The Committee's recommenda- tions on Special Articles No. 10,


13, 14, 15, 16 and 35 have an im- portant relation to our actions on the Highway and Water Depart- ment budgets, as well as the Gen- eral W. P. A. Department budget. We therefore recommend that the Town Meeting actions on these ar- ticles preceed action on those de- partments in the General Budget.


Comments on the General Budget, Article 2


Item 13. There is but one elec- tion in 1941, compared to four in 1940. Hence a considerably less sum is needed.


Item 32. It should be remem- bered that approximately 87 per cent of the School appropriation or $203,348.92 specifically, is for salaries. Last year the sum ex- pended for salaries was $198,261.38. The increase of about $5,000.00 is largely due to contract step-rate increases. Our teachers average lower salaries than those in com- paritive comunities. The balance of the budget recommended, $31,- 651:08, is for text books, supplies, fuel, light and all other operating costs. Due to closely figured bud- gets in recent years very little re- placement to text books have been possible, and other supplies have been inadequate. The amount rec- ommended will make a good start toward rectifying this situation. These two sums equal $235,000.00 for Schools. The committee adds $1,000.00 for the Manuel Training Department in addition to $1,700 originally provided therefor in their budget-believing this effort should be encouraged.


Items 35, through 35bb. Public Welfare Department. The Com- mittee feels that improved em- ployment and economic conditions justify the anticipated savings we recommend in these accounts. We feel that the Town is fortunate in the careful management displayed

by our Board of Public Welfare, and regret that we cannot, how- ever, approve suggested salary in- creases for the department's em- ployees, at this time.

Items 52 to 54. Health Depart- ment accounts have this year been included in the General Health De- partment account No. 50. The Committee recommends that ac- count No. 50 be segregated as to salaries of the Board not more than $1,350.00 and salaries of em- ployees not more than $6,880.45. We recommend only $100.00 for transportation so that the nurse may be reimbursed for transport- ing patients.


Item 55a. Sewer Maintenance. In 1940 a large proportion of sewer maintenance was borne by the construction account - no such funds are available in 1941.

The meeting was called to order at 8:10 P. M. There was no quorum until 8:15 when a count of the members showed 161 members to be present.

Mr. M. Edward Hayes presented the report of the Illegal Excava- tion Committee. It was voted to receive the report and discharge the committee. 8:32 P. M.


Article 10. Voted: That the sum of $10,594.15 be and the same is hereby appropriated, said sum to be transferred from account titled "Town Farm Land Damage" to the account titled "Sewers (W. P. A. Project 22278) for construc- tion of main drains and common sewers to be used in conjunction with the Federal allottment now in operation. 8:42 P. M.

Voted: That the Treasurer, with the approval of the Selectmen,, be and hereby is authorized to borrow in accordance with the provisions of Chapter 49 of the Acts of 1933, as amended, for the purpose of providing funds to meet ordinary maintenance ex- penses and revenue loans, the sum of One Hundred Twenty-Five Thousand Dollars ($125,000.00) ; but in no event a sum to exceed the amount of tax titles held in excess of the amount owing to the Commonwealth for similar loans previously made, and to issue a note or notes of the Town therefor. Article 5. Voted: That the sum of $800.00 be and the same is here- by appropriated to be expended under the direction of the Town Treasurer to investigate and to de- termine the validity of tax titles held by the Town. 9:32 P. M.


Article 6. Voted that Article 5 of the By-Laws of the Town of Saugus, Massachusetts, be and the same is hereby amended by adopt- ing the following sections:


Section 3. No officer, board or committee having the disburse- ment of an appropriation shall make purchases of supplies or materials or contract for services to be rendered the town without issuing a written purchase order therefor on prescribed forms; pro- vided, however, that the provisions of this section shall not apply to the wages of persons temporarily employed by the town. All pur- chase orders are to be in triplicate; one to be designated for and de-

livered to the Town Accountant; and one to be designated for the files of the office issuing the order. The order designated for the vendor shall be submitted to the Town Ac- countant and shall not be delivered to the vendor until the Town Ac- countant shall have certified there- on that there is sufficient unen- cumbered balance of the approp- riation to be charged to pay the amount due under the order; and the Town Accountant shall, upon such certification, enter on his books the amount of such order as an encumbrance against such ap- propriation; provided, however, that verbal orders for supplies or materials or services to be ren- dered may be issued for an amount not to exceed twenty-five ($25.00) dollars. All verbal orders shall be confirmed in writing on the pre- scribed purchase order forms on the day the orders are given and transmitted within forty-eight (48) hours to the Town Accountant to be certified and recorded.


Section 4. The Town Account- ant shall prescribe the methods of accounting and the forms to be used by the several officers, boards and committees of the town per- taining to their receipts and dis- bursements, and shall provide that such methods and forms shall con- form to the requirements precribed by law or any rules or regulations made thereunder. Notice of Hearing


The Planning Board will hold a public hearing in its office in the Town Hall on Monday, March 17, 1941, at 7:30 P. M. on the petition of the Special Committee appointed by the Board of Selectmen to amend the Zoning By-Laws by adding a new section as follows: Section 24-A. Whoever violates any pro- vision of the Zoning By-Law and its amendments shall be punishable by a fine of not less than twenty ($20) dollars or more than one hundred ($100) dollars for each violation. Each day such a viola- tion continues shall constitute a separate offense.
