Voted: That the reading of the records of the last meeting be omitted.
Voted: Article 15. To accept the report of the Finance Committee and adopt their recommendation as follows:
That the Town authorize the Old Age Assistance Bureau to ap- point one of its own members as agent and investigating officer and fix the salary of such appointee at $1,770.00 and that the said $1,770.00 be appropriated as follows: $1,125.00 from the tax levy, $400.00 from the U. S. Grant Old Age Assistance Administration, $245.00 from the U. S. Grant Aid to Dependent Children.
Voted: Article 16. To accept the report of the Finance Committee and adopt their recommendation as follows:
That the Town appropriate the sum of $83.81 to the Account of Unpaid Bills for the purpose of settling all bills contracted prior to January 1, 1946, and remaining unpaid at the time of the closing of the Town's books for the year 1945 according to the records of the Town Accountant. That the Town add four permanent patrolmen to the Police De- partment starting May 1, 1946. The necessary money to pay these men is included in the Police Budget.

That a committee of five be appointed by the Moderator to study the feasibility of carrying out such a celebration, and that the said committee report to the Selectmen on or before May 15, 1946.

Essex, ss. To either of the Constables in the Town of Swampscott, in the said County, GREETING:
In the name of the Commonwealth of Massachusetts you are hereby directed to notify the inhabitants of the Town of Swampscott, qualified to vote in elections and in town affairs, to assemble in the Hadley School in said Swampscott on Tuesday, the eleventh day of June, 1946, at 7:45 P.M., then and there to act on the following articles, viz .:
Article 1. To see if the Town will vote to appropriate a sum of money to celebrate the return of men and women who were affiliated or associated with any branch of the armed forces of the United States in World War II as provided in Chapter 1 of the Acts of 1946 as rec- ommended by the committee appointed under Article 21 of the War-

Article 2. To see if the Town will vote to accept Banks Court as a public highway as laid out by the Selectmen in accordance with plan drawn by Howard L. Hamill, Town Engineer, dated May 1946 and to install a drain in said Banks Court and appropriate money therefor. The acceptance of the said Banks Court as a public way to be on con- dition that proper waivers be signed by all abutting owners. Spon- sored by the Board of Selectmen.
Article 3. To see if the Town will vote to appropriate a sum of money for the conversion of the boilers located in the Hadley School from coal to oil or take any action relative thereto. Sponsored by the School Committee.
Article 4. To see if the Town will vote to appropriate a sum of money to reimburse the call firemen of the Town of Swampscott for fines improperly deducted from their pay for the year 1945 or take any action relative thereto. Sponsored by the Board of Fire Engineers.
Article 5. To see what action the Town will take in restoring the wages of the Board of Fire Engineers and to appropriate the necessary money for the payment of same or take any action relative thereto. Sponsored by the Board of Fire Engineers.
Article 6. To see if the Town will vote to appropriate a sum of money for the purpose of installing an oil burner in the heating plant of the Central Fire Station. Sponsored by the Board of Fire Engineers.
Article 7. To see if the Town will vote to appropriate the sum of $600.00 to paint the exterior of the library, the fence and the fire escape or take any action relative thereto. Sponsored by the Board of Library Trustees.
Article 8. To see if the Town will appropriate the sum of $1000.00 for the purchase of a new automobile for the use of the Engineering Department to replace the old 1939 Dodge. Sponsored by the Board of Selectmen.
Article 9. To see if the Town will vote to authorize the Water and Sewerage Board to lay a sewer in Vinnin Street, Salem, Mass., for the purpose of connecting two Swampscott houses having overflowing cesspools, a distance of about 275 lin. ft., and appropriate money for the same. Sponsored by the Board of Health and the Water and Sew- erage Board.
Article 10. To see if the Town will vote to discontinue the follow- ing described portion of Beverly Road as laid out and shown by a plan drawn by Howard L. Hamill, Town Engineer, bearing the date March 7, 1946, filed in the office of the Town Clerk, March 8, 1946, and to aban- don its easement in said following described portion:
Beginning at a point on the Northwesterly side of Puritan Road which is 38.39 feet Southwesterly from Beverly Road and at the pres- ent point of tangency, thence running North 56-24-30 East 3.78 feet to a new point of tangency; thence Northerly and Northwesterly by a curved line having a radius of 30 feet, a distance of 51.40 feet; thence North 41-45-00 West a distance of 63.74 feet; thence North 47-35-10 West ten feet in parallel with the street as now laid out a distance of 88.68 feet; thence Northwesterly and Southwesterly by a curved line having a radius of 31.40 feet, a distance of 45.45 feet to a point which is the present point of tangency; thence Northeasterly by a curved line having a radius of 20 feet, a distance of 28.95 feet; thence South 47-35-10 East along the street as now laid out, a distance of 159.45 feet; thence by the present curve as now laid out on a 30 foot radius, a distance of 54.45 feet to the point of beginning. Article 11. To see if the Town will authorize the transfer of over- estimated sums from certain Sewer Construction Accounts to other Sewer Construction Accounts which were or may be underestimated or take any other action relative thereto. Sponsored by the Finance Committee.
Article 12. To see if the Town will vote to authorize the Board of Park Commissioners to purchase a spray machine to replace the 1936 spray machine now in use and to authorize the said Park Commission- ers to dispose of the 1936 spray machine being replaced either by sell- ing or trading the same on account of the purchase price and to appro- priate money therefor or take any other action relative thereto. Spon- sored by the Board of Park Commissioners.
Article 13. To see if the Town will vote to authorize the Board of Selectmen to establish an information center in which the dwelling units in the Town available for veterans will be listed and veterans will be advised and assisted in establishing contact with the persons in charge of the selling or rental of such dwelling units and in determin- ing whether a dwelling unit offered to veterans is suitable for him at the price or rental charged as provided for by Chapter 13 of the Acts of 1946 and appropriate money therefor or take any action relative thereto. Article 14. To see if the Town will vote to construct a sewer in Hawthorne Road and appropriate the necessary money for the same. Sponsored by the Board of Health and the Water and Sewerage Board.
Article 15. To see if the Town will vote to increase the salaries of all full time elected or appointed employees, with the exception of the Police and Fire Departments, and appropriate money therefor or take any action relative thereto as petitioned for by Clarence W. Horton et al.
And you are directed to serve this Warrant by posting an attested copy thereof at the Town Hall, Post Office and in at least two public and conspicuous places in each precinct in the Town and at or in the immediate vicinity of each railroad station in the Town not less than seven days before the day appointed for said meeting.

Board of Selectmen under the Provisions of Chapter V, Sections 1, 2 and 3 of the Town By-Laws. That the Board of Selectmen be author- ized to dispose of the 1939 Dodge being replaced either by sale or by trading the said car on account of the purchase of the new car.
