH 3, 1941
To the Representative Town Meeting and Citizens of the Town of Saugus
The Finance Committee herewith submits its report on the 1941 Bud- get :
The Committee has gone over each departmental budget in de- tail, with the general objective of ascertaining figures and amounts within which the departments may operate efficiently, at the lowest cost, and also without impairment of service. The Committee feels that a continued policy of reduc- tion in the tax rate until such time as a fair and adequate level is reached is essential to the best interests of the townspeople. A fine start in the downward direc- tion of the rate was accomplished last year with the co-operation of most departments.
We feel that a reduction this year will aid in effecting new and desirable property development which will in the future assist in carrying the tax load. With these ideas in mind we have agreed up- on the following set of itemized and specified recommendations.
If the recommendations of the committee are followed, a reduc- tion in our tax rate of between $1.00 and $1.50 per thousand may be expected. It is not possible to specify an exact figure of reduc- tion at this time due to lack of information as to State and County assesments and State and County tax figures, which are important factors in determining the rate. A drop of approximately $2.20 to $2.70 in the tax rate would have been the result of these recommen- dations were it not for Appellate Tax Board judgements against the Town totalling $18,892.15 in tax abatements which adds $1.20 to our tax rate this year. This is re- gretable, and it should be remem- bered that this expense really ap- plies to past years-not to 1941.
