After advertising in the Saugus Advertiser, issue of March 13, 1941 the Planning Board held a public hearing on Article 58 of the Annual Town Meeting War- rant on March 17, 1941. After discussion the Board recommends passage of the Article.

The Planning Board will hold a public hearing in its office in the Town Hall on Monday, March 17, 1941 at 7:30 P. M., on the peti- tion of the Planning Board to amend Section 23 of the Zoning By-Law by adding a new para- graph as follows: "(d) The Board of Appeals shall grant no varia- tion which would permit a new use of land or structure for a business in a residential district except as provided for in para- graph 'b'."

This is to certify that the fol- lowing is a true copy of the voted motion on Article 6 of the Annual Town Meeting Warrant of 1941 passed on March 12, 1941:


Article 6. Voted that Article V of the By-laws of the Town of Saugus, Massachusetts, be and the same is hereby amended by adopt- ing the following sections :


Section 3. No officer, board or committee having the disbursement of an appropriation shall make purchases of supplies or materials or contract for services to be ren- dered the town without issuing a written purchase order therefor on prescribed forms; provided, how- ever, that the provisions of this section shall not apply to the wages of persons temporarily employed by the town. All purchase orders are to be in triplicate; one to be designated for and delivered to the Town Accountant; and one to be designated for the files of the office issuing the order. The order des- ignated for the vendor shall be submitted to the Town Accountant and shall not be delivered to the vendor until the Town Accountant shall have certified thereon that there is sufficient unencumbered balance of the appropriation to be charged to pay the amount due under the order; and the Town Accountant shall, upon such cer- tification enter on his books the


amount of such order as an en- cumbrance against such appropria- tion; provided however, that ver- bal orders for supplies or materials or services to be rendered may be issued for an amount not to ex- ceed twenty-five ($25.00) dollars. All verbal orders shall be con- firmed in writing on the prescribed purchase order forms on the day the orders are given and trans- mitted within forty-eight (48) hours to the Town Accountant to be certified and recorded.


Section 4. The Town Account- ant shall prescribe the methods of accounting and the forms to be used by the several officers, boards and committees of the town per- taining to their receipts and dis- bursements, and shall provide that such methods and forms shall con- form to the requirements prescribed by law or any rules or regulations made thereunder.
