Article 74. To see if the town will vote to appropriate Fifteen Hundred ($1500.00) Dollars for inspection and repairs of the Outfall Sewer. Sponsored by the Water & Sewerage Board.

Southerly by Humphrey Street, seventy-three and 98/100 (73.98) feet;


Easterly by land now or formerly of MacDonald, one hundred five (105) feet;


Northerly by land now or formerly of Day, fifty-two and 18/100 (52.18) feet;


Westerly by land now or formerly of Dame, fifteen and 8/100 (15.08) feet;


Northerly again by land now or formerly of Dame, twenty- seven and 72/100 (27.72) feet;


Westerly again by land of Folsom, one hundred (100) feet; Containing eight thousand four hundred and seventeen (8417) square feet, more or less. Being also shown as Lot 155 on Plate 19 of the Assessors' records of the town. Petitioned for by Rena Drago, et als.


Article 78. To see if the town will vote to authorize the Board of Selectmen to sell or otherwise dispose of Real Estate now or here- after owned by the town and acquired through forecloseure or pur- chased under General Laws (Ter. Ed.) Chapter 60, as amended for non-payment of taxes and appropriate a sum of money therefor or take any action relative thereto. Sponsored by the Board of Selectmen.


Article 79. To see if the town will vote to purchase necessary equipment for the following Departments, viz: Highway, Park, Cem- etery, Police, Fire, Sewer, or any other Departments, and appropriate the necessary money therefor from the tax levy or by borrowing or both or take any action relative thereto. Sponsored by the Finance Committee.


Article 80. To appropriate and raise by borrowing or otherwise, under any general or special law which authorizes the town to raise money by borrowing or otherwise, such sum or sums of money as may be necessary for any or all of the purposes mentioned in the fore- going articles. Sponsored by the Board of Selectmen.

SPECIAL TOWN MEETING Tuesday, March 19, 1946


In accordance with the warrant the town meeting members assem- bled at the Hadley School and were called to order by the Moderator, Vincent P. O'Brien, at 7:40 P.M., the necessary quorum being present (126). New members were sworn in by the Town Clerk.


The warrant with the return thereon was read by Malcolm F. MacLean, Jr.


Voted: Article 1. To accept the report of the Finance Committee and adopt their recommendation as follows:


That action on this article be referred to the Finance Committee for further consideration and report under Article 6 of the Warrant for the Annual Town Meeting for 1946.


Voted: Article 2. To accept the report of the Finance Committee and adopt their recommendation as follows:


That action on this article be indefinitely postponed.


Voted: Article 3. To accept the report of the Finance Committee and adopt their recommendation as follows:


That the Park Commissioners be authorized to procure the services of an architect for the purpose of preparing plans and specifications for a field house or locker building and that the sum of $1100.00 be appropriated therefor.


Voted: Article 4. To accept the report of the Finance Committee and adopt their recommendation as follows:


That the Town accept the Provisions of Chapter 723 of the Acts of 1945, being the Act to authorize the establishment and maintenance of a municipal department and districts for furnishing information, advice and assistance to veterans of World War II or other veterans. As the Town is now maintaining a Veterans' Rehabilitation Program at the present time, no appropriation is necessary.


Voted: Article 5. That Chapter II-"B", Section 1, of the By- Laws be amended to read as follows:


"After the counting and declaration of votes for Officers at an Annual Town Meeting, said meeting shall be adjourned to the second Tuesday next thereafter at 7:45 P.M. at the Town Hall or such other place as may be designated by the Selectmen, and at which time, and at any further adjournment thereof, the remaining articles of the Warrant shall be taken up." (Unanimous.)


Voted: Article 6. To accept the report of the Finance Committee and adopt their recommendation as follows:


That the Town accept the Provisions of Chapter 635, Section 3 of the Acts of 1945, which Act provides for advances of vacation pay to officers and employees of the Commonwealth and of certain counties, cities and towns.

ADJOURNED ANNUAL TOWN MEETING Tuesday, March 19, 1946


In accordance with the adjournment of Monday, March 18, 1946, the Town Meeting Members were called to order at 7:57 P.M. The return on the warrant was read by the Town Clerk. The necessary quorum was present (127).


Voted: That the reading of the records of the last meeting be omitted.


Voted: Article 2. To accept the report of the Post Office Com- mittee and adopt its recommendation. (This report appears on Page 129 of the 1945 Town Report.)


Voted: Article 3. To accept the report of the Finance Committee and adopt their recommendation as follows:


That the Town authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1947, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.

That the sum of $600.00 be appropriated for the observance of Armistice Day to be expended by a committee of five to be appointed by the Board of Selectmen.

That the Town transfer from the Excess and Deficiency Fund of the Town to the account of Current Revenue such sum of money as the Board of Assessors may deem advisable, said sum to be used and ap- plied by the Board of Assessors in reduction of tax levy.

Town By-Laws. That the Board of Selectmen be authorized to dispose of the truck being replaced either by sale or by trading the same on account of the purchase price of the new truck.


Voted: Article 20. To accept the report of the Finance Committee and adopt their recommendation as follows:


That the Town appropriate the sum of $5,000.00 for the main- tenance of Essex Street or such other streets that may come under Chapter 90 Maintenance to be used in conjunction with any money which may be allotted by the Commonwealth of Massachusetts or the County of Essex or both of them for this purpose.

Voted: Article 22. To accept the report of the Finance Committee and adopt their recommendation as follows:


That the Town abate the betterment assessments on land and buildings known as the Thomson Estate amounting to $168.44 which were outstanding against the said property when it was purchased by the Town in May of 1944.

That the Town repave Blaney Street and that the sum of $600.00 be appropriated therefor to be expended under the direction of the Surveyor of Highways.

That the Town appropriate the sum of $3,575.00 for the purpose of making necessary repairs to the Phillips Beach Engine House, the said money to be expended by the Board of Fire Engineers under the Provisions of Chapter 5, Section 1, 2 and 3 of the Town By-Laws.
