To the Citizens of Swampscott:


We submit herewith our annual report for the year ending December 31, 1946.


SERVICES:

MAINS:


A total of 4277 feet of mains were laid in the following streets: Worcester Avenue, Plymouth Avenue, Ocean Avenue, Bradlee Avenue, Winshaw Road and Essex Street, thus making a distributing system of 37 miles of main pipes in sizes from 11/2" to 16" in diameter.


In November of this year the laying of an 8" cast iron water main in Essex Street, from the Cemetery, along Essex and Vinnin Streets to the State Road, was completed. The laying of this main has com- pleted a very important link in our system. All of the larger mains in town are now connected in one circuit, thereby surrounding the town with a girdle of water from which the pressure and supply should be more constant during heavy droughts.


For the benefit of Fire Protection purposes, hydrants have been installed at two vital points in this line.


Although this project had not been planned for this year, after requests had been received from several ex-servicemen for an oppor- tunity to work, a meeting was held at which it was decided to begin the project immediately. Upon which notice to this effect was broad- cast from a local radio station, in answer to which sixteen G. I.'s applied for and were given work.


Eight major breaks were repaired in our larger mains .


HYDRANTS:


The spring and fall flushing of hydrants was carried out in the usual manner after first having had notices posted in the daily paper informing the public of our schedule.


After the fall flushing a check was made on all hydrants in order to make any necessary repairs before winterizing.


One new hydrant was installed in Winshaw Road.


Two new hydrants were installed in Essex Street.


Two broken hydrants were replaced.


One hydrant was relocated.


All excavations made by this department have been brought to grade, tar patched or cemented.

RATES:


It is the desire of this board to have as cheap a water rate as is consistent with the proper functioning of the department. Whenever a saving in cost or curtailment of a current debt is enjoyed by this department, it has been the board's policy to reflect the savings in the water rate. Due to a reduction in the cost of water from the Metropoli- tan System this year, we have been able to discontinue the meter rental charges, increase the minimum consumption allowance by 500 cubic feet at no extra charge, and lower the excess charges from 20 cents per 100 cubic feet to 15 cents per cubic feet.


We would like at this time to thank all of the department heaus and their personnel for the splendid co-operation shown us throughout the year.


The details of water pipe construction follows and cost of same can be found under the Town Accountant's Report.

SEWER DEPARTMENT


Sewer costs for 1946, amounting to $46,436.94, were laid in the following streets: Plymouth Avenue, Worcester Avenue, Brewster Terrace, Lexington Circle, Vinnin Street, Bates Road, Hawthorne Road, Ocean Avenue, Brooks Terrace, and Lexington Park will be completed in the spring.


Several sewer connections have been dug up this year and roots have been removed. This work has to be done each year.


In the past year we have had the services of divers and engineers to inspect the town's outfall sewer. We have a report of their findings which state that the sewer is in such a condition that it would prove to be a health menace in a short time. They also advise construction of a new outfall sewer.


The unbroken spirit and co-operation shown by all department heads has been greatly appreciated.

Report of Planning Board For the Year 1946


To the Citizens of Swampscott:


During 1946 two plans of subdivision were submitted, one of which was approved after slight modification, while the other is still under consideration.


Since the 1946 Town Meeting referred the proposed new zoning ordinance back to the Board for further study and education of the voters, we have had many discussions of the proposed ordinance as previously submitted and have re-worded some sections to eliminate the objections raised by some of the Town Meeting members.


After considerable discussion by the Board, it has been decided not to re-submit this new zoning ordinance to the voters at the 1947 Town Meeting. With the housing situation as it is, and with great efforts being made by some to break down all zoning, we feel it advisable to withhold any improvements of the zoning until the time is more opportune.


We have endeavored to get information from the various Town Departments in order to start work on the six year budget voted by the last Town Meeting; so far, however, very little data has been made available. We hope that during the coming year we can get sufficient information on the long term requirements of the Town Departments so that this budget can be put into good working order.

Board of Public Welfare


To the Citizens of Swampscott:


The Board of Public Welfare submits herewith its report for the year 1946.


During the past year the majority of cases aided were persons physically unable to obtain employment and for the most part were between fifty and sixty-five years old.


Aid was rendered to a number of families to the extent of ap- proximately one thousand dollars during the year due to labor dif- ficulties in surrounding cities.


We wish to convey our thanks to the Swampscott Family Welfare and Visiting Nurse Association and Miss Sylvia Chesley, the Visiting Nurse, for their fine co-operation with our department during the year.


The net cost to the town for Public Welfare in 1946 was $9,682.63. Respectfully submitted,

To the Citizens of the Town of Swampscott:


The Bureau of Old Age Assistance submits herewith a report of its operations for the year 1946.


The cost to the town for Old Age Assistance has increased sharply during the past year. This is due to increases granted for food, fuel, clothing and medical fees together with the change which became effective January 1, 1946, wherein the children of Old Age recipients were allowed an exemption substantially higher than in previous years, before being required to financially aid their parents.


The following is a summary of the financial operation of the department for the year 1946:
