When bids were submitted to the State by the Contractor it was found that the sum of $20,000 was not sufficient to do the work as t' State had underestimated the amount of the bids. As a result, the Town has been requested to appropriate $750 more for the resurfacing of Essex Street.


We are inserting an article in the Warrant for an appropriation of funds for the resurfacing of Salem and Humphrey Streets, as it is our understanding that the State has a fund for the rebuilding of roads and a requisition will also be submitted to the County Commissioners to assist in paying this cost.


Sidewalks


The Board of Selectmen is continually receiving requests for im- proved sidewalks and at the present time there is a long list of side- walks that are to be constructed.


It is the hope of the Board that sufficient funds will be appro- priated so that we could do some sidewalk construction in all sections of the town either by contract or under the supervision of the Highway Department.


Street Signs


This is a project that has been sponsored by the Selectmen and the work done under the supervision of the Highway Department.


The town is in great need of sufficient street signs for the proper identification of all streets and though we are sponsoring an article in the Warrant we believe this is a function of the Highway Department and funds should be appropriated for this purpose. The new street signs being erected by the Surveyor of Highways are meeting with the approval of the citizens. Surveyor Ryan is to be complimented for his efforts in this respect.


U.S.S. Destroyer Escort Fogg


The town was honored during the Independence Day Celebration July 4, 1946, with a visit of the U.S.S. Destroyer Escort Fogg in command of Lt. Commander James P. Jamison.


This was a Radar Pickett Ship which was built in Hingham, Mass., to work with Carrier Task Forces. This ship convoyed in the Atlantic, was torpedoed in December, 1944, lost part of the ship and was re- built at the Boston Navy Yard.


The ship arrived here on July 3, 1946, at 5:00 P. M., and re- mained in Swampscott for a week, and many of the town's citizens enjoyed the privilege of inspecting this ship.


Representative Town Meeting


Twenty years ago the town voted by ballot to accept Chapter 300 of the Acts of 1927 which established the representative town meeting form of government.


This Act does not deprive any citizen from his right to attend town meetings or to speak on any subject in which he is interested

but only limits his right to vote and his right to question any action by the representative town meeting which is preserved through the referendum provision in the Act.


At the present time we have eight precincts, 192 town meeting members, 24 from each precinct, and the Board of Selectmen strongly urges all town meeting members to attend the Town Meetings, thereby discharging their elective duties.

Article 13. To see if the town will authorize the Board of Public Welfare to appoint one of its own members as agent and investigating officer and fix the salary of such an appointee at $1,009.90 and appro- priate money therefor, as provided by Chapter 41, Section 4A of the General Laws (Ter. Article 14. To see if the town will authorize the Old Age Assist- ance Bureau to appoint one of its own members as agent and investi- gating officer and fix the salary of such an appointee at $1,770.00 and appropriate money therefor, or take any action relative thereto. Article 15. To see if the town will vote to accept Chapter 559 of the Acts of 1946, providing for a 20% increase to pensioners of both the contributory and non-contributory system, applicable only to those pensioners who retired prior to January 1, 1946. Article 16. To see if the town will vote to authorize the Board of Park Commissioners to purchase a 11/2 ton Dump Body Truck to re- place the Dodge Stake Truck now in use and appropriate money for same, or take any action thereon. Sponsored by the Board of Park Commissioners.

To see if the town will vote to authorize the Board of Park Commissioners to purchase loam seed and fertilizer to provide additional play space at Phillips Park in accordance with the long term plan of development for this Park and appropriate money for same, or take any action thereon. Article 19. To see if the town will vote to authorize the Board of Park Commissioners to purchase a Power Spraying Machine to replace the power sprayer sold by vote of the town in 1946 and appropriate money for same, or take any action thereon. Sponsored by the Board of Park Commissioners.


Article 20. To see if the town will vote to erect 435 lineal feet of chain link fence with 2 double gates, for the purpose of controlling the dumping at Phillips Park, or take any action relative thereto. Sponsored by the Board of Park Commissioners and the Board of Health.


Article 21. To see if the town will vote a new top mast for the flag pole at Phillips Park, or take any action relative thereto. Spon- sored by the Board of Park Commissioners.

To see if the town will vote to build, equip, and main- tain a locker building within the limits of Phillips Park, said building to be so located as to interfere as little as possible with the use for recreational or athletic purposes of any part of the Park Area now so used, and appropriate money therefor, or take any action relative thereto. Article 23. To see if the town will vote to purchase a crawler type tractor to use for the control of the dump area at Phillips Park, or take any action relative thereto. Sponsored by the Board of Park Commissioners and the Board of Health.


Article 24. To see if the town will vote to lay a hydrant line, nstall a hydrant and necessary fixtures, for the approximate distance of 400 feet, for the purpose of fire protection in The Greenway. Spon- ored by the Board of Park Commissioners and Fire Chief.


Article 25. To see if the town will vote to purchase a three gang mower to be used behind a power tractor for the purpose of cutting athletic fields, or take any action relative thereto. Sponsored by the Board of Park Commissioners.

Section 1. There shall be appointed annually by the Board of Selectmen an Inspector of Wires. Such appoint- ment shall be made in April of each year and he shall hold office from the first day of May following for the term of one year and until another is appointed in his place. The Select- men may at any time remove him. He shall keep a record of the business of his department and submit to the Selectmen in time for publication in the annual town report a yearly report of such business.


Section 2. He shall require all persons and corporations owning or operating wires to conform to all the laws of the Commonwealth of Massachusetts and to all rules and regula- tions contained in the National Underwriters' Code.


Section 3. Any person or corporation operating electric or other wires within the town shall, upon request of the Inspector, furnish him with such information as may be nec- essary to the faithful and effectual discharge of his duties under this by-law.
